This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Tim Rowe of PCWMD has discovered a problem with your proposed abandonment of the existing public sewer (SDG-28). As a result he has requested that we retract the previous submittal review letter dated October 4, 2007. The building at 4144 N Oracle Rd. per our records is currently being served by the sewer you have proposed abandoning. Please contact Mr. Tim Rowe of PCWMD @ 740-6547 to discuss possible solutions. This office will require a revised set of blue lines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the third (3rd) submittal. A check for the review fee of this submittal in the amount of $39.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of blue lines and response letter. | 10/12/2007 | STEVE SHIELDS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Steve Shields Lead Planner PROJECT: Limberlost Court Condominiums S06-218 Tentative Plat/Development Plan (3rd Review) TRANSMITTAL DATE: October 12, 2007 DUE DATE: October 31, 2007 COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project has been reviewed as a tentative/development plan. Sections 4.1.7.1 & 5.3.8.2, of the LUC, permit a maximum of one year from the date of application to obtain approval of a tentative/development plan. If, at the end of that time, the tentative/development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is October 22, 2007 2. This comment was not fully addressed. Add the DSMR number, DS06-54, to each sheet in the lower right hand corner next to the title block. Zoning acknowledges that a DSMR (DS06-54) has been approved with conditions. Please note that a general note must be added to the tentative plat which states the DSMR case number, date of approval, modifications granted and conditions imposed. In addition, the case number must be added to each sheet of the tentative plat, landscape plans, and NPPO plans, in the lower right corner of the title block. D.S. 2-03.2.4.D.3 & D.S. 2-08.4.1.B There are numerous areas through out the development where sidewalks area required but not provided adjacent and parallel to the PAAL on the side where buildings are located. Between the buildings located southeast of what appears to be a pool and the hammerhead located along the east property line. 3. Based on the elevations provided the "BUILDING HEIGHT, MAXIMUM PROPOSED" is incorrect. This should read 22'-6". The proposed setback to the C2 zoned adjacent property should be 22'-6". The proposed setback to the R2 zoned adjacent property should be 16'-10". Revise the setback requirement information on sheet 1 and the setback information on sheet 3. It does not appear that unit 22 will meet the 16'-10" setback along the east property line. It does not appear that units 17, 18, 19, 20, 21, 22 & 23 will meet the 22'-6" setback along the south property line. It does not appear that units 23, 24, 25, 26, & 27 will meet the 22'-6" setback along the west property line. Additional comments maybe forth coming. If any are damaged or destroyed the plan must be revised due to the change to preservation credits. "If any TOS plants do not survive the transplant process, mitigation with a plant of the same size and species is required". 2:1 mitigation applies only plants approved as RFS on the plan. DS 2-15.4.D We suggest that use use the above section (in quotes) to address the replacement requirements as it is based on applicable codes and standards. 2) Revise the landscape plan to include the number of Prosopis velutina resulting from the NPPP calculations. 3) . Keynote 9 on the T3 includes the term "cmu wall" and indicates that it will be constructed on three sides of the property. Revise the note if necessary to clarify the proposal. Clarify the location of the cmu wall for the southern portion of the east property boundary. 4) Add the following note to the landscape plans: "Trees and shrubs are to be selected and located so that, at maturity, they do not interfere with existing on-site or off-site utility service lines or utility easements or with solar access." LUC 3.7.2.6.B, DS 2-07.2.2.E.1 There may be potential conflicts depending on the nature of the utility installations. 5) The landscape plans received for review were too blurry read. The plant symbols and much of the text was illegible. Please submit a clear copy with any resubmittals. RESUBMITTAL OF ALL PLANS IS REQUIRED RESUBMITTAL OF ALL PLANS IS REQUIRED. |

The activity number is S06-218. SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on October 4th, 2007. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat. RESUBMITTAL REQUIRED: TENTATIVE PLAT SUBMITTAL: REVISED DRAINAGE REPORT GENERAL COMMENTS 1. The Drainage Report was reviewed for Tentative Plat purposes only. 2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report. 3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association". 4. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standard 11-01.4.1.C. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in Development Standard 11-01.8.1. This process must be complete prior to Grading Plan approval. 7. Proposed developments disturbing areas exceeding 1 acre are subject to AzDES requirements. 8. All proposed easements must be shown in a surveyable manner on the Final Plat. The next submittal must address the following items: TENTATIVE PLAT COMMENTS 1. Please see Zoning's comment regarding the DSMR. This office will not approve the tentative plat without the requested information. 2. Provide cistern symbol in the legend. Second request. 3. There appears to be a cistern in the far side SVT. Revise the plan to not show any sight obstruction within the required SVTs. Second request. DRAINAGE REPORT COMMENTS 1. The drainage scheme has changed provide a revised drainage report to reflect the current proposal. |
