The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Provide a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The record of survey for this project cannot be approved until a copy of this letter has been received by this office.

Add the project number, S07-174, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers (e.g. re-zonings, etc)

In DEDICATION: Add PIMA COUNTY between THE PUBLIC and AND ALL UTILITY COMPANIES.





Add a Permitting Note so it states:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

Add a General Note so it states:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE AGREEMENT, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Add a General Note so it states:

MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWERS (HCS) TO ITS POINT OF CONNECTION TO THE PUBLIC SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER.

Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Revise the Legend block accordingly.

Label the properties surrounding the proposed project site (e.g. Parcel ID). Show the correct footprints of the existing houses on Parcels 1, 2 and 3, and their HCS connections to the public sewer main G-223 on N. Palo Verde Ave. Show how the proposed residence on Parcel 3 will be sewered. Add a label or keynote to each proposed HCS that states “New HCS per PCWMD Engineering Directive ENG-2005-01”. If the residences are to share a private HCS, the project will need to create a Sewer Access Easement for the HCS and a JOINT SEWER USE AND MAINTENANCE AGREEMENT for the portions of the private sewers that are shared by proposed parcels. The agreement will need to be reviewed and approved by Ms. Ilene Deckard of the Pima County Wastewater Management Department (740-6544).

Revise the plan to show and label all public sewer elements that are located within 100’ or shown on this project.
Label existing sewer lines with their Pima County construction plan numbers, pipe sizes, pipe materials, and flow arrows.
Label all public manholes that are downstream from any existing and proposed House Connection Sewer (HCS) for this project with their IMS numbers, and rim and invert elevations.
For example, show and label the existing public sewer east of the proposed project as EXIST. 8” VCP G-223 and the existing public manholes as EXIST MH 9809-82 and EXIST MH 9809-83. Existing public sewer information may be found on the PCWMD Maps and Records (5th floor) or on the PCWMD and PCDOT MapGuide internet websites.

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. D.S. 2-03.11.0 permits a maximum of one year from the date of application to obtain approval of a Record of Survey. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this record of survey is November 04, 2008.

2. Based on information within The City of Tucson's Permits Plus there are several permits that have expired, T06BU00084, 85, 86 and T06CM00260, these permits will need to be either finaled or renewed. The demo permits need to finaled prior to approval of the Record of Survey.

The following comments are based on the provided record of survey:

3. Remove all development information from the Record of Survey, i.e. sight visibility triangles (SVT's), fencing and existing buildings.

17. The proposed sidewalk, as shown on the plan, will require a pedestrian access easement for the area of the sidewalk that encroaches into the southeast corner of Parcel 3. A curb access ramp maybe required at this intersection of Palo Verde and Blacklidge, see engineering comments, if this is the case once shown correctly on the plan an easement may not be required.

The following comments are based on the provided supplemental site plan

18. Remove all references to Record of Survey from the plan, i.e. dedication, recording data etc.

19. Provide a copy of the approved model plan for the existing and proposed structure, include floor plans and elevations.

20. Clearly indicate on the plan if the existing and proposed residence is a single family or duplex.

21. Show all utilities for all lots on the site plan.

22. Show the required sight visibility triangles (SVT's) on the plan.

23. Show the proposed sidewalk within the ROW along Palo Verde and Blacklidge on the plan, see comment 17 above.

24. Show the required zoning setbacks to all property lines. Once the model plan elevations have been provided, see comment 19 above, all setbacks can be verified.

25. Once the model plan elevations have been provided, see comment 18 above, required parking can be verified.

26. Provide a lot coverage calculation for each individual lot, there appears to be difference in vehicle use area between parcels 1 & 2 and parcel 3.

RECORD OF SURVEY COMMENTS:

1) Revise the Record of Survey (Sheet 1) to only include Horizontal references, General Notes, Easements, Dedication Language, Certificate of Survey, Curve Table, Location Map, Street and Right of Way dimensions, and Recording Data. All improvements (houses, walls, fencing,) and details (sidewalk, curbing, sight visibility triangles, driveway access, handicap curb access) shown in plan view should be provided on a supplemental sheet (Sheet 2). Provide dimensions and improvements to be constructed within the right-of-way on Sheet 2.

2) Provide a supplemental sheet (Sheet 2) for all information that is required but can not be shown on a Record of Survey (Sheet 1). Specifically, the supplemental sheet must include all existing and proposed sidewalks, curbing, water/sewer lines, fire hydrants, driveway locations with setback dimensions, walls, fences, and all other information that is required per DS Sec.2-03 Land Survey Exception.

3) DS Sec.2-03.11.1.C: Provide documentation showing that the required 5-foot wide sidewalk with curb has been installed, documentation can be in the form of a finalized right-of-way use permit. The permit application submitted does not show that the Tucson Department of Transportation has finalized the construction of the sidewalk and curb. The 5-foot sidewalk must be installed prior to Record of Survey approval. Revise the supplemental sheet of the ROS to label the sidewalk as 5-feet.

4) Revise the location of the proposed sidewalk at the intersection of Blacklidge Rd and Palo Verde Blvd. The proposed sidewalk, as shown, will require a pedestrian access easement for the portion of the sidewalk that encroaches into the southeast corner of Parcel 3. Verify on the supplemental sheet that a handicap curb access ramp is being constructed at the intersection of Palo Verde Blvd and Blacklidge Rd. The easement will not be required if the sidewalk is constructed entirely within the public right-of-way.

5) DS Sec.2-03.11.7.D.1: Revise the project location map to show the subject property approximately centered within a 1 square mile area.

6) DS Sec.2-03.11.7.D.2: Revise the project location map to identify conditions within the square mile area, such as major watercourses and recorded subdivision plats, reference all recorded plats by book and page numbers.

7) DS Sec.2-03.11.7.D.3: Provide the Section, Township and Range section corners on the project location map after re-centering the subject parcel. Provide the map at a scale of 3 inch equals 1 mile.

8) DS Sec.2-03.11.7.F: Revise the title block with the following information in the lower right corner of the Record of Survey: 1) Provide the proposed name of the Land Survey Exception; 2) Provide the number of proposed lots.

9) DS Sec.2-03-11.8.A.1: Revise the ownership note on the Record of Survey. Per the Pima County assessor's page it shows SURGES RICHARD J & MELISSA A JT/RS 50% & RECHLIN CHRISTOPHER C 50% as owners of the subject property. If it is dual ownership show both parties on the plan.

10) DS Sec.2-03.11.8.B.1: Revise the Record of Survey to indicate the subdivision cases number assigned (S07-174), it may be added to the lower right hand corner of the plans.

11) DS Sec.2-03.11.8.B.4: Revise General Note #3 of the Record of Survey to read: "The total gross area of the existing parcel is 18,036.00."

12) DS Sec.2-03.11.9.A: Provide the following paragraph signed and sealed by a Registered Professional Land Surveyor," I hereby certify that the boundary survey as shown on this Record of Survey was performed under my direction and that all existing or proposed survey monuments and markers shown are correctly described. I further certify that this Record of Survey was prepared under my direction."

13) DS Sec.2-03.11.9.B: Revise the signature lines for the property owners to include property owners names under the line and include an area for the date of the signatures.

14) DS Sec.2-03.11.10.A: Revise the Record of Survey to indicate primary control points, or descriptions and ties to such control points, to which all dimensions, angles, bearings, and similar data on the Record of Survey will be referred. Specifically, course and distance must tie at least one (1) corner of the property to the section corner or the quarter section corner, or an established City or County survey monument. The plan must include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information is to be provided on the plan.

15) DS Sec.2-03.11.10.C.1: Provide the description for the 2 found physically monumented points for the Basis of Bearing shown on the plan. If the monuments at each end of the reference line are fully described on the plan, they need not be described in the Basis of Bearing statement.

16) DS Sec.2-03.11.11.A: Verify that all easements of record are drawn on the plan, and recordation information, locations, widths and purposes are included. Provide a copy of the latest Title Report that shows all existing or abandoned easements must be current within 90 days.

17) DS Sec.2-03.11.11.B: Provide the following information regarding the existing public right of way for both Palo Verde Blvd and Blacklidge Road: the name, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts and sidewalks.

18) DS Sec.2-03.11.11.C: Provide the location of any adjacent fire hydrants, storm drains and sanitary sewers, including pipe diameter and the invert and rim elevations of all manholes and clean outs. If water mains and sewers are not located on or adjacent to the property indicate the direction, distance to, and size of those nearest the property.

19) DS Sec.2-03.11.12.A: Revise the Record of Survey to show that all proposed easements (utility, sewer, access, etc.) are dimensioned and labeled as to their purpose and whether they will be public or private. Recordation information must be included on the plan prior to final approval.

20) DS Sec.2-03.11.12.E: Revise the supplemental sheet to show all adjacent and proposed driveways to verify the 12-foot minimum setback required between driveways. Provide on the supplemental sheet the dimensions of the proposed driveway width (the maximum driveway width for residential driveways is 20 feet). Any unused curb cuts must be closed. Give star designations for the corner lots access point.

21) DS Sec.6-01.4: Provide a letter from Environmental Services for curbside pickup.


GENERAL COMMENTS:

Please provide a revised Record of Survey, supplemental information sheet, a finalized right-of-way use permit, and a current Title Report that address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Tucson Electric Power Company has reviewed and approved the development plan submitted November 15, 2007. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, electrical load, paving off-site improvements and irrigation plans, if available include a CD with the AutoCAD version of the plans.

If easements are required, they will be secured by separate instrument. Your final plans should be sent to:
