SUMMARY: The revised Tentative Plat submittal, including a revised tentative plat dated June 5, 2008, was reviewed for core review and code compliance and against the rezoning conditions. Development Services Department Engineering Division recommends conditional approval of the Tentative Plat and requires a resubmittal.

TENTATIVE PLAT CONDITIONS OF APPROVAL:
1) DS Sec.2-03.3.1.J: Address the following remaining rezoning conditions comments:
a) Rezoning conditions require that integrated access is provided to and within the rezoning site, which includes the parcels in the plat as well as excluded parcels. The 24-ft ingress-egress easement along north side of excluded parcel 1 does not align with the adjacent ingress egress. Revise accordingly to show access is provided throughout the parcels per rezoning condition 1c.
b) DS Sec.2-03.3.1.J: Any traffic impact report required by TDOT and/or ADOT should be submitted to address access issues for increased ADT from development of hotel project for lot 4. Contact Jose Ortiz for further discussion and show any phasing on Tentative Plat on planview and/or with a general note stating that certain portions of the spine roads / PAAL's and other common use areas, such as the common area basin and stormwater drainage system, will be constructed during initial phase of grading construction.
c) Per rezoning condition 1d, safe pedestrian access is required between hotel, restaurants and the existing mini mart. The pedestrian access will be reviewed at individual development plan stage.
2) DS Sec.2-03.2.4.M: The following will be required to be reviewed at individual development plan stage. All applicable building setback lines, such as erosion hazard, floodplain detention/retention basins, and sight visibility triangles, will be shown for the affected lots.
3) DS Sec.2-03.2.4.J: The sewer line indicated on the Carl's Jr development plan is not in the same alignment as shown on the Tentative Plat. Clarify in response letter or show revised location of sanitary sewer on Tentative Plat planview.
4) DS Sec.2-03.2.4: Lot 3 development was submitted indicating that the project will extend beyond the plat boundary to the north of lot 3. A revision to the plat will be required to reflect any proposed intent of development.
5) DS Sec.2-03.2.3.J: Submit a copy of the drainage report with resubmittal to assure all flows entering / exiting the site are addressed. Any drainage response letters shall be added to the verbiage in the drainage report or may be added as a registrant's sealed letter. Per recent directive, a final Drainage Report in CD form will be required to be submitted at Grading Plan or Final Plat review stage for archiving. Per AzBTR, the registrant shall mark the CD copy of the professional document: "Electronic copy of final document; sealed original document is with (identify the registrant's name and registration number).
6) DS Sec.2-03.2.4.L.1: Show areas of detention/retention including 100-year ponding limits with water surface elevations. It is still unclear if the basin areas are matching proposed basins for the development plans that have been submitted concurrently. For excluded parcel 1, there is a basin access easement indicated yet the development plan indicates no basin and the drainage report indicates a basin. Clarify for each lot that the basin areas are delineated to include ponding limits. If the development plan has not been submitted, the detention/retention areas need to be clarified.

A response letter is required with the resubmittal of the revised Tentative Plat and Drainage Report, acknowledging or addressing all of the above comments. If you have questions or would like to set up a meeting, call me at 837-4934.

The above referenced plan has been CONDITIONALLY APPROVED by the Community Design Review Committee, subject to the revisions required on the mylars. Please submit the following documents for sign-off:

1 Reproducible Océ or Photo Mylar of the Plat, Landscape Plan and NPPO.
2 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Additional blackline copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the mylar and three (3) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

Please note that the final plat must be approved by Mayor and Council and recorded within one year of date of approval of the tentative plat per LUC 4.1.7.3.
