Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat and Landscape Plan where the revisions were made: Drainage Report: 1. The detention basins outlet appears to concentrate the discharge onto Mountain Vail Estates Property, which is not acceptable. Revise the basin outlet design to reestablish pre-development discharge patterns and reduce discharge energy. The basin outlets may be flared out to allow the discharge to be in more spread out fashion that will not have erosive velocities. 2. It appears that some of the proposed detention basin outlet work and a pedestrian path encroach on Mountain Vail Estates property. Provide written permission, from Mountain Vail Estates owner/developer, which allows this encroachment and addresses future maintenance responsibilities. 3. It appears that the detention basin configuration has been revised. The basin limits do not appear to be clear. What appears to be a grassed area is separated from the rest of the basin by a barricade railing yet the water appears to pond within the area. Additionally, the basin maintenance ramp is located within the grassed area but does not appear to provide access to the rest of the basin. Address this issue and revise as needed. 4. The detention/retention basin design shall include a sediment trap as required by Rezoning Condition #7a. Since the rezoning conditions can only be waived/modified by Mayor and Council, revise the Drainage Report and the drainage exhibits accordingly. Tentative Plat: 1. Lots 70-74 do not meet the differential grading requirements stated in D.S. 11-01.8.0. Revise the plan or provide an acceptable technical justification for not meeting the 2' differential grading limit. 2. Provide the dimensions and the radii of the proposed knuckles. If the proposed knuckles do not match the standard knuckles, an approved DSMR is required for the revised knuckles. Provide the DSMR number on the plat. 3. Slope treatment and stabilization shall be based on the Geotechnical Report recommendation. Additionally, slope and detention basin setbacks shall also be determined by the geotechnical engineer. Provide a copy of the Geotechnical Report with the required recommendations. All required setbacks shall be shown as required by D.S. 2-03.2.4.M. 4. The detention basins outlet appears to concentrate the discharge onto Mountain Vail Estates Property, which is not acceptable. Please address the following comments, and resubmit the tentative plat and landscape plans. Esmond Station Rail Line Corridor Esmond Station Rail Line Trail Corridor. Please provide a minimum 50-foot-wide public trail corridor along the Esmond-Station historic rail line. The corridor shall include a 12-foot paved, asphalt, bi-directional trail; 2-foot clear zones on each side of the trail, for safety purposes; 12-foot landscaped areas on each side of the trail, outside the 2-foot clear areas; and a 10-foot corridor for the rail bed alignment. Revise tentative plat (TP) keynote 9 accordingly. Show a typical trail corridor section on both the TP and landscape plan (LP), and identify the above-mentioned features on the typical section. Trail Design. All trails are to be designed such that drainage flow shall not interfere with the use of the trails. Drainage shall be diverted away from all trails, or, if necessary, structures shall be designed to convey flow under and away from the trails. Trails shall be constructed with slight crowns if possible, and runoff shall be directed into adjacent landscaped areas. A swale cross-section is not acceptable. For all pathways and trails, identify the construction materials and provide typcial section details on the TP. All asphalt trails shall have thickened edges. Landscaping. Landscaping along both sides of the trail shall include canopy trees and shrubs. Trees shall be at least 6 feet from the edge of the paved path. Show the landscaping relative to other trail elements in a typical section, on both the TP and LP. Revise the LP to show landscaping along the trail corridor. Mountain Vail Shipley S07-173 Esmond Station Rail Bed. Identify the location of the rail bed on the TP. Preservation of Historic Rail Bed. If feasible, based on the results of an environmental site analysis (ESA) to be performed by the owner/developer, the historical Esmond-Station rail bed shall be preserved in place to the greatest extent reasonably practicable. The TP cannot be approved until it has been determined whether the rail bed will be preserved. If the rail bed will be preserved in place, add the following notes to the TP: “Prior to any onsite grading, grubbing or construction, all rail bed areas that will be preserved in place shall be protected by temporary fencing. Protected rail bed areas shall be preserved in a natural state, and temporary fencing shall remain in place during all phases of construction.” “On-site monitoring of all aspects of site clearing, grading, and construction relative to rail bed preservation and protection shall be provided during the project construction, at the expense of the developer. The monitoring shall be performed by an individual knowledgeable in all aspects of site grading and construction. The monitor shall provide periodic progress reports to the developer, identifying work accomplished and problems encountered relative to preservation of the rail bed. As work proceeds, copies of these reports shall be provided in a timely manner to the City of Tucson Parks and Recreation Department and the Department of Urban Planning and Design.” Esmond Station Public Trail Corridor. The public trail corridor area must be clearly shown on the TP. It is acceptable to dedicate the trail corridor as a public, non-motorized trail easement. The corridor will be maintained by the City of Tucson Parks and Recreation Department. Please remove the common area designation. Please place the following General Note on the TP: “The wording of the public, non-motorized trail easement along the Esmond Station rail line corridor must be approved by the Parks and Recreation Department prior to final plat approval.” Release of Occupancy Permits. Please place the following General Note on the TP: “The owner/developer shall construct the trail corridor improvements along the Esmond Station rail line, and these improvements shall be inspected and accepted by the City of Tucson prior to the release of any occupancy permits for any dwellings.” Mountain Vail Shipley S07-173 Please revise detail 17 on sheet 4, as per the above comments. The public trail easement area must be separate from the surrounding common area. Remove the phrases “landscaping by the arch plans”, and “material by landscape arch.” The meandering walkway cannot double as a drainage swale. Remove the phrase “will be maintained by the home owners association.” Where is the call out for detail 17? The southwest edge of lot 10 is too close to the rail bed. Also, please clarify if there is a retaining wall at the southwest edge of lot 10. Please pull the lot line back at least 10 feet from the rail bed, and/or reconfigure the lots in this area, to allow preservation of the rail bed. At the two roadway crossings of the trail, please provide trail crossing signs on the road. Show and provide details on the TP. Please provide roadway crossings that are of a different texture and color from the surrounding pavement. Provide details on the TP, and revise keynote 12.
