COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Sidewalks are required as part of new development of all properties. All new subdivisions and applications for building permits shall provide five (5) foot wide sidewalks along the entire length of street frontage, whether public or private, of the property in question. Based on the proposed ADT the street cross section is to be designed as provided in 3-01.10 Figure 5. Please provide revise details for 1/5 and 2/5 on sheet 5 of 5.

2. Please revise Detail 5/5. Wilmot Road requires a MS&R right-of-way cross section which includes improvements to the west half of the roadway. These include twelve (12) foot pedestrian/utility area which includes a six (6) foot sidewalk, seventeen (17) foot bus/carpool lane, three (3) - twelve (12) foot travel lanes, and ten (10) half median. Street improvements are required on streets abutting properties subject to subdivision platting, providing sidewalks, curbing and pavement as determined by Engineering. If other arrangements for street improvements have been made or are determined as not required, please provide documentation that specifies as such from COT Engineering.

Sheet No. 3. The 4” Force Main (FM) coming from Sheet #2 has the incorrect legend symbol. This can be corrected on the Mylars.

Subject to the above, the Pima County Department of Environmental Quality and the Wastewater Management Department hereby conditionally approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval to Construct) may need to be obtained from the Pima County Environmental Quality Department.

SUMMARY: The revised Tentative Plat sheets, revised Drainage Report, geotechnical investigation report, landscape documents, title report and response letter were received by Engineering for review. The Drainage Report was reviewed for Tentative Plat purposes only. Engineering does not recommend approval of the Tentative Plat at this time. Address the following comments.

DRAINAGE COMMENTS:
1) Tucson Code Chapter 26 Article I Division 1 Section 26-5.2(4): It does not appear that the NPPO was provided for the entire project only the roadways; besides other vegetation for landscape review, riparian habitat must be shown within the floodplain limits. (The following comment was provided in first review) Per floodplain and erosion hazard area regulations, 100-year regulatory floodplain riparian areas shall not be unnecessarily altered. Necessary alteration includes necessary all weather access to a site where there are no other access, or necessary utility crossing disturbance where there are no other locations for the utilities, or other necessary development where there are no other alternatives. Additional building area or parking would not be considered necessary. Clearly delineate the overlapping area of the 100-year regulatory floodplain limits and the limits of riparian area on Tentative Plat. In particular assure that lot 1, 2, and 19 are designed to provide sufficient industrial disturbance area outside of the set aside areas for the riparian floodplain. Provide an Environmental Resource Report (ERR) for these floodplain areas at the site.
2) DS Sec.10-01.2.2: Provide discussion in drainage report regarding basin drain down time.
3) DS Sec.2-03.2.3.J.3: Address the following comments for the exhibits in the Drainage Report:
a) DS Sec.2-03.2.4.L.2: On exhibit 3 Post-developed Onsite Map, clarify labels for topo contours so that Minimum FFE's are based on highest WSEL at each of the proposed lots. Provide all proposed finished floor elevations for those lots that are adjacent to floodplain areas.
b) Clarify floodplain flowrate exiting the project site near CP A3.
4) DS Sec. 2-03.2.4.L: Address the following Drainage report comments:
a) Label any delineated undisturbed open spaces that reflect ERR compliance.
b) DS Sec.2-05.2.4.H.3, 3-01.4.4.F: The calculated scupper lengths are substantially too small. Provide revised scupper calculations, or, assure with other calculations that, at minimum, the 10-year flows are conveyed under the sidewalk and show on planview that the 100-year is contained in the right-of-way. This must be addressed prior to resubmittal.
c) Tucson Code Sec.26-5.2(5): If development is not proposed in the floodway fringe, show areas on each lot, that have floodplain limits, that shall not be developed with fill on planview of tentative plat. Development in floodway fringe area may not increase the base flood elevation more than 1/10th of a foot for any offsite property. Discuss results of analyses and impact and any raise due to future base flood elevation in the drainage report.
d) Provide statement in drainage report regarding 404 compliance and state whether there are jurisdictional flows on the site.
5) Additional comments may be forthcoming for the basins once drainage comments are addressed.

TENTATIVE PLAT COMMENTS:
6) DS Sec.2-03.2.3.A: For survey and boundary data, clarify the remaining comment:
a) Clarify location of the offsite benchmark on a location map plan view.
7) Address the remaining easement comments:
a) DS Sec.2-03.2.4.J: It is imperative that the MCI or other Fiber Optic cable line be clarified along south boundary. Provide a conceptual grading detail for the entrance area where the fiber optic cable is located to assure acceptable clearance is provided. Minimal/restricted cut or fill as directed by Utility company shall be complied with and shown on revised detail.
8) Address the following drainage related comments:
a) DS Sec.2-03.2.4.L.2: Revise layout to pull buildable area of the lots out of the riparian jurisdictional floodplain and provide minimum FFE's / elevated areas for the building pads. List any minimum finished floor elevations for lots per drainage report. Revise general note 46 regarding Floodplain Use Permits may be required for the following lots ____ (list all affected lots). Some lots are missing from the list.
9) DS Sec.2-03.2.4.M: Provide a revised geotechnical report that includes geotechnical recommendations / revisions per the following comments:
a) Provide recommendations for maximum slope grades.
b) Percolation testing indicated a infiltration method used for sewage treatment facilities. Per City of Tucson policy, acceptable percolation testing shall utilize a ring method for determining infiltration rates to show compliance with minimum drain down time for associated upstream watershed area. Provide geotechnical infiltration test results using ring method.
c) DS Sec.10-02.14.2.6: Provide 30-ft boring test results and discussion of hydro-collapsing soils potential in report. See last sentence of this section for items 6 (c) & (d) regarding hydro-collapsing soils and 30-foot test boring for basin design. Also, provide a minimum setback from basins to structures based on hydro-collapsing soil assessment.
d) Revise street sections 1/5 and 2/5 on Tentative Plat to reflect minimum recommendations for pavement structural design.
10) Address the remaining street comments:
a) DS Sec.2-03.2.4.M & DS Sec.3-05.5.3: Revise sight visibility triangle lengths on planview sheets to reflect data on sheet 5 for Collector/Arterial line of sight distances.
11) General Tentative Plat comments:
a) Provide copy of annexation agreement with any conditions.
b) Show bleed pipes for both basins on planviews with proposed invert elevations.
c) On details 3 and 4 on sheet 5 address the following:
i) Show property line and grading limit line.
ii) Draw an existing grade line for both details.
iii) Clarify erosion protection for fill slopes for basins to address unattenuated flow conditions.
d) Provide copy of DSMR in resubmital. It will need to be clarified whether DSMR applies to frontage along Wilmot and Littletown Road. Otherwise show MS&R sidewalk along both frontage roads on cross sections and palnviews.

LANDSCAPE PLAN COMMENT:
12) DS Sec.3-01.5.1: Address the following Landscape Plan comments:
a) Show access ramps since basin side slopes are 2:1(H:V).
b) On planview sheets with basins, assure that no proposed plants are blocking or placed on access ramps for the revised basins.

The next submittal should address all the above items. Submit revised Tentative Plat, revised soils report, revised Drainage Report, revised Landscape documents, and response letter.
