The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

All Sheets: Revise the plan so it shows the seal and signature of an Arizona Registered Professional Civil Engineer or Registered Land Surveyor who prepared the survey. The seal must be on each sheet of the Tentative Plat as required by the Rules of the State Board of Technical Registration, Article 3 - Regulatory Provisions, R4-30-304 Use of Seals.


Sheet 1: Add a General Note so it states:

A JOINT USE AND MAINTENANCE AGREEMENT, REVIEWED AND APPROVED BY PCWMD, IS REQUIRED PRIOR TO CONNECTION OF ANY SHARED PRIVATE SEWERS.

Sheets 2 and 3: Parcel A of the proposed project cannot use the existing HCS stub-out for sewer connection. Parcel A will need to connect directly to the public sewer on King Ave. because it has direct frontage and access to King Avenue. For further information, please contact Ms. Ilene Deckard at the Pima County Wastewater Management Department (740-6544).

Sheets 2 and 3: Label the properties surrounding the proposed project site (e.g. Parcel ID).


Sheet 3: Show the continuation of the existing HCS through the adjacent Parcel 11806049D on 2090 S Sylvester Dr owned by Torres Joe A. & Fredenca A, and label how it connects to the public sewer at the EXIST. 8” VCP G-63-32. Show and label the HCS connections for Parcel 11806049D and Parcel 11806049A. Existing public sewer information may be found on the PCWMD Maps and Records (5th floor) or on the PCWMD and PCDOT MapGuide internet websites. Label the existing sewer lines with their Pima County construction plan numbers, pipe sizes, pipe materials, and flow arrows.

This office will require a revised set of plans, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Record of Survey, Legal Exhibits, and pre-submittal package. The Record of Survey is not approved at this time. Please address the following comments:


RECORD OF SURVEY COMMENTS:

1) DS Sec.2-03.11.1.C: Provide documentation showing that the required 5-foot wide sidewalk with curb has been installed, documentation can be in the form of a finalized right-of-way use permit. The permit application submitted does not show that the Tucson Department of Transportation has finalized the construction of the sidewalk and curb. The 5-foot sidewalk must be installed prior to Record of Survey approval. Revise Page 3 of the ROS to label the sidewalk as 5-feet not 4-feet as shown.

2) DS Sec.2-03.11.7.A: Revise Sheet 1 and the mapped data to be drawn at a standard engineering scale having no more than 40-feet to the inch. The first page of the Record of Survey is drawn at a 1-inch to 60-feet scale, which does not meet the requirements within the section.

3) DS Sec.2-03.11.7.J: Revise the Record of Survey to provide an access easement for the ingress/egress of House 2 on Parcel B. The ingress/egress easement must be dimensioned and shown on the Record of Survey along with the recordation information. Parking along King Ave does not meet the requirements for the required onsite parking for House 2. The supplemental information must show that all onsite parking requirements have been meet for both houses on Parcel B. House 2 must have a separate driveway and parking space from House 1. Review Chapter 25 of the Tucson Code to assure that driveway requirements and separation of driveways have been satisfied.

4) DS Sec.2-03.11.9.A: Provide the seal of the Registered Professional Land Surveyor with the signature and date for the proposed Record of Survey. The seal can be provided with a preliminary stamp however prior to final Mylar approval all signatures and seals must be signed and dated.

5) DS Sec.2-03.11.9.B: The signature of the property owner in the dedication paragraph will be required at Mylar submittal.

6) DS Sec.2-03.11.9.C: Revise the Record of Survey to remove the references of "Preliminary" from all sheets. The only Preliminary wording, if required, should be across the Surveyors seal until Mylar submittal.

7) DS Sec.2-03.11.12.E: Revise Sheet 3 to dimension the proposed driveway width (the maximum driveway width for residential driveways is 20 feet). The driveway for Parcel A is still shown to be 22.73 feet with a depressed curb. Verify that the curb cut width meets the 20-foot requirement.


GENERAL COMMENTS:

Provide a revised Record of Survey, supplemental information, and documentation that the required sidewalks and curb have been constructed. All corrections must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the Record of Survey.
