The Subdivision Plat (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Subdivision Plat: 1. Please include a response letter to the comments along with the corrected copies of the DP. 2. Per rezoning condition no. 3: The owner/developer shall design and construct bank protection/erosion prevention structure along the site fromtage along the Pantano Wash/Escalante Wash as required. Coordination with Suzanne Shields at the Pima County flood control district, 740-6350, is advised. 3. Per rezoning condition no. 4: The natural area on the site shall include the 100-year floodplain of the Escalante Wash and the portions of the parcel to the east to be rezoned. These areas shall be platted as natural undisturbed open space (NOUS) and shall be included in the Convenants, Conditions, and Restrictions (CCR's) as NUOS. 4. Per rezoning condition no. 5: The developer shall evaluate threshold retention alternatives in lieu of providing threshold retention. Water harvesting shall be incorporated into all alternatives. 5. Per rezoning condition no. 6: A trail easement along the Pantano Wash shall be contructed as determined by the City of Tucson Parks and Recreation Department. The dedication of a trail easement will be for public use and will allow for pedestrian and bicycle activity. 6. Show the existing EHS for the Pantano Wash and the Escalante Wash per Chapter 26-7 of the floodplain ordinance and per Chapter 7 of the SMDDFM. 7. Additional comments will be made, depending on the changes made to the DR and TP, upon the re-submittal of the TP and DR. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. This review was performed for Tentative Plat purposes only. 3. Show the existing EHS for the Pantano Wash and the Escalante Wash per Chapter 26-7 of the floodplain ordinance and per Chapter 7 of the SMDDFM. 4. A DR addressing EHS, Bank Protection Analysis and design, Sediment Transport analysis etc. is required. 5. A permit will be necessary for any work performed within the public drainage way of the Pantano Wash. 6. Additional comments will be made, depending on the changes made to the DR and TP, upon the re-submittal of the TP and DR. 7. A $150.00 review fee for the Drainage Report is required. 8. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is July 15, 2008. 2. Provide a separate letter explaining how all rezoning conditions have been complied with. 3. This subdivision requires Overlay Zone reviews for HILLSIDE DEVELOPMENT ZONE (HDZ) AND SEC. 2.8.6, ENVIRONMENTAL RESOURCE ZONE (ERZ). D.S. 2-10.3.1.D & LUC 3.6.1.4.A.5 Twenty-five (25) percent of the ground floor units are to be provided with barrier-free accessibility. Indicate by note, how many and which units will be provided with barrier-free accessibility. 25. D.S. 2-10.3.2.E As there is common areas proposed (street and common area A), provide a copy of the Covenants, Conditions, and Restrictions (CC&RS) for this subdivision if available at this time or submit with the final plat. 26. D.S. 2-10.3.2.F It appears that there is a proposed service road that runs along the south property lines. This service road appears to encroach on proposed private property. An access easement is required for all areas of encroachment for each lot. Also provide a copy of the protective covenants or common use agreement for these easements. Provide documentation that allows the service road to encroach into parcel 136-31-003D which is located to the south of this project. 27. Under RESIDNTIAL CLUSTER PROJECT DATA, note 7 lists the building height restriction as 25'. Per C9-05-08 Rezoning Condition #10 lists the maximum height as 24'. Rezoning conditions supercede the LUC in this case. 28. Please remove the Manhole information from the sheet 2 of 4 as it is not required and clutters the plat. 29. Sheet 4 of 4 Model 'B' is not called out on the DWELLING LAYOUT PLAN. If this model will not be used, remove it from the plan. They should indicate the units (such as 1 inch = 50 feet or 1 inch = 20 feet) rather than straight ratios as given. 2. Rezoning condition #19 requires that internal pedestrian paths and/or sidewalks with adjacent landscape strips shall include one, 15 gallon canopy tree on every other lot adjacent to the pedestian path/sidewalk. Demonstrate compliance with this rezoning condition on the plan drawings. 4. Add the rezoning case number (C9-05-08) near the title block of all sheets of the Landscape Plan, Native Plant Preservation Plan and Tentative Plat. Also add the CDRC subdivision case number (S07-111) and any other related case numbers to the landscape and native plant preservation plans. DS 2-07.2.1.B 5. The 5-foot paved pedestrian path running near the detention/retention basin is shown in two different locations on the Tentative Plat and Landscape Plan. Revise to be consistent. Show the location of benches or other recreational amenities in relation to the proposed path on the Tentative Plat to indicate that there is no conflict. 6. It is unclear how the project is to be constructed when there is an erosion hazard setback running through the middle of the property and effecting most of the proposed residential lots. It is indicated in the rezoning file (rezoning condition #3) and the Environmental Resource Report that bank protection will be constucted along the washes and will include re-vegetation. Provide details as to where and how this will be accomplished and how erosion setbacks will be met. A revegetation plan or floodplain restoration plan will be required for these areas. 7. It is unclear from the Tentative Plat how the ERZ limits (general keynote 13) along the Escalante Wash were determined based on the labeled location of the 100-year flood plain (general keynote 12). Please clarify. Note that per rezoning condition #4 the natural area shall include the 100-year floodplain of the Escalante Wash. Revise plat as necessary. If the project proposes encroachment into the resource area an Environmental Resource Report (ERR) is required. The ERR submitted with the rezoning application has some but not all of the required elements of an ERR. The requirements of an ERR are listed in DS 2-13.2.5.B. 8. Add to general landscape note 15 on sheet LS-1 the words "...unless authorized by the City of Tucson Development Services Landscape Review Section." 9. The minimum required text size is 12 point (0.12") for microfilming purposes. Revise all text and dimensions, including those in the location map that does not meet this minimum archiving requirement. |

Plat - 1st Submittal S07-111 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Ina and Roger Rd. WWTF via the PTI. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. Sheet 1: Revise General Note #10 to read as follows: THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS. Sheet 1: Add the General Note: THE REQUIRED OFF-SITE PUBLIC SANITARY SEWER LINE WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS. Sheet 2: The proposed sewer and manholes should be marked as public. Also the proposed sewer line segments should show length/slope/size and material of pipe. Sheet 2: The public sewer line should be shown going west past MH#9558-05 and not just stopping there. Sheet 2: The point of connection to the existing sewer line should be shown a minimum of 5’ from MH#9558-05 with a new MH #1 per PCWWM SD-303. The proposed manhole sequencing should start w/MH#1 as the furthest downstream and go up in sequence from there. Sheet 2: In the legend note #9 add the word PUBLIC. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.
