Engineering does not recommend approval of the Final Plat at this time. Please address the following comments for resubmittal. ASSURANCE COMMENTS: 1) City of Tucson Development Standards (DS) Section No.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. For third party trust subdivision assurances, address the remaining assurance comments: a) Assure that the Subdivision name is updated from Tucson Urban League Incorporated to Blue Sky … on the first page of the AGREEMENT TO CONSTRUCT (Paragraph A) and AMENDMENT TO TRUST (Paragraph 1). The name of the subdivision should match the Title block on the plat. b) Provide full copy of assurance documents (same as this submittal). 2) Assure that the descriptions of the common areas of the Final Plat title block match the CC&R's descriptions of the subdivision common areas and the descriptions in the assurance paperwork. Please be aware that the legal office may reject the assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block. FINAL PLAT COMMENTS: 3) DS Sec.2-03.6.4.G: Corner lots may be designated with a star symbol indicating which street will be used for access (lots 1, 23, 24,& 42). Use of this designation may limit design options for access. 4) DS Sec.2-03.6.5.C: Address the remaining survey related comments: a) Not one corner of the plat is tied to a section corner; at least 1 corner of the subdivision will be tied by course and distance to SW corner section 6. b) Address the remaining boundary comments: i) Provide labelings for all marked survey monuments on Final Plat; additional marked monuments are indicated on submitted exhibit. 5) DS Sec.2-03.6.5.B: Assure that all easements listed on the Schedule B of title report are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat. In response letter, please state whether / how items 9 & 11 of the updated Schedule B are addressed / shown on the plat. 6) Address the following drainage easement comments: a) The 3 outlets that were approved per the Tentative Plat, need to be called out as Private Drainage Maintenance Easements that will be maintained by the Blue Sky subdivision HOA. Add a note tot eh final Plat clarifying this responsibility. b) The drainage system that runs from south side of the subdivision and outlets at the north side into the wash, will need to be labeled as "Flowage and Private Drainage Maintenance Easement"; c) The grade control structures in the wash that will be constructed under the PIA by Blue Sky, need to be noted on the Final Plat as being maintained by the City; 7) Off site drainage easements do not need to be shown on this Final Plat; they will be required for grading plans and PIA plans. The next submittal should address all the above items. Submit revised Final Plat, assurance documents, title report, a copy of the final Drainage Report with CD, and response letter.
