Subject: Record of Survey
A Portion of Lot 26 of Pullman City Annex
1st Submittal, S07-050

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Show all applicable cross reference numbers (rezonings, etc.) near the title block of each sheet. These numbers should be shown smaller and less bold than the case number S07-050.

Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show the existing sewer lines with thinner, or dashed, lines to distinguish them from the proposed sewer lines. Revise the Legend block accordingly.

Add a Permitting Note so it states:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

Add a General Note so it states:

THE ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Add a General Note so it states:

MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWERS (HCS) TO ITS POINT OF CONNECTION TO THE PUBIC SEWER IS THE RESPONSIBILITY OF THE PROPERTY OWNER.

Revise the plan so it shows the existing 66” public sewer main G-89-12 on Simmons Road. Also, a new clean-out will need to be installed at the point where the two HCSs currently meet.

Per PCWMD Design Standards, House Connection Sewers shall be located such that they do not violate the frontage of an adjacent lot(s) while traversing to the point of connection to the public main. For the proposed project, one of the HCS lines currently crosses the northeast corner of its neighboring proposed parcel. As such, the project will need to create a Sewer Access Easement for that HCS and a JOINT SEWER USE AND MAINTENANCE AGREEMENT for the portion of the private sewer that is shared by both proposed parcels. If such provision is not possible, a new HCS line that does not go through neighboring lots will need to be put in and a JOINT SEWER USE AND MAINTENANCE AGREEMENT is still required for the shared portion of the private sewers. The agreement will need to be reviewed and approved by Ms. Ilene Deckard of the Pima County Wastewater Management Department (740-6544). Before this office will be able to approve this lot split (or Record of Survey), the new Joint Use and Maintenance Agreement will also need to be recorded.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If you have any questions regarding the above mentioned comments, please do not hesitate to contact me.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Case number S07-050 has been assigned to this development plan (DP). Please place this number in the right corner of all sheets of the development plan, landscape plan, NPPO, and any other associated sheets.

2. In certification paragraph please reverse order of "This That" to "That This".

3. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments. Also if easements are purposed please draw, dimension and label as to their purpose and whether they will be public or private. If none exist provide response to reviewer's comments.

4. Provide utility easement and a cross access parking easement. These should be shown on the record of survey along with recordation data and a copy of the recorded document provided if done as separate instrument.

5. The plan view identifies the lots as Lot A and B while the title block indicates Lots 1 & 2. Please be consistent in lot ID. Either change plan view or title block.

6. Please provide the square footage of each lot. Minimum lot size with R-3 zoning designation is five thousand (5,000) square feet.

7. Please show the location of the proposed driveway that will access both units.

8. Please provide separate plot plans that provide zoning compliance criteria for each lot. Within R-3 zone the following criteria must be met:
Minimum lot size - 5,000 sq. ft.
Maximum lot coverage for each lot cannot exceed 70%
Only one (1) dwelling unit per lot
Maximum building height cannot exceed 25 feet
Minimum setback from adjacent R-3 zoned lots is the height of the exterior building wall measured to the highest point or top of parapet.
Street setback is the greater of 20 feet or 1 1/2 height of exterior building wall.
(In order to verify setbacks dimensioned building elevations would be required to determine correct setbacks.)

9. It appears from the setbacks currently shown on the record of survey indicate that proposed property lines do not allow for required setbacks. A design development option (DDO) would be required prior to approval of the record of survey to reduce required setbacks. Please contact Frank Podgorski at 791-5550 ext. 74962 to apply for the DDO. If the DDO has already been applied for and approved please provide a copy and place the DDO case number, date of approval, and any conditions on the record of survey as a note and place the case number in the lower right corner of the survey.
