Plat - 1st Submittal S07-155 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required for this small project. All Sheets: Show the jurisdiction’s case number, S07-155, in or near the title block of each sheet. This case number should be shown larger and bolder than any associated cross-reference numbers. Sheet 1: Eliminate Wastewater General Note #1. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. Indicate the methods by which water harvesting or storm water runoff is used to benefit planting areas on the site per LUC 3.7.4.3.B 5. Where a fence or wall incorporates offsets or similar design features, a screen may extend a maximum of three (3) feet into the street landscape border per 3.7.3.2.B.3. Screens along a street frontage must be located on the development side of the street landscape border so that they do not obstruct the view of the street landscaped border from the street. Screens may only be located within in the landscape border if the criteria listed in LUC 3.7.3.2 are met. Revise landscape plan as necessary. 6. Indicate the location of sight visibility triangles at the intersection of S. 6th Avenue and Benson Highway on the landscape plan. Any screen higher than 30 inches must be located outside of the SVTs per LUC 3.7.3.4. 7. Clarify on the landscape plan how the project complies with the dust control provisions of LUC 3.7.2.7. Include dust control for adjacent right-of-way areas. LUC 3.7.2.4.A.4. 8. Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Grading Information, Irrigation Plan, Construction Details. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/storm runoff is used to benefit planting areas on the site. DS 2-07.0 9. Dimension the minimum width and label the square footage measured from the inside of tree planters in the vehicle use area. An unpaved area, which is a minimum of thirty-four (34) square feet in area and four (4) feet in width, must be provided for each canopy tree. LUC 3.7.2.3.A.1.c, DS 2-07.2.2.A.2.e 10. Within vehicular use areas, one (1) canopy tree is required for each 10 motor vehicle parking spaces or fraction thereof, and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.a. If 31 parking spaces are proposed, as incicated in the calculation, a total of 4 canopy trees are required within the vehicular use are. Revise parking lot tree calculation and landscape plan as required. 11. Add the CDRC subdivision case number (S07-155) to the lower right hand corner of all sheets of the Plat, Landscape Plan and NPPO Plan. DS 2-03.2.2.B.1 12. Dimension all landscape areas on the landscape plan, including the length of the street landscape borders. DS 2-07.2.2.A.2 13. Revise the landscape plan to include screening elements in accordance with LUC Table 3.7.2-I. Note the height and type of material/construction, including refuse container screening and loading zone screening. A 6-foot wall is required to screen the refuse container and loading zones. 14. The Native Plant Preservation Plan indicates mitigation proposed with two Whitethorn Acacias (Acacia constricta). These trees are not shown on the Landscape Plan. Indicate the proposed location of these two trees per DS 2-15.3.4.B.2 15. It is indicated on the plan that the eastern portion of the site has been cleared. Provide a copy of the approved permit for removal of vegetation. If it has been cleared without an approved plan the site must be revegeted to a natural state. 16. Along with the Landscape Plan and Native Plant Preservation Plan, provide a tentative plat/development plan showing the proposed layout of the entire site, with all requirements and calculations to show how the site will meet code. If the project is to be phased, provide all setbacks, calculations, easements, etc. to indicate how each phase will meet code separately per DS 2-05.2.4.C 17. Indicate the location of the loading zone to be provided for the billboard, the access to the loading zone and the required screening associated with the loading zone. A 6-foot masonry wall is required to screen both the loading zone for the Circle K retail store and the loading zone for the billboard per LUC Table 3.7.2-I 18.Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes in most instances are required to have slopes no steeper than 4:1 where depths exceed three feet; 3:1 for unprotected slopes and 2: 1 for protected slopes for depths less than three feet. DS 10-01.4 19. Any required storm water detention/retention basins shall be landscaped to enhance the natural configuration of the basin. All monuments found or set at all lot corners must be described. 9) DS Sec.2-03.2.3.C: Revise the Tentative Plat to reflect all existing easements with recordation information, location, widths, and purpose. If easements are to be abandoned provide the recordation information along with a letter from the utility companies stating their approval of the abandonment. 10) DS Sec.2-03.2.3.C: Provide all existing easements in plan view that are shown in the submitted Title Report. Specifically show the easements described in items 10 and 12 on Schedule B of the Title Report. 11) DS Sec.2-03.2.3.E: Revise the Tentative Plat to assure that all of the existing utilities are shown. Clearly show and label existing water lines, gas lines, electric lines, telephone lines/poles, and existing/proposed sewer lines. For sanitary sewers include the pipe diameter, the invert and rim elevation for all manholes and clean outs. Include the Pima County Wastewater Management Department reference number. 12) DS Sec.2-03.2.3.G: Revise the Tentative Plat to show all existing storm drainage facilities adjacent to the site. Provide the Improvement Plan reference number on the Tentative Plat for the storm drains and culverts that are adjacent to this site. 13) DS Sec.2-03.2.3.J.1: Revise the Tentative Plat to label the existing 100 discharge for the concentration points located along the northwest and north portion of the property. Provide the 100-year water surface elevation for the regulatory wash that flows along this portion of the property. The linear distance between WSEL contour intervals should not exceed 200-feet. 14) DS Sec.2-03.2.3.J.3: A symbol identical to that used to represent the water surface contour intervals shown on the plat should be included in the legend. 15) DS Sec.2-03.2.4.B: Revise the Tentative Plat to include the approximate square footage of each lot that is shown within the subdivision boundaries, or provide a note stating that all lots comply with the minimum lot size requirements. 16) DS Sec.2-03.2.4.F: Revise the Tentative Plat so that it is designed in accordance with Street Development Standard 3-01.0. The following items need to be revised or added to the proposed Tentative Plat: a) Label the required 25-foot radii at the access point along 6th Avenue. b) Per TDOT the access point closest to the intersection of 6th Avenue and Benson Highway must be closed off, contact Jose Ortiz for further clarification. c) Revise the Tentative Plat to show all handicap access ramps with truncated domes per ANSI Standards. 17) DS Sec.2-03.2.4.H: Revise the Tentative Plat to be in accordance with the Major Streets and Routes Plan. The following information must be revised or shown on the Tentative Plat: a) Clearly label and dimension the future right-of-way width for 6th Avenue in plan view. 6th Avenue has a future right-of-way width of 120-feet. b) Revise the Tentative Plat to label and dimension the future curb and sidewalk area. For a 120-foot right-of-way the future curb and sidewalk area is dimensioned at 9-feet. c) Revise the Tentative Plat to provide for the intersection widening for Benson Hwy and 6th Avenue. Benson Hwy and 6th Avenue both have a proposed MS&R r-o-w of 120-feet, which requires a taper. For both Benson Hwy and 6th Avenue the taper has ½ r-o-w of 75-feet in width for a length of 300-feet measured from the centerline Benson Hwy and 6th Avenue, then tapers for an additional 300-feet to meet the future ½ r-o-w of 60-feet. No improvements are allowed within this future r-o-w area. Contact Tucson Department of Transportation, Jose Ortiz, for clarity on the additional widening that is required for this intersection. 18) DS Sec.2-03.2.4.J: Provide easements for all new utilities with recordation information or provide the description for each utility in respective Common Areas, verify that the CCRs match the Common Area descriptions. Easements are to be dimensioned and labeled as to whether they are public or private. 19) DS Sec.2-03.2.4.L: Revise the Tentative Plat, in conjunction with the submitted Drainage Statement, to reflect the following information. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management. a) Provide spot elevations at intervals along the proposed basin bottoms to show slope percentage. The bottom of basin slope must be 0.5% or greater to prevent accumulation of standing water and mosquito infestation. b) Provide the WSEL for the proposed retention basin in plan view or in a cross section with details. c) Provide an access ramp in the basin to meet the minimum width of 15-feet. Provide spot elevations or percent slope for the ramp to verify that it does not exceed 15 percent. d) Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Revise the Drainage Statement to include discussion on all requirements within DS 10-01.3.5.5 and 10-02.14.5 (1-10) for all systems, which utilize a method of subsurface disposal, i.e. dry wells and underground storage chambers. The Drainage Statement must meet or exceed the minimum criteria within both Development Standards and within the ADEQ Type 2.04 General Permit for drywells that drain areas at motor fuel dispensing facilities where motor fuels are used, stored or loaded. e) Verification is required when any drainage solution occurring outside the boundaries of individual lots is constructed with adjacent owner's permission, even if the same person owns the property at the time of platting. 20) DS Sec.11-01.9: Revise the Tentative Plat to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, fill slopes, retention basin, block wall and any associated erosion protection. The plan view on the Tentative Plat shows that the limits of grading encroach within the required 2-feet setback for the basin along the north property line. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and associated erosion protection. 21) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. DRAINAGE STATEMENT: 22) Dry wells are highly discouraged due to substantial drywell failure within the City of Tucson. Floodplain Ordinance Tucson Code Section 26-10(c) states: The design of a detention or retention system, as reviewed and approved by the city engineer, shall include consideration of the degree of existing development within the basin and the capacity of the downstream drainage facilities. The systems will be designed with strict conformance to the public's health, safety and welfare. The effects of recharging storm runoff and possible pollution of the groundwater shall be evaluated for all systems employing infiltration systems, such as dry wells, in order to prevent contamination of the groundwater aquifer. Dry wells designed within gas stations do not satisfy a design that is in strict conformance with the public's health, safety or with a discussion or evidence on potential pollution of the groundwater aquifer. 23) The results of a required 30-foot-deep boring (DS Sec.10-02.14.2.6) should be examined to determine possible causes of slow infiltration or engineering measures needed to ensure infiltration. Threshold retention requirements may be waived in certain cases when stormwater retention is not feasible due to constraints imposed by subsurface conditions. In such cases detention criteria may be imposed in lieu of threshold retention requirements. A geotechnical report must be submitted to address the required 30-foot boring. 24) Provide a geotechnical report that specifically assesses the proposed underground stormwater retention/detention system and dry wells beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads and provide a discussion on groundwater recharge for the proposed drywells. 25) Verify that the recommendations in the required geotechnical report have been addressed in the Drainage Statement, basin design and basin location. GEOTECHNICAL REPORT: 26) DS Sec.10-02.14.2.6: A geotechnical report needs to be submitted for review, addressing the following: a) Soils report should provide conformance with DS section 10-02.14.2.6 regarding 30-foot boring for the proposed retention systems, and provide discussion of potential for hydro-collapsible soils and any recommendation for setbacks from building to proposed retention systems. b) The soils report shall provide identification / assessment of any potentially hazardous geotechnical areas, and state any geotechnical recommendations and whether there are special provisions for the soil preparation for this development. c) Provide slope stability recommendations for any proposed constructed slopes. d) Provide pavement structure design recommendations. e) Provide infiltration rates for detention/retention design. If underground stormwater chambers and/or dry wells are proposed for the retention requirements a pre- and post percolation test will be required to assure that the system drains within the required time limit of 12-hours. 27) Provide a geotechnical report that specifically assesses the proposed underground stormwater retention/detention system with dry wells beneath the pavement. The geotechnical report shall state whether the chambers are subject to collapsing or whether the pavement structure would be damaged from heavy traffic loads. GRADING PLAN: 28) DS Sec.11-01.2.1: A grading plan permit application (T07BU02153) has been submitted for review and comments have been posted. A grading permit may not be issued prior to Tentative Plat or Site Plan approval. 29) Please ensure the grading plan is consistent with the Tentative Plat, Site Plan, Drainage Statement, and Geotechnical Report. Grading standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf. 30) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal.
