Pima County Development Services Department Development Review Division (Wastewater) Subject: Elvira Subdivision, Lots 1-6 Final Plat - 2nd Submittal, S06-272 The drawing for the proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. 1. Sheet 1 and 2(Grading Plan): All public sewer elements (manholes cleanouts, mains and easements), that are located on this project or are less than 100' from this project, need to be identified with IMS numbers, construction plan number and easement descriptions and recording information. The IMS numbers and construction plan numbers, are the sewer element identification numbers, that may be found on PCWMD Maps and Records (5th floor) basemaps or at PCWMD and PCDOT MapGuide internet websites. The manholes upstream and downstream of MH#9918-A19 need to be shown on the plan. 2. Sheet 1 and 2(Grading Plan):The sewer directional flow arrows need to be shown on both the existing and proposed sewer lines. 3. Sheet 1 and 2(Grading Plan):Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line types in the legend on Sheet 2. 4. Sheet 1 and 2(Grading Plan):PCWMD recommends the following in regards to the sewer design: For sewer service to lot #2 tap the existing MH #9918-A19. For all other lots install a public manhole in Elvira Rd. fronting the private driveway. Run the 6" private sewer north in the private driveway as currently shown and then service each lot 1,3,4,5 & 6 with 4" HCS off the main 6" line in the private driveway. The design as currently shown would require (4) new public manholes to be installed in Elvira Rd. 5. Sheet 1 and 2(Grading Plan): A cleanout should be installed a minimum of every 100' along the 6" sewer line shown running north in the private driveway. 6. Sheet 1 and 2(Grading Plan): The slope/length/size and material of pipe should be shown on all proposed sewer line segments including the HCS. 7. Sheet 1 and 2(Grading Plan): The symbol for the cleanouts should be shown in the legend. It should be marked as private and the rim and invert elevations should be given. 8. Sheet 1 and 2(Grading Plan): You are proposing the construction of a private sewer collection system in a residential subdivision. This type of sewer now necessitates prior written authorization, pursuant to PCWMD Director, Michael Gritzuk's letter to PCDSD Director, Carmine DeBonis, dated March 13, 2006, regarding Private Sewers and Public Pump Stations. Provide approval, in writing from the PCWMD Directors office. Mr. Mike Bunch, PCWMD Deputy Director, is the contact for the above-mentioned approval. 9. Sheet 1 and 2(Grading Plan): The 24' wide utility/ingress/egress easement on the east edge of property would not be wide enough as proposed. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the development plan. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. 07/25/2007 | STEVE SHIELDS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Lead Planner PROJECT: Elvira Subdivision - Minor Subdivision S06-272 Final Plat (2nd Review) TRANSMITTAL DATE: July 25, 2007 DUE DATE: July 27, 2007 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1 Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is January 01, 2008. 2 Zoning acknowledges an error on having you provide the existing structures on the final plat. Remove all development information i.e. structures, from the final plat. If the items are to remain provide a supplemental drawing shown the location of the structures to remain along with setbacks and lot coverage for the parcel that the structures are on. Also on the supplemental plan show the location of utilities so if required, zoning can verify the utilities are located within an easement. Any structures including sheds and pools that are to be demolished will require permits and the demolition must be completed prior to the approval of the final plat. The Tucson Department of Transportation on line maps (2005 aerial photo) shows addition structures and a pool located on the proposed subdivision. Based on the information available from The City of Tucson's, Permits Plus, there have not been any permits pulled to demolish any structures on this property. Provide documentation that the structures have been removed or provide the structures on the plan so that zoning can verify the required setbacks. 3 Zoning did not receive a copy of the revised landscape plan therefore could not verfiy that the landscape was removed from the easement. The landscape plan shows vegetation blocking the 24' Utility/Ingress/Egress Easement that runs along the east side of lots 2 & 3. Revise the plan so that the easement is clear of all vegetation. 4 D.S. 2-03.6.6 The following comments are related to the Covenants, Conditions and Restrictions (CC&Rs): a. Provide the name of the subdivision in the title of the CC&Rs. b. Under Definitions, Section 13, there are no Common Area B on the final plat, please clarify. c. Article II, Section 5 talks about Maintenance by Association in regards to Common Area B, please clarify. d. Article VII, Section 2 talks about "All maintenance and repair of dwelling units and other improvements upon any unit," being the "responsibility of the Association". To demonstrate how Native Plant Preservation Ordinance requirements will be met for this subdivision and in accordance with General Note 9 on the Final Plat, an overall Native Plant Preservation Plan will be required. 2. For clarity and legibility, revise both sheets of the landscape plan by fixing areas where lettering, dimensions and other text are overstruck, making the plan difficult to read. Also, the minimum required text size for archiving purposes is 12 point (0.12"). Revise all text on Landscape Plan sheet 1 of 2 that does not meet this minimum size requirement. 3. 08/06/2007 | JASON GREEN | ENGINEERING | REVIEW | Denied | DATE: August 6, 2007 SUBJECT: Elvira Subdivision: Minor Subdivision Final Plat Submittal- 2nd Engineering Review TO: Patricia Gehlen, CDRC Manager LOCATION: 338 E Elvira Rd, T15S R13E Sec 13 Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: S06-272 SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Minor Subdivision Final Plat package, Drainage Report (prepared by Coronado Engineering and Development, dated December 22, 2006 and revised March 20, 2007), and Covenants, Conditions and Restrictions (CC&R's) and does not recommend approval of the Final Plat at this time. The following items still need to be addressed: SUPPLEMENTAL DOCUMENTATION: 1) DS Sec.2-03.9.3.G: Revise the drainage report to provide a discussion on the required 2-yr threshold retention. Per the Stormwater Detention/Retention Manual this project provides 3.66 units per acre, therefor 2-yr threshold retention is required. However per the drainage report the volumetric difference between the 2-yr pre-existing and post-developed conditions do not warrant a common retention basin per conversation with Laith Alshami, PE, Civil Engineer with the City of Tucson. Remove the water harvesting areas from the proposed Minor Subdivision and from the drainage exhibits within the report and place a note on Sheet 1 of the plat to read "Water harvesting basins for landscaping on each lot will be utilized to maximize water harvesting to reduce the offsite 2-yr threshold." FINAL PLAT COMMENTS: 2) DS Sec.2-03.6.1.G: Provide on the bottom margins on Sheet 1 of 1 the "Book___ Page___" reference. The first submittal had cut it off the second submittal removed it completely. 3) DS Sec2-03.6.3.A: Certification of Survey. On the certification of survey statement provide the seal and signature of the registered professional land surveyor. The Final Plat must have the original seal stamped and signed by the registrant, Todd A. Hout, RLS prior to Final Plat approval. If the submitted plan is a preliminary plan then the word "PRELIMINARY" must be included somewhere on the plan set (preferable over the professionals' stamp. 4) DS Sec.2-03.6.3.B.3: Revise the dedication paragraph and the hold harmless statement to read per General Note #17, which is the same as the referenced DS Section. 5) DS Sec.2-03.6.4.A: Revise the Final Plat and the Title Block to include all utilities within Common Area "A" or provide utility easements with recordation information for the sewer, gas, electric, phone and all other utilities that are within the common area. 6) DS Sec.2-03.6.4.C: Remove all floating extraneous lines from plan view, i.e. building footprints, building setback lines, collection refuse areas (unless shown as an easement with a recordation number), etc. The only lines that are to be shown on the Final Plat are survey lines, common areas (with descriptions), benchmarks, property pins and other horizontal/vertical datum. 7) DS Sec.2-03.6.4.I: This development is over 1-acre with 3.66 units per acre therefor 2-year threshold retention is required. Per the drainage report the volumetric difference between the 2-yr pre-existing and post-developed conditions do not warrant a common retention basin per conversation with Laith Alshami, PE. Remove the water harvesting areas from the proposed Minor Subdivision and place a note on Sheet 1 to read "Water harvesting basins for landscaping on each lot will be utilized to maximize water harvesting to reduce the offsite 2-yr threshold." 8) DS Sec.2-03.6.5.C.4: Revise the Final Plat to include all boundary monumentation that needs to be labeled as found or set. Fully describe and show all markings on found monuments. A one-half inch iron rod tagged by a registered land surveyor is required to be set at all corners of the proposed subdivision. 9) DS Sec.2-03.6.5.C.4: Provide set monuments, fully described, at all corners of the proposed lots. A one-half iron rod tagged by a registered land surveyor is required to be set at all corners of the proposed subdivision. 10) DS Sec.2-03.6.5.C.5: Provide on the Final Plat the distance and bearing between all monuments used. Indicate whether measured or calculated, or recorded for all lines. 11) DS Secd.2-03.6.6: Revise the Covenants, Conditions and Restrictions (CC&R's) to include the utilities within Common Area "A". Remove the language in the CC&R's that refer to a Common Area "B" which does not show up on the Minor Subdivision plat or within the Title Block. Verify that all language in the CC&R's match the Title Block on Sheet 1 of 1. ASSURANCE PACKAGE COMMENTS: 12) City of Tucson Development Standards (DS) Section No.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Assurances must be approved by time of Final Plat Mylar approval. Address the following assurance package comments: a) For third party trust, provide a compiled package with the following: i) a copy of the original TRUST AGREEMENT; ii) original copy of the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST with attached Exhibit A property description; iii) original copy of the AMENDMENT TO TRUST / THIRD PARTY TRUST with attached Exhibit A legal description and an Exhibit listing the Assurable items; iv) Assure that all exhibits are correctly placed/attached, and the case number "S06-272" is at the top of the first page of the AGREEMENT TO CONSTRUCT, EXHIBIT B, and AMENDMENT TO TRUST at minimum; v) A Title Report that is current within the last 30 days will be required at Mylar review; vi) Provide a copy of a sample Warranty Deed. b) Before submitting the assurance paperwork, assure that all descriptions of the Final Plat title block match the assurance paperwork descriptions of the subdivision. Please be aware that the legal office may reject the assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block. Check first pages of both the AGREEMENT TO CONSTRUCT and the AMENDMENT TO TRUST and make sure that the wording exactly matched the Title Block of the plat. c) For this and future projects, please provide an 8½" by 11" location map sheet for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats. GENERAL COMMENTS: Provide a revised Final Plat, revised supplemental documentation, a revised drainage report, a conceptual grading plan, an original Assurance Package, and a copy of the revised CC&R's at re-submittal. These documents shall address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Further comments may be generated upon resubmittal of the Final Plat, drainage report, Assurance Package, CC&R's, and other items.
