SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Final Plat, recorded Pueblo Senior Housing Phase I and Phase II Shared Use Agreement (Docket 13180, Page 2079) and a copy of the Title Report. The Final Plat is not approved at this time. The following items need to be addressed:


FINAL PLAT COMMENTS:

1) DS Sec.2-03.6.1.J: Revise Sheet 2 of the Final Plat to remove all of the non survey related information (building layout, refuse containers, topography, PAALs, sidewalks, ramps, scuppers, etc). The Final Plat should only show information that is related to survey lines, property lines, easements, etc. Refer to DS Sec.2-03 for all Final Plat requirements.

2) DS Sec.2-03.6.3.A: Revise the Certification of Survey Section to read per the Development Standards; "I hereby certify that the boundary survey as shown on this plat was performed under my direction and that all existing or proposed survey monuments and markers shown are correctly described. I further certify that this plat was prepared under my direction."

3) DS Sec.2-03.6.3.A: For Final Plat approval the Certification of Survey Section must be sealed and signed by the Surveyor of Record prior to Mylar submittal. The signature for the civil seal that is shown is not required since this project does not have floodplain information, erosion hazard setback lines, detention/retention basins, etc. Only the Surveyor who prepared the plat must sign and seal the document.

4) DS Sec.2-03.6.3.D: Revise the Approval Block per the following; "I, ROGER W. RANDOLPH, CLERK OF THE CITY OF TUCSON, ARIZONA, HEREBY CERTIFY THAT THIS PLAT WAS APPROVED BY THE MAYOR AND COUNCIL OF THE CITY OF TUCSON, ARIZONA, ON THIS _______ DAY OF ________, 20__." Revise the signature line to include the same name as above.

5) DS Sec.2-03.6.3.E: Revise the Assurance paragraph to read per the referenced section and Department Directive;

6) DS Sec.2-03.6.4.I: Revise Sheet 2 of the Final Plat to clearly show the survey lines proposed around the water harvesting area. Remove all other lines associated with these basins such as the topography.

7) DS Sec.2-03.6.5.C.1: Revise the Basis of Bearing Note (General Note # 10) so that the basis of bearing is established from 2 found, physically monumented points described and shown on the final plat. If the monuments at each end of the reference line are fully described on the plat they need not be described in the "Basis of Bearing" statement or note.

8) DS Sec.2-03.6.5.C.4.a: Revise the Final Plat so that all new proposed boundary monumentation is labeled as "set." A one-half (½) inch iron rod tagged by a registered land surveyor must be shown on the Final Plat at all proposed property corners and are to be set upon completion of construction.

9) DS Sec.2-03.6.5.C.5: Revise the Final Plat to clearly indicate whether the distance and bearings between monuments were measured or calculated for all property line boundary information.

10) DS Sec.2-03.7.1.G: The Final Plat cannot be scheduled for Mayor and Council consideration until Financial Assurances are submitted and approved. The Final Plat Dedication Paragraphs must be revised to reflect the type of Assurances proposed, i.e. bond, letter of credit, or 3rd Party Trust that would require a Beneficiary Section.


GENERAL COMMENTS:

Provide a revised Final Plat and Assurance Package at resubmittal. The revised Final Plat must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the Final Plat and Assurance Package.

The drawings of the final plat for this project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (RWRD). The following comments are offered for your use:

General: The quality of the drafting of this drawing is bad in that the letters are very light. They need to be dark enough so that when microfilmed should be easily legible. We need a good copy of these drawings.

SUBJECT TO THE ABOVE, the PDEQ and the RWRD hereby approve the above referenced submittal of the Final Plat received on 4/22/09.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.
