This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative plat for this project cannot be approved until a copy of this letter has been received by this office. All Sheets: Add the subdivision case number, S06-262, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. Sheet 1: You are proposing that Lots 3 and 4 connect to the public sewer system, G-81-21, at the existing manhole, #2739-02. PCWMD will not allow two additional HCS connections into the manhole that already has three existing HCS connections. Also, per PCWMD Design Standards, proposed House Connection Sewers shall be located such that they do not violate the frontage of an adjacent lot(s) while traversing to the point of connection to the public main. And, the overall length of the H.C.S. within the public right of way is to be minimized. Revise the site plan so that: The public sewer is extended in the Coventry Place right of way, with the construction of a new public sewer, that will front and serve Lots 3 and 4. It may be necessary to reroute the existing connections that enter into manhole # 2739-02 into the new or existing sewer mains. Sheet 1: Delete General Note #11. Sheet 1: Add a General Note that states: THE REQUIRED OFF-SITE PUBLIC SANITARY SEWER EXTENSION WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS. The IMS numbers are the sewer element identification numbers that can be found on the PCWMD Maps and Records (5th floor) basemaps or on PCWMD and PCDOT MapGuide internet websites. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly. The Drainage Report was reviewed for Tentative Plat purposes only. DRAINAGE REPORT COMMENTS: 1) City of Tucson Development Standards (DS) Section No. 10-01.4.3.1: Revise design to show that the basin shape follows design recommendations provided in the Det/Ret manual; varying side slopes and curvilinear shape should be proposed. Specifically, regarding the basin wall design on detail 5 for the basin cross section on sheet 2 of the tentative plat, this retaining wall basin design is not acceptable. Provide natural looking design for the basin per DS Sec 10-01.1.1.2, to show that the proposed design provides a detention/retention facility that is multi-use and visually appealing. The proposed retaining system will not be accepted. 2) DS Sec.10-01.4.3: Multi-purpose basins must be provided. Human activity zones within the basins need 8:1(H:V) side slopes at various locations of pedestrian access for emergency exits, and shall not conflict with inlets to the basins. Clarify / label 8:1(H:V) or shallower grades for some of the side slopes in all drainage basin areas. Also, depict access for maintenance on planview. 3) DS Sec.10-02.2.3.1.6.B: Clarify detention volume for project, providing discussion of calculated detention required and provided. Revise basin design to assure critical basin management reduction is achieved for the 10- and 100-year storm events. 4) DS Sec.10-01.2.2: Soil type "D" is indicated for this site, per TDOT map guide and as stated in the submitted drainage report. Unless geotechnical report shows that percolation is available the project may want to consider proposal to waive retention per section 2.2 of the Det/Ret Manual. If there are subsurface conditions that constrain the project from providing retention, substantiate in a geotechnical report and the City will consider waiving the retention requirement. 5) DS Sec.10-01.III.3.5.1.3.a, 10-02.14.2.6, DS Sec.2-03.2.4.M: Provide a geotechnical report that provides geotechnical recommendations for maximum slope grades, minimum distance from building to side yard swales, infiltration test results for basins, hydro-collapsing soils statement, or test results, and basin setbacks, soil conditions at the site, and other geotechnical considerations. 6) DS Sec.10-01.III.3.5.1.3.a: Discuss results of infiltration testing in drainage report to demonstrate how the drain time for the retained stormwater for the proposed basin meets Water Harvesting and Detention / Retention criteria, including maximum disposal time. 7) DS Sec.10-02.1.5.1: Weir is located at the south side of proposed basin. This location does not match existing flow pattern. Existing drainage patterns should be maintained as closely as possible under developed conditions. Address basin design comments above and assure there is no adverse impact to offsite parcels. 8) DS Sec.10-02.2.3.1.6.A.4.a: Describe in the drainage report and on exhibit(s): a) Provide bleed pipe inverts and location. b) Proposed permanent erosion control at basin exit. c) Provide separate discussion in report that discusses impact from backwater conditions or FEMA floodplain to the southwest of project. 9) DS Sec.2-03.2.3.D: Regarding detail 2/2, clarify existing versus proposed drainage conditions along Teton Street. Offsite improvements such as basins or other proposed drainage improvements that are to be maintained by the owner shall be with in property limits; TDOT rarely approves such improvements in the right-of-way. 10) DS Sec.10-02.2.3.1.3.A.2: Curb and sidewalk will be required on both sides of the project. Provide calculations and depict scuppers for outlet flows from drainageways along Teton. TENTATIVE PLAT COMMENTS: 11) DS Sec.2-03.2.2.A: The plat sheet 1 indicates owner as Kovrig Builders and the title report indicates Sam Dillard. There are 4 owners indicated on mapguide for the project. This will need to be clarified for permit authorization purposes as well as for final plat ownership and assurances issues. Provide authorization documents for proposed improvements to parcel owners not listed in the Title Report. 12) DS Sec.2-03.2.2.B.1: Provide subdivision case number "S06-262" at lower right hand corner next to title block. 13) DS Sec.2-03.2.1.D.2: On location map, label Santa Cruz river. 14) DS Sec.2-03.2.4.L.3: Provide revised basin information on Tentative Plat. 15) DS Sec.2-03.2.4.L.4: Depict and clarify whether any walls will be proposed and if so where any wall openings will be located. 16) DS Sec.2-03.2.4.F: Provide new 5-foot wide sidewalk is sections 1/ 2 and 2/2. 17) DS Sec.2-03.2.4.L.4: Provide a typical lot grading details. Address the following: a) Clarify how distances for minimum setbacks provide appropriate area for drainage swales, mechanical equipment, A/C units, slope setbacks for screen walls, slope run-outs, and general access. b) Assure that the details comply with any recommendations of soils report. c) Provide in detail the general / typical high point elevation or grade break locations as it relates to the finished pad elevation, as well as minimum flow grades around building pads. 18) DS Sec.2-03.2.4.L.1: On the Tentative Plat plan view, show detention/retention 100-year ponding limits with water surface elevation in basin. 19) DS Sec.10-01.4.3: Show or add note regarding basin security barriers for proposed basin along all sides of basin. 20) DS Sec.2-03.2.4.K: Assure Tentative Plat conforms to geotechnical report, including basin setback from structures. 21) DS Sec.2-03.2.4.M: Show any setback dimensions from basin ponding limits to proposed buildings on plan view. 22) DS Sec.2-03.2.3.A: Provide local benchmark with datum location indicated on plan view. 23) DS Sec.2-03.2.3.B: Clarify boundary data as recorded, calculated, or measured that matches the description provided in title report(s). 24) DS Sec.2-03.2.3.C: All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. 25) DS Sec.11-01: A Grading Plan and Permit will be required. LANDSCAPE PLAN COMMENTS: 26) DS Sec.3-01.5.1.A.2: Revise Landscape Plan to reflect revised basin design. 27) Assure that no proposed plants are blocking or placed on access ramps for basin. Additional fire hydrants shall be provided by the developer as required by the fire code in accordance with C.O.T. Standards. 2. An approved water supply capable of supplying the projected fire flow for fire protection shall be provided and extended to serve directly any and all subdivided properties. 3. "NO PARKING FIRE LANE" signs shall be provided as needed to provide 20' clear unobstructed width along all fire apparatus access roadways in accordance with the fire code. 4. On street parking shall be prohibited on both sides and signs shall be installed so indicating. |
