The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The tentative or preliminary plat for this project cannot be approved until a copy of this letter has been received by this office.

Sheet 2: Note 22 does not appear to have been revised per comment #5 of 1st submittal review letter.

Sheet 1: Some of the IMS‘s for the existing public manholes are still missing.

Sheet 1: The sewer easement recordation information outside of Wilmot Rd. is required for approval of this tentative plat.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the third(3rd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

Conflicts can not be determined until facilities are properly indicated on the plan. Any relocation costs will be billable to the customer.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities.

In order to apply for electric service, call the New Construction Department at (520) 918-8300. Submit a final set of plans including approved site, offsite and electrical load plans. SUMMARY: The Tentative Plat submittal was reviewed for code compliance and against the rezoning conditions. Development Services Department Engineering Division does not recommend approval of the Tentative Plat at this time. The Drainage Report was reviewed for Tentative Plat purposes only.

TENTATIVE PLAT COMMENTS:
1) LUC 3.7.4.3.B, DS Sec.10-02.14.2: Any Development Plans for each lot will need to provide stormwater harvesting to the maximum extent reasonably possible. The response letter states that each lot will have individual basins yet a basin is shown on lot 6. Clarify. Size of basin for each lot affects the geometry and layout and buildable area of each lot. It shall be demonstrated in drainage report feasibility of any proposed basins and shown on planview. Detention and retention requirement compliance must be shown for feasibility of the project.
2) DS Sec.2-03.2.4.L: Address the following drainage report comments:
a) The outlet had been revised to exit to the south which does not match the existing drainage patterns that currently flow to the west in sheet flow condition. It will be necessary to justify and clarify the geometrics for basin outlet to show a low energy outflow to connect with existing conditions downstream of the basin.
b) Complete report discussion for concentration point 4.1 on page 7 of the report.
c) Show basin 100-yr ponding elevations for each basin on Drainage Concept exhibit.
d) Explain how detention is not required per detention waiver criteria on page 10. Capacity of downstream detention facility should be included as well.
e) Clarify 100-yr floodplain limits on exhibits.
f) Provide discussion regarding the stormwater sewerline, hydraulic grade line, losses, and assumptions. Provide a profile labeling hydraulic grade line for the proposed system.
3) DS Sec.2-03.3.1.J: Show compliance of rezoning conditions 8, 30, 31, 32, and 34 on planview and explain how each has been addressed in response letter. Specifically address the following comments:
a) Show how Rezoning condition 30 is met by indicating required sediment trap system.
b) Rezoning condition 31 requires positive flow grades in basin bottom to bleed pipe and outlet. Add spot elevations to basin floor area showing compliance.
c) Rezoning condition 32 requires a common area or PAAL adjacent to the basin; label docket/page for the access easement.
d) Show on planview along perimeter of basin how Rezoning condition 34 is met. Revise detail A-A to show basin perimeter slope and vegetative barrier. Any proposed basin shall be conceptually shown to check for feasibility.
e) Rezoning condition 8 requires a blanket cross access agreement for the onsite area. Also Rezoning condition 1b requires that a cross-access agreement between the subject site and property to the north be provided, yet the submitted docket/page is missing exhibits; submit exhibits to confirm access is granted.
f) DS Sec.3-01: Address the following comments for the proposed dedicated right-of-way and the central road between the new lots:
i) Clarify and label whether the central road is a private or public street.
ii) The resubmittal shows driveway access to the new lots from the central road section; explain whether the existing convenience store will be capable of handling the traffic to this and the other commercial facilities on the other lots, or revise entrances .
iii) DS Sec.3-01.6.4.b: Show that any right-of-way lines at the corner of street intersections at Wilmot will be rounded with a curve radius of 40 feet for this commercial project. Revise labels for radial dimensions for curb returns at entrances.
iv) Cross section C shows 35-ft width. Explain whether DSMR was obtained for modification of DS Sec.3-01.10 Figure 1.
v) Revise section D to correct leader line location for 2-ft dimension of shy space.
vi) DS Sec.3-01.5.1.B.1: Show onsite SVT's.
4) DS Sec.2-05.2.4.H.1: Revise minimum FFE's on Development Plan per drainage report.
5) DS Sec.2-05.2.4.H.6: Delineate 100-yr floodplain limits on planview.
6) Explain in response letter what datum was used for the drainage information provided on the Development Plan.
7) DS Sec.11-01.8.1: Provide pad elevations for the each building pad per drainage report.
