Assistant (520-740-6706), representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: Colonia Mariposa, Lots 1-16 & Common Areas A, B-1 - B-16 & C-1 - C-2 Tentative Plat – 1rd Submittal S07-034 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The development plan for this project cannot be approved until a copy of this letter has been received by this office. All Sheets: Add the Tentative Plat case number, S07-034, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. All Sheets: Add flow arrows over all existing and proposed sewers that indicate the direction of sewage flow in the pipe. Sheet 1 Location Map Block: Please center the property location and provide section corners. Sheet 1: Revise the plan so it shows engineering firm information including the name, the location, the zip code, and the phone/fax numbers of the engineer. Sheet 1: Revise the plan so it shows the seal and signature of an Arizona Registered Professional Civil Engineer who prepared the plat. The seal must be on each sheet of the Tentative Plat as required by the Rules of the State Board of Technical Registration, Article 3 - Regulatory Provisions, R4-30-304 Use of Seals. Sheet 2: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line-types in the legend on Sheet 1. Sheet 2: Revise the site plan to indicate method of connection to the existing 8” public sewer main G-67-25 (COT/PC standard detail WWM 303). Sheet 2: Extend the sewer line to front of Lot 9 so the HCS from Lot 9 do not cross in front of Lot 8. Sheet 2: Revise the plan so that it shows the length, the slope, the size, and the material for all proposed sewers. Sheet 2: Revise the plan so it shows all existing sewer lines, adjacent to the project site, with the plan numbers and the pipe sizes. Sheet 2 MANHOLE DATA Block: Revise the invert elevations to provide gravity flow for lots 1-16. Revise the inverts in the MANHOLE DATA table to provide minimum 1% slope for terminal reach and minimum 0.44% slope for all other sewer reaches. Sheet 2: Revise the plan so that all proposed manholes are labeled and indicated as NEW. Sheet 2: Revise the plan so that it shows the rim and invert elevations at all manhole locations. Label manholes new or existing. Sheet 2: Provide and label all sewer easements on the plat with appropriate recording information. Label each as PUBLIC or PRIVATE. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. The Drainage Report and Grading Plan were reviewed for Tentative Plat purposes only. Engineering does not recommend approval of the Tentative Plat at this time. DRAINAGE REPORT COMMENTS: 1) City of Tucson Development Standards (DS) Section No.10-02.1.5.1: In the drainage report, revise basin calculations to include critical basin requirements for detention and retention. Clarify required volumes in discussion of report and provide detention calculations. 2) DS Sec.10-01.4.3.1: Regarding the basin, address the following comments on a drainage exhibit and on plat: a) Basin bottom shall have positive drainage toward outlets. Revise bottom basin elevations. b) Label material on outside of basin at outlet. c) Basin depth/ height is unclear. In order to assure detention / retention volume is provided, provide several cross sections within basin to explain depth of basin, how basin bottom and basin top meets existing topography, and across the weir to show extents of weir and height/depth. d) Clarify basin elevations to assure bleed pipe inverts meet existing grades. 3) DS Sec.10-02.2.3.1.4.C.1: The report states that there is no offsite drainage impacting the site however, from the topography in the area, stormwater appears to be directed from the Drexel Road / Park Ave intersection westerly along Drexel Road. TSMS node (BR-0311) data shows Q100 =472cfs at intersection of Drexel Road and Park Avenue. Only one page was provided in report. Provide offsite watershed map that explains more clearly the offsite drainage in Drexel. Discuss more completely the existing flow in Drexel Road. Provide calculations for determining extents of existing floodplain from 100-yr event in Drexel Road. 4) Provide developed conditions drainage exhibit in drainage report. TENTATIVE PLAT COMMENTS: 5) DS Sec.2-03.2.4.L.4: Delineate, dimension width, and label drainage easement for interceptor swale along north boundary of lots 3-9 on sheet 2 of the Tentative Plat. 6) On Tentative Plat show general proposed grades in street and general grading information. 7) DS Sec.2-03.2.4.L.4: Provide a typical lot grading detail or show direction of drainage on the lots in a detail or on the Typical Lot Concept detail on sheet 1. Address the following: a) Clarify how distances for minimum setbacks provide appropriate area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access. b) Assure that the detail complies with any recommendations of soils report. c) Provide in detail the general / typical high point elevation or grade break locations as it relates to the finished pad elevation, as well as minimum flow grades around building pads. 8) DS Sec.2-03.2.3.C: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. 9) DS Sec.2-03.3.1.E: Clarify the two parcels that make up this project site on planview, and submit a copy of the title reports. 10) DS Sec.2-03.2.4.F: Proposed traffic circulation will be designed in accordance with Street Development Standard 3-01. Cross section shall match development standard. Show street monuments in cul-de-sac and at intersection of Drexel Road and Drexel Place. Per DS Sec.2-03.2.4.1.a, the sewer layout shall be designed so that manholes will not interfere with street survey monuments. However, survey monuments may be offset from manhole locations if so indicated on the plat. Revise cross section and show survey monuments on plan view. 11) DS Sec.2-03.2.4.G: A DSMR for building setbacks the street jog distance from Morris Boulevard was granted and approved with conditions. Address conditions of approval including showing the utility easement on sheets. Submit copy of DSMR with resubmittal. 12) DS Sec.2-03.2.2.A.2: Provide seal for engineer preparing the plat on each sheet. 13) Longitudinal slopes of 0.5% with cross slopes of 1% are not accepted due to potential ponding issues at pavement construction. Minimum 2% cross slopes are required. Revise proposed street grades on grading planview and add to plat. 14) Revise call out for slope treatment on Landscape plans to indicate the river rock to have filter fabric. 15) Submit response letter for each comment for resubmittal. A meeting to go over comments is required prior to next resubmittal. Provide complete response letter with revised Tentative Plat, revised Drainage Report, copy of title reports, and a copy of the geotechnical report at resubmittal.
