This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Sheet 2: Call out the public sewer easement for the public sewer on the property and also south of the property. Sheet 2: Show the public sewer line continuing south of the property. It currently does not match what is shown in the Legend for existing public sewer. Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the development plan. The required revision(s) may be shown on the Mylars. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. The Drainage Statement was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed: TENTATIVE PLAT: Engineering Division acknowledges that a site plan (T07CM01074) and grading plan (T07BU02153) have been submitted for review and comments will be posted under each activity. Due to the change in drainage design and the removal of the underground retention/drywell system the Tentative Plat has been re-reviewed for compliance with the Development Standards. The site plan and grading plan can not be approved prior to Tentative Plat approval. 1) DS Sec.2-03.2.3.A: Revise the Tentative Plat and the bench mark reference section on Sheet 1 to reference either NGVD29 or NAVD88 datum that was used for the topography, stating "City of Tucson Datum" is not acceptable. Per Section 3.0 of the proposed Drainage Statement the datum reference is NAVD88; Field Book 1981-1, Page 64, verify. 2) DS Sec.2-03.2.3.C: Revise the Tentative Plat to label all easements that are to be abandoned along with the recordation information and a letter from the utility companies stating their approval of the abandonment. Per the proposed grading plan there are electric and utility easements under the foot print of the building that must be abandoned prior to Tentative Plat approval. 3) DS Sec.2-03.2.3.J.1: Revise the Tentative Plat to label the existing 100 discharge for the concentration points located along the northwest and north portion of the property. If the Q100 value is greater than 100 cfs the 100-year water surface elevation must be provided. The Drainage Statement and Exhibits must clearly label all concentration points and discharge values. The Tentative Plat must also label all Q100 discharge values at all proposed concentration points. 4) DS Sec.2-03.2.4.F: Revise the Tentative Plat to label the required 25-foot radii at all access points along 6th Avenue to verify that it is designed in accordance with Street Development Standard 3-01.0. Specifically the north driveway must have both curb returns labeled with 25-foot radii. 5) DS Sec.2-03.2.4.H: Revise the Tentative Plat to be in accordance with the Major Streets and Routes Plan. Clearly label the dimensioned future right-of-way width for 6th Avenue as "Future" in plan view. 6) DS Sec.2-03.2.4.J: Revise the Tentative Plat to show the recordation information for all proposed easements, or state that each easement is to be by Final Plat. 7) DS Sec.2-03.2.4.L: Revise the Tentative Plat, in conjunction with the submitted Drainage Statement, to reflect the following information. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management. a) Provide spot elevations at intervals along the proposed basin bottoms to show slope percentage. The bottom of basin slope to the outlet must be 0.5% or greater to prevent accumulation of standing water and mosquito infestation. The Tentative Plat shows the bottom sloped towards the inlet side of the basin, revise. b) Provide the WSEL for both proposed retention basins in plan view and in a cross section with details. Cross sections of the basin must show side slopes, depths, basin bottom elevation, top elevation, inlet, outlets, etc. Sheet 2 of the Tentative Plat must be revised so that the bottom and headwater elevations match the proposed Drainage Statement. Provide in the legend a clear definition of all abbreviations (i.e. BT- Bottom of Basin, HWE- Headwater Elevation, etc.). c) Provide a cross section between Basin 1 and 2 to show that the proposed pipe is not in conflict with the proposed maintenance ramp. Verify that the pipe has enough fall so that it is not exposed or in conflict with the 9.92 % ramp slope. d) Provide a singed notarized agreement from the adjacent property owner for the discharge of the roof down spouts onto the adjacent property. Verification is required when any drainage solution occurring outside the boundaries of individual lots is constructed with adjacent owner's permission, even if the same person owns the property at the time of platting. It is advisable to provide such agreement for City review prior to recordation to verify it meets all requirements. 8) DS Sec.11-01.9: Revise the Tentative Plat to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, retention basin, block wall and any associated erosion protection. The plan view on the Tentative Plat shows that the limits of grading encroach within the required 2-feet setback for the basin along the north property line. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and associated erosion protection. Provide a cross section for all property boundaries that show the 2-foot setback for all structures from the property line. 9) Revise the Tentative Plat to label and dimension all proposed drainage improvements. Specifically label the proposed pipe from Basin 1 to Basin 2, label and detail all basin outlets, bleed pipes, basin inlets, erosion protects, etc. 10) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. DRAINAGE STATEMENT: 11) Per the results of the geotechnical report and borings it has been shown that the subject property has a slow infiltration rate of 15 hours, this value exceeds the maximum 12-hour time needed. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements. Provide a revised report that addresses the slow infiltration rates in the basin design. Due to the slow infiltration rates Basin 1 must have a designed outlet with a low flow bleed pipe so that water can discharge with out causing standing water within the basin. The proposed emitter system will not function for infiltration purposes. 12) Revise the Drainage Statement to include all drainage improvement structures. The emitter system shown on the grading plan seems to be a type of dry well system that infiltrates water into the subsurface. However per the geotechnical report the infiltration rates do not support the use of such a system. Revise the report to include a discussion to show that the basin drains towards (minimum 0.5 percent slope) an outlet. Provide all details for the basin; outlet, bleed pipe, proposed culvert between the basins, rock riprap, etc. 13) Revise the Exhibits within the Drainage Statement to clearly label all concentration points (existing and proposed) with the corresponding Q100 discharge value. Provide the location for all outlet structures as stated in Section 5.0 of the report. 14) Revise the Tentative Plat so that all basin elevations, water surface elevations, and percent slopes match the proposed drainage statement. Per the Tentative Plat the water surface elevations within the basins differ from the hydraulic calculations shown. The bottom elevations also differ from plan view to the drainage statement, revise. GRADING PLAN: 15) DS Sec.11-01.2.1: A grading plan permit application (T07BU02153) has been submitted for review and comments will be posted under a separate letter. A grading permit may not be issued prior to Tentative Plat or Site Plan approval. 16) Please ensure the grading plan is consistent with the Tentative Plat, Site Plan, Drainage Statement, and Geotechnical Report. Grading standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf. 17) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development have been submitted and will be reviewed with the grading plan submittal. GENERAL COMMENTS: Provide a revised Tentative Plat and a revised Drainage Statement. The revised Tentative Plat and Drainage Statement must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the Tentative Plat and Drainage Statement.
