1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a record of survey. If, at the end of that time, the record of survey has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this record of survey is December 27, 2007.

2. The record of survey requirements are found under DS 2-03.11.1, which this project was reviewed under, as well as requirements of the LUC pertaining to R-2 zoning delineated in LUC Sec. 2.3.5.

3. Per DS 2-03.11.1.7.B, each sheet will include a two inch margin on the left side and a three-quarters inch margin on the remaining sides at minimum.

4. Per DS 2-03.11.1.7.C, all lettering (existing conditions on site map, ownership info, easement map, etc) need to be revised to ensure they are all a minimum of 12 point.

5. Per DS 2-03.11.1.7.D, with regards to location map:
A) add city limits boundary on south side of Los Reales
B) check to ensure map is at 3" to 1 mile scale
C) add south 6th Ave, Valencia, and south 12th Avenue to map

6. Per DS 2-03.11.1.7.E, move the words for "book ____" and "page _____" from the upper right corner to the side of the map along the ownership information line.

7. Per DS 2-03.11.7.J, give different line weights/thickness for property lines vs right of way lines vs. easements. The plan will be far easier to read. Provide legend as well.

8. Per DS 2-03.11.8.B.1, place case number "S06-271" in the area next to title block.

9. Per DS 2-03.11.11.A, please ensure all easements are on the plan, with recordation information listed (docket/page). I see easements, provide recordation data on plan.

10. Per DS 2-03.2.11.11.B, provide right of way width, recordation data, width of paving, curbs, curb cuts, sidewalks, etc. for El Vado Road.

11. Per DS 2-03.2.11.11.D, please show the adjacent zoning boundaries for this site and this site as R-2 zoning.

12. Per DS 2-03.2.11.12.E., please show the proposed location of the new driveway for the existing residence directly off El Vado Road. It is clear that only two lots shall have access from the new proposed driveway - no more than 1 house on each of these lots - thus the location and width of the new driveway - and distance from the proposed driveway - should be shown on the survey.

13. Please add a note on the survey sheet that states separate site plan review is required for building permits proposed on each lot.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the subdivision case number, S06-271, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: The Location Map is not scaled at 3” = 1 Mile as stated. Correct the Location Map.

Sheet 1: The Zoning Map does not accurately show the existing zones, parcels or subdivision lot lines. Correct the Zoning Map.

Sheet 1: Add a General Note that states:

A JOUINT USE AND SEWER MAINTENANCE AGREEMENT, APPROVED BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT, IS REQUIRED PRIOR TO CONNECTION TO THE PUBLIC SEWER FOR ANY SHARED PRIVATE SEWER CONNECTIONS.

Sheet 1: Revise the site plan so that it shows all existing public and private sewer elements (house connection sewers, cleanouts, sewer mains and manholes), that are located on this project or are less than 100’ from this project, identified with the wastewater improvement plan and manhole IMS numbers. The improvement plan and IMS numbers may be found at the PCWMD Maps and Records Section office (5th floor), or on PCWMD and PCDOT MapGuide internet websites.

Sheet 1: Revise the site plan so that:

Any existing or proposed sewer or utility easements are identified and provide the appropriate recording information.

Sheet 1: In the Keynotes block, Keynote #29 indicates to me that you are proposing the construction of a shared private sewer. Pima County Wastewater Management Department reserves the right to approve the method and manor of connection to the public sewer system. A PCWMD approved Joint Use Maintenance Agreement will have to be obtained for any shared private sewer. I have discussed this project with Ms. Ilene Deckard of the PCWMD Development Services Section. She has informed me that PCWMD will not approve a shared private sewer when the two new lots may be served by individual HCS placed in the Ingress/Egress Utility Easement. Revise the site plan so that it shows:

The location and size (diameter) of the existing HCS that provides gravity sewer service to the existing residence from the building structure on Parcel – 1 to the sewer main. And two (2) 4” proposed HCS lines to provide gravity flow sewage collection for Parcel – 2 and Parcel – 3, spaced a minimum of 5’ from the property line and 5’ apart. Also show the invert elevation at each proposed point of connection. If Elvado (correct spelling on plat) Road is paved, show the required pavement patch. Delete or revise Keynote #29 as appropriate.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the record of survey. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.
The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Record of Survey, Legal Exhibits, and pre-submittal package. The Record of Survey is not approved at this time. Please address the following comments:

RECORD OF SURVEY COMMENTS:

1) DS Sec.2-03.11.1.E: Provide a drainage report, prepared by an Arizona Professional Civil Engineer, establishing building sites on each lot, either natural or man-made, that are not subject to flood-related erosion or to flooding by the base flood. The subject property is within a City of Tucson Flood Hazard Area associated with the El Vado Wash. Refer to Tucson Code Chapter 26 Sec 26-5.2 for development within a floodway fringe area. If the subject property has a delineated regulatory 100-year floodplain then a Record of Survey is not applicable to this project and a Tentative Plat must be applied for through CDRC. Provide building envelopes for all Lots that are effected by the 100-year floodplain limits, no structure is allowed to be within a regulatory floodplain limit for a Record of Survey application.

2) DS Sec.2-03.11.1.C: Provide the required minimum 5-foot wide sidewalk with curb along the property boundary that abuts El Vado Road. The 5-foot sidewalk must be installed prior to Record of Survey approval. Contact Steve Tineo, Permits and Codes at 791-3115 x447 to obtain a right-of-way use permit for constructing a sidewalk within a public right-of-way. Or provide photo documentation showing that existing sidewalk with curb is installed and is in good condition.

3) DS Sec.2-03.11.7.B: Revise the Record of Survey Sheets to include a two inch margin on the left side and a three-quarters inch margin on the remaining sides at minimum.

4) DS Sec.2-03.11.7.C: Revise the Record of Survey Sheets so that all lettering (existing conditions on site map, ownership info, 1-foot no access easement detail, etc) is a minimum of 12 point.

5) DS Sec.2-03.11.7.D.2: Revise the project location map to identify conditions within the square mile area, such as all watercourses (El Vado and Valencia Wash), and recorded subdivision plats, reference all recorded plats by book and page numbers.

6) DS Sec.2-03.11.7.E: Revise the Record of Survey to locate the words "Book ______ Page ____" on the top right corner to outside the margins of the record of survey.

7) DS Sec.2-03.11.8.B.1: Revise the Record of Survey to indicate the subdivision cases number assigned (S06-271) where indicated by "S 2006 NO.___."

8) DS Sec.2-03.11.8.C: Revise the utility note on the Record of Survey to include the word "existing" before utilities.

9) DS Sec.2-03.11.10.A: Revise the Record of Survey to indicate primary control points, or descriptions and ties to such control points, to which all dimensions, angles, bearings, and similar data on the Record of Survey will be referred. Specifically, course and distance must tie at least one (1) corner of the property to the section corner or the quarter section corner, or an established City or County survey monument. The plan must include a description of that corner marker and an indication of how the bearings were determined. Corner tie recordation information is to be provided on the plan.

10) DS Sec.2-03.11.10.C.1: Provide the Basis of Bearing established from 2 found, physically monumented points described and shown on the plan. If the monuments at each end of the reference line are fully described on the plan, they need not be described in the Basis of Bearing statement.

11) DS Sec.2-03.11.10.C.4: Provide the distance and bearing between all monuments used. Indicate whether the distance was measured or calculated.

12) DS Sec.2-03.11.11.A: Provide a copy of the latest Title Report that shows all existing or abandoned easements, must be current within 90 days, to verify location and restrictions.

13) DS Sec.2-03.11.11.B: Provide the following information regarding the existing public right of way: the names, right-of-way width, recordation data, type and dimensioned width of paving, curbs, curb cuts and sidewalks.

14) DS Sec.2-03.11.11.C: Provide the location of any adjacent fire hydrants, storm and sanitary sewers, including pipe diameter and the invert and rim elevations of all manholes and clean outs. If water mains and sewers are not located on or adjacent to the property indicate the direction, distance to, and size of those nearest the property.

15) DS Sec.2-03.11.12.A: Revise the Record of Survey Sheets to label the proposed ingress, egress and utility easement as public or private.

16) DS Sec.2-03.11.12.E: Provide the location of all existing driveways. Verification of minimum driveway distances must be clarified on the site plan.

GENERAL COMMENTS:

Please provide a revised Record of Survey, Title Report, and Drainage Report that address the comments provided above. If the requirements for Record of Survey can not be meet then a Tentative Plat must be applied for through CDRC. Include a comprehensive response letter addressing in detail responses to all of the above comments.

Tucson Electric Power Company (TEP) has reviewed the plan submitted December 28, 2006. TEP is unable to approve the plan at this time. There are existing electrical facilities within the boundaries of this project. In order for TEP to approve the plan, we will need a full set of approved site, electrical load, paving off-site improvements and irrigation plans.

Enclosed is a copy of a TEP facility map showing the approximate location of the existing facilities. All costs associated with the relocation of the facilities in conflict will be billable to the developer.

Please resubmit two revised bluelines to Pima County Development Services Department for TEP’s review. You may contact the area Designer, Todd Stocksdale at 917-8715 should you have any technical questions.
