Development Services Department Engineering Division does not recommend approval of the Tentative Plat at this time. The Drainage Report was reviewed for Tentative Plat purposes only. TENTATIVE PLAT COMMENTS: 1) DS Sec.2-03.3.1.K: There are substantial design elements missing from this submittal including parking access lanes and other features required to be shown in a Development Plan / Tentative Plat when a rezoning case is involved. On planview, clarify areas where pavement, solid waste pick-up, parking access, sidewalk and curb and other proposed improvements are proposed for this development. 2) LUC 3.7.4.3.B, DS Sec.10-02.14.2: New developments are required to practice stormwater harvesting to the maximum extent reasonably possible. The volume of runoff collected for water harvesting may be utilized to offset the volume required for threshold retention. Demonstrate on planview how water harvesting will be incorporated in landscape areas. Demonstrate positive drainage towards all landscape areas in effort to promote water harvesting, provide curb openings/depressed curb. 3) DS Sec.2-03.2.4.L: The weir detail does not comply with the drainage report. It will be necessary to clarify the geometrics for weir outlet to show a low energy outflow to connect with existing conditions downstream of the basin. 4) DS Sec.2-03.3.1.J: Show compliance of rezoning conditions 1b, 2, 8, 21, 22, 26, 30, 31, 32, and 34 on planview and explain how each has been addressed in response letter. Specifically address the following comments: a) Revise detail section A-A to reflect DS Sec.3-01.10.Fig.12 right-of-way section for the 90-ft required to be dedicated per rezoning condition 2. b) Show how Rezoning condition 30 is met by indicating required sediment trap system. c) Rezoning condition 31 requires positive flow grades in basin bottom to bleed pipe and outlet. Add spot elevations to basin floor area showing compliance. d) Rezoning condition 32 requires a common area or PAAL adjacent to the basin; show any proposed common area or revise layout so that a PAAL is located adjacent to the basin or the basin is repositioned on the site to accommodate this requirement. e) Show on planview along perimeter of basin how Rezoning condition 34 is met. f) Rezoning condition 8 requires a blanket cross access agreement for the onsite area yet 3 access easements are indicated. Also Rezoning condition 1b requires that a cross-access agreement between the subject site and property to the north be provided yet only one access is provided. Show future onsite pedestrian access and sidewalk areas and provide a more inclusive easement across the onsite parcels and wider easement for the parcel to the north. g) Provide status for rezoning conditions, 21, 22, and 26 in response letter. 5) DS Sec.2-05.3.2.A: Provide a copy of the Geotechnical Report with percolation test results. 6) DS Sec.11-01.8.1: Provide pad elevations for the each building pad. Also label more contour lines and provide proposed spot elevations on planview. 7) DS Sec.3-01: Address the following pavement comments: a) Provide Wilmot Road section with widths and label existing and proposed features. b) Label dimension and show future MS&R minimum 6-ft sidewalk and curb along Wilmot Road. c) Add to legend that handicap ramps shall have truncated domes and add a note that all sidewalks and handicap ramps shall meet ADA requirements. d) Label radial dimensions for curb returns at entrances. 8) Additional comments are forthcoming if any revision to the layout is proposed. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is February 21, 2008. 2. Within the project location map please show the subject property centered within one square mile. DS 2-03.2.1.D.1 3.
