RESUBMITTAL REQUIRED: Tentative Plat and Drainage Report.

The Tentative Plat (TP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat:

1. Please include a response letter to the comments along with the corrected copies of the TP.
2. Sidewalks are required as part of any new development of all properties. All new subdivisions and applications for building permits shall provide five (5) foot wide sidewalks (six (6) foot along any M.S. and R. designated streets) per D.S. 3-01.3.3.A. Per previous comment.
3. Plot the existing flood plain on the tentative plat. See Drainage Report comments. Per previous comment. The floodplain must match with what is shown on the FEMA without a LOMR or CLOMR.
4. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10. The proposed street exiting onto the existing road with no name (private), shall show the SVT's also.
5. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. The estimated fill quantities may increase by having to raise the pad elevation 1' above the WSEL in the flood plain.
6. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
7. Complete Subdivision plan number (S06-235) on all sheets per D.S. 2-02.2.1.29.
8. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address. Per previous comment. See comment no. 6.
9. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
10. Urban engineering has requested that the City of Tucson accept the wildcat dumping along the South bank of the Agua Caliente wash as 100-year bank protection. As stated in the past to the client and Urban engineering, the City of Tucson does not have any engineering reports and/or plans to verify the proper construction of any bank protection adjacent to the project. Therefore the City of Tucson cannot consider the wildcat dumping as proper bank protection. The Tentative plat cannot be approved prior to the addressing of the current violation for illegal dumping in the floodplain.

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. This review was performed for Tentative Plat purposes only.
3. The maximum allowable rise in the WSEL caused by an encroachment into the 100-year floodplain is one-tenth of a foot per S.M.D.D.F.M chap. 8.4.
4. The map used is reproduced from WEST Consultants and reflects "Proposed" conditions after the dikes upstream of Tanque Verde Road are raised. The cross-sections are not identical and are oriented slightly different from model to model. Provide a map using the "Existing" model.
5. Plot the existing flood plain on the tentative plat.
6. Demonstrate all weather access for both lots per S.M.D.D.F.M chap. 8.4, chap. 11.2 and chap. 12.2.

05/22/2007 FRODRIG2 LANDSCAPE REVIEW Approv-Cond The Landscape Section recommends approval subject to the following conditions.

1) Verification and approval of the floodplain limits is required for ERZ compliance.

2) Label "set aside" areas as Natural Undisturbed Open Space, not just Natural Open Space on the tentative and final plats and related plans. DS 2-15.3.5

3) All lettering and dimensions shall be the equivalent of twelve (0.12") point or greater in size. Revise the landscape/NPP submittal to comply. DS 2-05.2.1.A

4) The NPP cover sheet indicates that a landscape covenant was recorded on 4/24/06. Provide a copy of the recorded document.

5) The landscape border (scenic route buffer area)
is usually required to be recorded as common area and maintained by the homeowners association (HOA) per LUC 3.7.2.4.A.2.c. Given that the buffer is already proposed as NUOS and that lot reconfiguration due to creation of common area may require a redesign, it would be acceptable to include NUOS areas in note 29 as an area subject to the disclosure related to prohibition of development. Please revise the note in order to clarify that the LUC requirement is met or exceeded or provide the required common area.

2. Please relabel Common Area "A" as an ingress/egress easement for vehicle and pedestrian traffic. This area is not a separate lot or block. Revise the title block and detail B/2 to reflect this change.

3. Please provide the square footage of Common Area "B".

4. Even though parking is allowed within the cul-de-sac on-street parking or common area parking is still required per COT street cross sections. Visitor parking spaces on individual lots is not allowed. A DSMR would need to be approved to allow parking easements on lots 5 and 6 and to eliminate on-street parking along street frontage.

5. For residential development with ADTs of less than one hundred and forty (140), sidewalks are not required provided the street has vertical curbs and concrete driveways providing pedestrian and disabled pedestrian access to the dwelling unit on each lot. A pedestrian path must be designated that is a minimum of five (5) feet in width encompassed by the ingress/egress easement.

Are the natural open space and protected riparian areas entirely coincident? Please include symbols in the legend on sheet 1 of 4.

On sheet 3 of 4 at the northwest edge of the plat area, is the area northwest of the cross-hatched area part of Common Area B? Please clarify.

The landscape plan shows a cross-hatched area (natural open space) on the southeastern boundary of lot 1, yet this isn’t shown with crosshatches on sheet 4/4 of the TP. Please revise these so that they are consistent.

The landscape plan indicates the cross hatched area is natural open space. Should some of this (i.e., protected riparian and floodplain areas) be designated as natural undisturbed open space?
