If an existing easement is not found add a dimensioned easement by prescription and a general note that the facilities will be abandoned. All relocation costs will be billable to the developer. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is November 24, 2007. 2. Case number S06-250 has been assigned to this tentative plat (TP). Please place this number in the right corner of all sheets of the TP, landscape plan, NPPO, and any other associated sheets. DS 2-03.2.2.B.1 3. Please add to the subject to portion of general note 4 the LUC Sec. 3.5.7.1.E. & F. DS 2-03.2.2.B.5 & LUC 2.3.4.2.A.3 4. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. If an easement is no longer in use and scheduled to be vacated or has been abandoned, so indicate. If none exist provide response to reviewer's comments. DS 2-05.2.3.B & DS 2-05.2.4.G 5. The rights-of-way and/or pavement widths for internal ways, streets, roads, alleys, or other means of vehicle circulation shall be conformance to DS 3-01.0 and include sidewalks connecting to all units. Please provide a cross-section of the twenty (20) foot access easements to lots 1 & 2 and 12 & 13, that demonstrate compliance. Engineering will determine the type of the cross section required and if it will require a DSMR. LUC 3.6.1.4.G 6. Please correct the zoning designation R-2 northeast of the project site to R-1. Label adjacent properties to the north, south, and west as R-1. DS 2-03.2.4.D 7. Please indicate on the tentative plat if access for lots 3 and 11 is from Tucson Boulevard. 8. The lot typicals provided are a bit confusing. In addition to the lot typicals, listing the required setbacks would be helpful, i.e. Perimeter yard setback from R-1 zoned property - greater of 10 feet or 3/4 height. a) The configuration of the subdivision is different since there appears not to be a rear street situation as shown to the north on the lot typicals. These should be removed as they do not depict an accurate situation. b) Those units fronting Tucson Boulevard would be required to use established area setbacks (20 feet or 1 and 1/2 height of exterior building wall, 37.5 feet based on maximum height provided on plat) unless the applicant can provide show that the sight meets the definition as provided for in the LUC. For those lots where Tucson Boulevard would be the side street the established area setback would be ten (10) feet. To be able to use developing area setbacks along Tucson Boulevard less than fifty (50) percent of the linear frontage of all properties, excluding alleys and drainageways, located on the same side of the street and within the same block as the project site is developed. c) Verification that the cross-section for Tucson Boulevard can support on street parking. d) Additional typicals are to be provided for lots 1, 2, 12, and 13 and a typical for lots fronting on Tucson Boulevard. LUC 3.2.6.5.A & LUC 6.2.4 Developing Area, DS 2-10.3.2.A 9. Please provide the following requirements per RCP-4: a) Minimum site area allowed - 16,940 sq. ft., Site Area Provided 110,624.4 sq. ft. b) Maximum Site Coverage Allowed - 50%, Site Coverage Provided (provide full calculations; proposed sq. footage of all structures, streets, driveways, etc). c) Maximum Allowed Building Height - 25 feet, Proposed Building Height - (provide). DS 2-10.3.1.C, LUC 3.2.3.1.F, & LUC 3.6.1.4.B 10. Please provide a detail as to how barrier-free accessibility will be accomplished. Barrier-free access, as applied under this criterion, is access from a street and/or parking space to the front door on the unit. DS 2-10.3.1.D 11. The project is within the boundaries of the Northside Area Plan. Please submit plans as to how the RCP will comply with design requirements of the Northside Area Plan as required by LUC Sec. 3.6.1.4.A.1. This submittal will also include drawings, photographs, or a combination of both, showing how the architectural compatibility requirements as required by LUC Sec. 3.6.1.4.A.3 are met. These items will be provided through the CDRC office to the Department of Urban Planning and Design for determination of compliance. DS 2-10.3.2.B & C 12. Please provide three (3) copies of the CC&Rs to DSD for review of ownership and maintenance responsibilities. DS 2-10.3.2.E & F, LUC 3.6.1.5 13. The RCP shall be designed so that any potentially adverse impacts from yards, balconies, courts, landscaping, lighting, or noise producing activities are mitigated within the RCP. LUC 3.6.1.4.A.8 14. Please provide a detail as to how mechanical equipment is screened from adjacent streets exterior to the project site and from adjacent existing residential development. If ground mounted and screened by property walls please provide note stating that. If roof mounted provide a detail showing how screening will be architecturally integrated with the overall design of the RCP. LUC 3.6.1.4.A.9 15. Please revise general note 10 to read "There shall be no further division of land or resubdivision without the developer or successor in interest furnishing written notice to all property owners or record within the boundaries of the RCP. In no event shall further division of land occur without the written approval of the Mayor and Council". LUC 3.6.1.4.A.10 16. All accessible curb ramps shall have truncated domes installed that shall be twenty-four (24) inches minimum in the direction of travel and extend the full width of the curb ramp or flush surface. The domes shall be located so the edge nearest the curb line is six (6) inches to eight (8) inches from the curb line. Please provide a detail of ramps that include truncated domes. ANSI 406.12, ANSI 705 17. If the detention basin is to serve a dual purpose providing passive/active recreation as well as detention, those areas designated for recreation must be handicap accessible to allow access to all residents. The following review comments must be addressed. Tentative Plat Comments: 1. All lettering and dimensions will be the equivalent of twelve (0.12) point or greater in size (D.S. 2-03.2.1.C). Please revise accordingly. 2. Please provide the public right-of-way width, recordation data, type and dimensioned width of paving, existing curbs, existing curb cuts and existing sidewalks (D.S. 2-03.2.3.D) of Tucson Blvd. 3. Please include a General Note stating that all landscaped areas will be depressed a maximum of 6" for water harvesting. 4. Please call out the improved concrete lined drainage channel and easement located in the Lanterra subdivision to the west of the subject property, as discussed in the Drainage Report. Drainage Report Comments: 1. There is a typographical error on page 3, Section 2.1. Figure Four should be Figure Three. 2. On Figure Three, the northeast corner watershed is labeled as "2E" but is described in report as being watershed 4E. Please correct. 3. There is a possible typographical error on page 4, Section 2.2.2. The section discusses proposed onsite drainage "runoff as two watershed areas as an existing and proposed condition". Please clarify if the word "existing" should be included in this discussion. 4. The description of watershed WS 1.3D on page 5 is not a complete sentence. Please clarify what follows the word "via". 5. There is a typographical error on page 6 in the reference to the FEMA FIRM Panel No. It should be 1643, not 2254. Please correct. 6. Figure 5 and Figure 6 call out different scupper width. Please clarify. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. 1. This project will be tributary to the Roger Road Wastewater Treatment Facility via the South Rillito - Central Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The for this project cannot be approved until a copy of this letter has been received by this office. 2. All Sheets: Add the subdivision case number, S06-250, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. 3. Sheet 1: Revise General Note #15 so that it states: THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS. 4. Revise the site plan so that: All public sewer elements (manholes and sewer mains), that are located less than 100' from this project, are identified with the wastewater plan and IMS numbers. 9. Sheet 2: Public sewers are normally centered within the public sewer easements and we prefer that the easements be located on the least number of parcels, with the pipe and manholes as far from the lot /easement lines as they are deep. After consulting with PCWMD - Development Services Section staff, it was decided that we will accept the 20' sewer easement centered on the lot line if the pipe and manholes are offset no more then 2.5' from the property line/easement centerline. Revise the design so that: The public sewer laterals are located 7.5', or more, away from the easement boundary. 10. Sheet 2: Per PCWMD Design Standards, the minimum pipe slope for terminal reaches of public sewer is 1.00%. Revise the plan so that: Slopes and Inverts are adjusted in the terminal sewer reaches to meet the minimum design standards or provide a copy of a PCWMD approved variance to the standards. The contact person to apply for a variance is Mr. Peter Mulvey, P.E., PCWMD, Systems Management Division - Engineering. 11. Sheet 2: You are proposing the construction of an 8" sewer, crossing over the 48" South Rillito - Central Interceptor and connecting by manhole to an existing 8" sewer. Demonstrate that this connection is practicable by revising the site plan so that: The invert elevations of the existing 48" pipe and the proposed 8" pipe are displayed at the location of the sewer crossing over the sewer. 12. Sheet 3: Revise cross sections A and B so that: The existing and proposed underground utilities, sewer and water, are shown in the cross section views. 13. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly. As per LUC § 3.6.1.4.A.1, the policies and guidelines of the General Plan (GP) and the Northside Area Plan (NAP) apply, as well as those in the NAP Tucson-Prince Subarea. The comments below are based on the following policy direction: GP policies promote neighborhood identity and visual character, as well as quality in design for residential development (Element 4, Community Character and Design, Policies 5 and 6). Supporting Policy 5.3 supports infill projects that reflect sensitivity to site and neighborhood conditions and adhere to relevant site and architectural design guidelines. Supporting Policy 6.1 promotes development that … protects the integrity of existing neighborhoods, complements adjacent land uses, … and enhances the visual quality of the … community. Supporting Policy 6.2 supports residential development that enhances the quality of life for residents by incorporating safe … design. The NAP Tucson-Prince Subarea design guidelines encourage the architectural design of buildings, colors and landscaping to conform to a southwestern motif. 2) Please place a note on the plans indicating that buildings on lots 1, 7, 11, 12 and 13 shall be restricted to a single story. 3) Homes that front on Placita Los Suenos shall have varied building elevations, so that the front façade is not repetitious along the length of the street. 4) Homes that front on Placita Los Suenos shall have a varied primary exterior color, such that all homes are not the same color. 5) Homes visible from Tucson Boulevard shall be designed so that the elevations along Tucson Boulevard shall have a level of architectural detail similar to that on the front elevation. 6) Walls along Tucson Boulevard that form a continuous screen of 75 feet or more in length shall be graffiti-resistant, and incorporate one or more visually appealing design treatments, such as the use of two or more decorative materials like stucco, tile, stone or brick; a visually interesting design on the wall surface; a varied wall alignment (jog, curve, notch, setback, etc.); and/or trees or shrubs in voids created by the wall variations. Please provide a wall detail on the plat indicating the design and graffiti-resistant treatments. Los Suenos, L. 1-13 S06-250 7) Subdivision elements, including building design, exterior colors, and landscaping, shall have a southwest desert theme. 8) Please indicate on the plat a passive or active recreational facility, such as a shaded bench, picnic table, and/or barbecue grill, in the detention/retention basin. Indicate how pedestrians will access the basin. 9) If any fencing is constructed around the detention/retention basin, it shall be designed as view fencing, to allow visibility into the basin area. Please provide the fence details on the plat. 10) To demonstrate compliance with comments 3, 4, 5 and 7 above, please submit color elevations with the next plat submittal. If that information isn't available at this time, it needs to be provided prior to the issuance of any model home permits, and a general note stating that needs to be placed on the plat. |
