The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative or preliminary plat as submitted.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

Sidewalks are required as part of new development of all properties. All new subdivisions and applications for building permits shall provide five (5) foot wide sidewalks along the entire length of street frontage, whether public or private, of the property in question. A two (2) foot shy area is required between the wedge curb and sidewalk area. Based on the proposed ADT the street cross section is to be designed as provided in 3-01.10 Figure 5. Please provide revise details for 1/5 and 2/5 on sheet 5 of 5.

SUMMARY: The revised Tentative Plat sheets, revised Drainage Report, revised geotechnical investigation report, landscape documents, annexation agreement document, and response letter were received by Engineering for review. The Drainage Report was reviewed for Tentative Plat purposes only. Engineering does not recommend approval of the Tentative Plat at this time. Address the following comments.

DRAINAGE COMMENTS:
1) Tucson Code Chapter 26 Article I Division 1 Section 26-5.2(4): Regarding the 100-year regulatory floodplain riparian areas, if Landscaping does not recognize any riparian habitat for this project, then the project does not need to show compliance with DS Sec.2-13.
2) DS Sec. 2-03.2.4.L, Tucson Code Sec.26-5.2(5): Lot buildable area shall be shown on the floodplain affected lots. Show maximum encroachment line so as not to cause adverse impact. Show areas on each lot, that have floodplain limits, that shall not be developed with fill on planview of tentative plat. Development in floodway fringe area may not increase the base flood elevation more than 1/10th of a foot for any offsite property. Discuss results of analyses and impact and any raise due to future base flood elevation in the drainage report. Otherwise, revise note 14 or add a general note to the plat stating that the following lots ( ) may be restricted in buildable area due to floodplain encroachment, or similar verbiage.

TENTATIVE PLAT COMMENTS:
3) DS Sec.2-03.2.3.A: A local benchmark with elevation will be required for Final Plat and Grading Plan review.
4) DS Sec.2-03.2.4.J: Regarding the MCI / Fiber Optic cable line, the minimal restricted cut or fill as directed by Utility company shall be complied with and shown on the grading plan. Also, indicate general location of this line on details 5 and 6 on sheet 5.
5) Address the following drainage related comments:
a) DS Sec.2-03.2.4.L.2: Add lot 6 to general note 46 regarding required Floodplain Use Permits.
b) DS Sec.2-03.2.4.L.2: Per exhibit 3 assure all floodplain - affected lots have the minimum FFE's labeled on Tentative Plat planview.
c) Clarify general note 49 regarding the minimum FFE's for each of the proposed lots, add unless otherwise labeled or similar verbiage.
6) DS Sec.2-03.2.4.M: On sheet 2, add 3-ft minimum setback dimension around basin for lots 17 and 18 per geotechnical recommendations.
7) Address the remaining street comments:
a) DS Sec.2-03.2.4.M & DS Sec.3-05.5.3: Revise sight visibility triangle lengths on planview sheets to reflect data on sheet 5 for Collector/Arterial line of sight distances. SVT lines are not clearly shown - may want to use other linetype thickness or other way to clarify these delineations.
8) General Tentative Plat comments:
a) Basins must be defined within common areas (with square footage) or clarified for maintenance responsibility.
b) Basins shall be pulled back away from property line per 2-ft minimum slope setback requirements. Additional area for sufficient space shall be provided for the erosion protection spillway for north basin.
c) At grading plan review stage, a minimum of 1% basin bottom gradient will be required.
d) On details 3 and 4 on sheet 5 address the following:
i) Show minimum setback.
ii) Clarify required erosion protection for fill slopes for basins to address unattenuated flow conditions.
e) Provide copy of DSMR in resubmittal. It will need to be clarified whether DSMR applies to frontage along Wilmot and Littletown Road. Otherwise show MS&R sidewalk along both frontage roads on cross sections and planviews.
