1) Refer to DS 2-07.2.2 and DS 2-06.5.4 for the specific content required in the following elements of the landscape plan: Maintenance Schedule, Grading Information, Construction Details. Revise landscape plan to include required content and specifications. Grading information on the landscape plan shall include contour lines, spot elevations, percent slope across the site and direction of slope of paved areas, existing grades on adjacent rights-of-way and adjacent sites, and the methods by which water harvesting/ storm runoff is used to benefit planting areas on the site. DS 2-07.0

2) Landscape borders, common areas, and adjacent right-of-way areas are required to comply with the dust control provisions of LUC 3.7.2.7. Revise plans as necessary.

3) Screens are to be located so that the landscaping is visible from the street per DS 2-06.3.7.B.2. Walls, fences, or other screening must be placed behind the landscape border. Revise all plans and details as necessary to show the locations, to indicate the height and materials to be used for any proposed screen walls. LUC 3.7.2.4.A.2.b

4) A separate plant inventory is required for work to be done in adjacent right-of-way. Contact Gary Wittwer, Landscape Architect at TDOT Engineering Division regarding compliance with NPPO in public right-of-way.

5) Provide a calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g. for the street landscape borders.

6) Revise the landscape plans to include the following standard notes for landscaping in the public right-of-way and revise the plans as necessary to comply:

All planting and irrigation that is proposed within the ROW must receive a permit prior to construction. Plans should be submitted to the City of Tucson Permits and Code section at 201 N. Stone, 4th floor. Once the permit has been approved, the applicant must call for a "Blue Stake " prior to the required pre-construction meeting with the City Landscape Architect, and prior to starting any work.

It is the property owner's responsibility to keep the Sight Visibility Triangles (SVT), and the pedestrian access area clear of vegetation at all times, per Land Use Code (LUC) section 3.7.2.9.

Final plant locations must be in compliance with all utility setback requirements. The owner understands that if the City of Tucson Transportation Department or any utility company needs to work within the ROW in the landscaped area, plants and irrigation may be destroyed without replacement or repair.

The property owner assumes full liability for this landscape and irrigation, and any damage to roadway, sidewalk and utilities within the public right-of-way.

The only private irrigation equipment that is allowed within the ROW is polyethylene type tubing and emitters that are not under constant pressure. All other equipment except for the water meter must be on site.


7) Grading, hydrology, and landscape structural plans are to be integrated to make maximum use of site storm water runoff for supplemental on-site irrigation purposes. The landscape plan shall indicate use of all runoff, from individual catch basins around single trees to basins accepting flow from an entire vehicular use area or roof area. LUC 3.7.4.3.B
Show the direction of drainage flows and the required water harvesting basins on the landscape plan.

8) Revise the landscape plan to include slope ratios for retention and detention basins. Basin slopes are required to have slopes no steeper than 4:1 where depths exceed three feet, 3:1 for unprotected slopes and 2:1 for protected slopes for depths less than three feet. DS 10-01.4

9) Revise sheet L1.1 to cite the City Code rather than Ch. 18.72 of the Pima County Zoning Code.

10) Revise the landscape pan to include the required mitigation planting for Cercidium microphyllum. According to the NPPP, 19 mitigation plants are required. DS 2-15.3.4.B.2

11) Correct the plant schedule on sheet L1.1 and the planting plan if necessary to reflect the number of TOS plants indicated on the NPPP.

12) Revise the landscape plan to show all TOS plants, only the barrel cactus could be located. DS 2-15.3.4.B

The South Pantano Area Plan and the Design Guidelines Manual state that detention/retention basins should be designed as open space and with active or passive recreational amenities. To respond to this direction locate a pleasing landscape including shade trees to enhance the aesthetics of the “Common Area A, retention/detention basin” fronting on Sarnoff Drive. Additionally, please locate amenities determined from potential customer reviews, such as picnic tables, benches, barbecues, tot lot, etc. in and around the detention/retention areas. Providing these improvements will improve the quality of homeowner experience and create visual relief, as well as enhancing the overall aesthetic quality of the streetscape.

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 4.1.7.1 of the Land Use Code (LUC), permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 21, 2007.

2. D.S. 2-03.2.1.D Identify watercourses and Sarnoff Drive on the location map.

3. D.S. 2-03.2.2.B.1 This plat has been assigned subdivision case number S06-267. Note the subdivision case number in the lower right corner near the title block of each sheet on all plans.

4. D.S. 2-03.2.2.B.1 Remove the reference to rezoning case C9-80-30 and subdivision case S04-175 from the plan. The rezoning case was rejected and the subdivision case expired.

5. D.S. 2-03.2.2.B.5 List the proposed use as ""FAMILY DWELLING "G", SUBJECT TO: SEC. 3.5.7.1.E, .F, .G, AND .H.

6. D.S. 2-03.2.2.B.7 Provide a general note stating "THIS PLAT IS DESIGNED TO MEET THE OVERLAY ZONE CRITERIA: LUC SEC. 2.8.3, MAJOR STREETS AND ROUTES (MS&R) SETBACK ZONE.

7. The garage setback called out on the TYP. LOT detail is incorrect. Per LUC Sec. 3.2.6.5.B.2.a the minimum setback of 19' from the back of sidewalk to allow sufficient space for a motor vehicle to be parked in front of the carport or garage, measured as follows: 1. Eighteen (18) feet (the length of a standard parking space) must be provided in front of the carport of garage and measured so that the full eighteen (18) foot parking space is available for parking on-site. 2. The eighteen (18) foot parking space shall be no closer than one (1) foot from back of sidewalk of the street from which access is gained. Per LUC Table 3.2.6.I provide the required building setback of 21 feet or H (height of the proposed exterior building wall), which ever is greatest, measured from the outside edge of nearest travel lane.

8. There appears to be descripences in the lot sizes listed on the plan. Review and revise as necessary. Additional comments may be forth coming.

This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility via the Pantaño Interceptor. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system for this small project, and a formal capacity response letter from the PCWMD will not be required for this project.

This project will qualify for the standard connection fee rate.

All Sheets: Add the subdivision case number, S06-267, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. RESUBMITTAL REQUIRED: Subdivision Plat and Drainage Report.

The Subdivision Plat (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Subdivision Plat:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.
3. A conceptual grading plan will be required for this project per 2-03.2.4.K.
4. Wheelchair ramps are required at both sides of the intersection at Sarnoff Drive and at the BC at the cul-de-sac.
5. The 1' no access esmt. should be shown as dashed.
6. A 6' Sidewalk will be required along Escalante Road per D.S. 3-01.3.3.A.
7. This is very difficult plan to read. There are lines that appear to delineate proposed features that are shaded and that is usually used for existing and lines that are thick and then thin again. For example the 6' utility line and the centerline is shaded when it should be shown as solid dashed and solid centerline. Another example is the lot lines in front of 7 and 8 are thin while the lot lines in front of lots 5 and 6 are thick. Consistency should also be a part of the Tentative Plat.
8. Please provide property description per D.S. 2-02.2.1.3.
9. Indicate where the access point is for Lot 1 by a star.
10. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
11. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
12. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
13. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the TP/DP.
14. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
15. The improvement plans for Sarnoff Drive (I-77-022) show a 4' sidewalk and a 2' wedge curb along the street. Verify the existing conditions along Sarnoff Drive.
16. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
17. Show Tentative plat number (S06-267) on all sheets per D.S. 2-02.2.1.29.
18. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
19. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable. Show the cross-slope percentage on Section B-B.
20. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
21. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. Submit a detailed response letter to the comments along with the corrected copies of the DR.
2. Additional comments may be forth coming due to the addition of the required information.
3. Include a Hydrologic data sheet for the existing conditions in the DR.
4. The det./ret. basin is far below the existing adjacent grade, show the cross sections of the basin in a realistic manner.
5. This project is in a balanced basin. Detention is also required.
6. The time of concentration is seems too low, include in the DR map where the longest watercourse was measured to calculate the avg. slope. Perhaps two sub-basins should be considered, one avg. slope for the
7. The numbers used for the Hydrologic data for the future conditions are seem to be for existing conditions. For example the runoff coefficient for highly urban should be 0.86 instead of 0.76 for a developed residential subdivision used. The other numbers used on the Hydrologic data sheet should also be checked. Revise as required.
8. Show the velocity of the stormwater as heads toward the scupper inlet at the basin. It appears that the water may pass the scupper instead of entering it.
9. Show the project address on the cover of the DR.
10. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

Resubmittal Required: Traffic Engineering does not recommend approval of the Tentative Plat; therefore a revised Tentative Plat is required for re-submittal.

The following items must be revised or added to the plat.

1. Include a response letter with the next submittal that states how all comments have been addressed.

2. Parking is not allowed in cul-de-sacs from PRC to PRC. So indicate on the plans by showing no parking signs on the plans. (DS 3-01.0 fig 20) (straight cul)

3. Please label on the plan sheet whether the proposed road is public or private.

4. A private improvement agreement (PIA) will be necessary for the proposed work to be performed within the Right-of-way. An approved tentative plat is required prior to applying for a PIA. Contact the PIA Coordinator for additional PIA information at 791-5550 ext. 1107.

5. The access points shall have 25' radius curb returns. (DS 3-01.0 figure 6)
