SUMMARY: The revised Tentative Plat, revised Drainage Report, and response letter were received by Engineering. A meeting was held February 13, 2008 at request of consultant to discuss rezoning condition for bank protection. Engineering has reviewed the received items and recommends approval of the Tentative Plat. The Drainage Report was reviewed for Tentative Plat purposes only.

PROJECT SAC SUMMARY: The Riverfront Plaza Drainage report has addressed EHS requirements. There is no proposed encroachment of the W.A.S.H. Ordinance wash of the WBSCRDC. The existing WBSCRDC is within a FEMA Special Flood Hazard Zone A and consists of a constructed channel, approximately 7 feet deep and top width 200 feet, with an updated 100-year flowrate of 9,908 cfs, with earthen bottom and 3:1(H:V) side slopes covered with rip rap and filter fabric, and has an existing 2.4-ft deep concrete toedown running along the toe of the slope adjacent to the project. The Santa Cruz River along the east side of the project is bank protected. The area of the W.A.S.H. 50-foot Study Area includes both City and County properties. From aerials, there is some minimal vegetation within the Study Area. There is no W.A.S.H. Overlay Study area disturbance proposed and therefore no SAC scheduling required.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Regional Wastewater Reclamation Department (PCRWRD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

You are proposing a direct connection to the 8” public sewer with 6” BCS. This will require the construction of new public manholes at each point of connection. If 4” BCS line is used then a direct connection to the public sewer as shown would be allowed.

Sheet 1: Revise Sewer General Note #1 to read as follows: Add a General Note that states:

THE ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the next submittal will be $78.00.


A check for the review fee of this submittal in the amount of $78.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and the response letter.

If the number of sheets changes, please adjust the review fee accordingly.

The above referenced development plan has been APPROVED by the Community Design Review Committee. Please submit the following documents for sign-off.

1 Double Matte right-reading Océ or Photo Mylar of the COMPLETE SET of the Development Plan, Landscape Plan, and the Native Plant Preservation Plan (if part of the original submittal).
AND
1 Double Matte right-reading Océ or Photo Mylar of the Development Plan.
AND
1 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

The extra Double Matte right-reading Océ or Photo Mylar that you submit will be delivered to Pima County for permanent recording. Additional blackline copies will be made from the complete mylar set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the mylar and two (2) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

TO ENSURE A MORE RAPID REVIEW OF THE MYLARS, PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK.
