Staff has requested that the rail line corridor be granted to the City of Tucson for public, non-motorized recreational trail purposes, subject to a review and clearance by City staff of an Environmental Site Assessment (ESA), as the rail bed contains ballast. b) Detailed Section Through Trail Corridor. Thank you for providing typical trailway corridor detail 9 on sheet 3. Please provide a detailed section through the trail corridor, showing the rail bed, with a note that it will be preserved in place. Also show Common Area B, and a public trail corridor easement, subject to clearance by City staff on environmental issues. c) Trail Width. As per previous discussions, the asphalt trail needs to be 12 feet wide. Please revise detail 9 on sheet 3 and keynote 9 on the plat, and revise the landscape plans accordingly. d) Trail Design. Staff acknowledges that the trails have conceptually been shown at a cross slope such that drainage will flow across them. e) Rail Bed Corridor/final plat. Because the rail bed shows up as a topographic feature on the tentative plat, it is easily identifiable, and serves as a feature around which the trail and landscaping within the corridor can be located. However, no topographic information will be provided on the final plat, which will make it difficult to ascertain whether the public trail corridor easement is correctly located relative to the rail line. Staff will request that the topographic rail bed feature be shown in a surveyable manner on the final plat for reference purposes. Mountain Vail Shipley, S07-173 f) Esmond Station Public Trail Corridor. Subject to clearance from City staff on environmental issues, it is acceptable to grant a public trail easement over Common Area B, however, the intent to dedicate must be clearly shown along the corridor. Please place a note along the corridor, on plat sheets 5/6 and 6/6, that says, "Non-motorized, public trail easement to be granted to the City of Tucson by final plat. Easement wording to be approved by Parks and Recreation Department." 2) Plat Notes a) Please correct the typos in General Note # 46 so that it reads, "The wording of the public, non-motorized trail easement along the Esmond Station Rail Corridor must be approved by the Parks and Recreation Department prior to final plat approval." b) As previously requested, please revise General Note #52 so that it reads, "The owner/develop shall construct the trail corridor improvements along the Esmond Station rail line, and those improvements shall be inspected and found to be acceptable by the City of Tucson prior to the release of any occupancy permits for any dwellings." 3) Miscellaneous a) As previously requested, please pull back the southwest corner of Lot 10, to allow construction of a retaining wall and preservation of the rail bed. b) Thank you for providing trail crossing signs along the trail where it crosses the roadway. Please also provide trail crossing signs along the roadway, so motorists will be aware that there is a crossing. c) Where the trail crosses the roadway, please provide roadway crossing areas that are a different texture and color than the surrounding roadway, to enhance the visibility of the crossing. Provide details of the roadway crossing on the tentative plat.
