Tucson Electric Power Company has reviewed and approved the development plan submitted February 27, 2007. It appears that there are no conflicts with the existing facilities within the boundaries of this proposed development. TEP will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities. Any relocation costs will be billable to the customer.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. Include a CD with the AutoCAD version of the plans. If easements are required, they will be secured by separate instrument. Your final plans should be sent to:

When this case was authorized by the Mayor and Council on November 21, 2006, there were several conditions of rezoning that need to be addressed before this Record of Survey can be approved, as follows:

Please submit detailed building elevations showing exterior colors, building materials, roof types, and building massing (rezoning condition #2). In addition, it must be demonstrated that

buildings with side elevations along either Star Avenue and/or 15th Street have elevations along the street frontage comparable to the elevation on the front façade (rezoning condition #3);

Adjacent units along street frontages have different façade treatments (rezoning condition #5); and

The maximum building height is no greater than 16 feet (rezoning condition #4).

Please submit a plan showing that landscape buffers will be provided along all property lines, as shown on the preliminary development plan; and that at least one 15-gallon or greater canopy tree will be planted on each lot adjacent to the sidewalk (rezoning conditions # 6 and #7). Also, see comment #4 below.

Please submit drawing details demonstrating that:

The cisterns will visually blend in with the architecture/landscaping of the development (rezoning condition #8);

All exterior mechanical equipment visible from Star Avenue and/or 15th Street will be screened and integrated into the architecture/landscaping of the development (rezoning condition #9)

Please identify the location of all walls that will be visible from the street frontages, or adjacent to existing residential development. Provide drawing details that demonstrate that the walls will be constructed of or painted with graffiti-resistant materials, and that a visually-appealing design will be used. Also, please show that the wall alignments will be varied, and that trees and/or shrubs will be planted in the voids created by the varied alignment (rezoning condition #10). If the walls will be constructed of CMU blocks, indicate that 6-inch wide or greater fence block will be used (rezoning condition #11).

The drawings for the proposed Record of Survey for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



SEET 1. Add the project number, S07-027 to the title block of the sheet. This number should be shown larger and bolder than any cross-reference numbers.

Provide a letter from the PCWMD Development Services Section, written within the past 90 days, stating that the treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf

3. SHEET 1. Add a Permitting Note that reads:

A PROJECT CONSTRUCTION PERMIT MUST BE SECURED FROM THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT BEFORE BEGINNING ANY WORK ON THIS PROJECT.

4. SHEET 1. Label the 8-inch sewer line in the 15th street and in the LEGEND as PUBLIC SEWER.

MAINTENANCE AND OPERATION OF THE PRIVATE SANITARY SEWERS (HCS) TO ITS POINT OF CONNECTION TO THE PUBLIC SEWR IS THE REAPONSBILITY OF THE PROPERTY OWNER.

9. SHEET 1. In the Legend, show a symbol for proposed HCS .

10. SHEET 1.Add a General note that states: The proposed 8-inch public sewer line in the 15th Street will be designed and constructed by the developer to PCWMD standards and paid by the developer.

11. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $50.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and the response letter.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Record of Survey, Legal Exhibits, and pre-submittal package. The Record of Survey is not approved at this time. Please address the following comments:

RECORD OF SURVEY COMMENTS:

1) DS Sec.2-03.11.1.C: Provide the required minimum 5-foot wide sidewalk with curb along the both property boundary that abuts 15th Street and Star Avenue. The 5-foot sidewalk must be installed prior to Record of Survey approval. Contact Steve Tineo, Permits and Codes at 791-3115 x447 to obtain a right-of-way use permit for constructing a sidewalk within a public right-of-way. Or provide photo documentation showing that existing sidewalk with curb is installed and is in good condition.
2) DS Sec.2-03.11.7.B: Revise the Record of Survey Sheets to include a two inch margin on the left side and one-half inch margin on the remaining sides at minimum.
3) DS Sec.2-03.11.7.J: Revise the Record of Survey to dimension the right-of-way widths that are shown for both 15th Street and Star Avenue.
4) DS Sec.2-03.11.8.B.1: Revise the Record of Survey to indicate the subdivision cases number assigned (S07-0027) where indicated by "S06-".
5) DS Sec.2-03.11.10.C.1: Provide the description for the 2 found physically monumented points for the Basis of Bearing shown on the plan. If the monuments at each end of the reference line are fully described on the plan, they need not be described in the Basis of Bearing statement.
6) DS Sec.2-03.11.10.C.4: Provide the distance and bearing between all monuments used. Indicate whether the distance was measured or calculated.
7) DS Sec.2-03.11.11.A: Provide a copy of the latest Title Report that shows all existing or abandoned easements, must be current within 90 days, to verify location and restrictions.

GENERAL COMMENTS:

Please provide a revised Record of Survey, Title Report, and documentation that the required sidewalks have been constructed. All corrections must address the comments provided above. If the requirements for Record of Survey can not be meet then a Tentative Plat must be applied for through CDRC. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Further comments may be generated upon resubmittal of the Record of Survey and Title Report.
