The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Capacity Response No. 06-369 letter has been received and is now in our file.

The January 2, 2007 letter authorizing you to construct 6” private sewer collection laterals in Las Sendas has been added to our file.

Item #7 of the November 16, 2006 review letter has not been addressed. I was also not able to locate an existing easement. The explanation is not needed.

Item #12 of the November 16, 2006 review letter has not been addressed. Be advised that the variance will be required prior to approval of construction plans for the public sewer relocation project.

All Sheets: Add the cross-reference numbers, C12-86-7A, C9-85-18 and CD9-85-18, near the title block of each sheet. These numbers should be shown smaller or less bold than the current case numbers.

Sheets 2 & 3: Revise Keynote #8, with a clarifying note that states something like:

SEE WASTEWATER MANAGEMENT NOTES 5 & 6

Sheets 2 & 3: Show the public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line-types in the legend on Sheet 1.

Sheets 2 & 3: Revise the site plan to show:

An arrow over each reach of existing and proposed public and private sewer pipe to indicate flow direction.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the revised Tentative Plat, Landscape Plans, Drainage Report, and Geotechnical Report. The Drainage Report was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed:


TENTATIVE PLAT:

1) DS Sec.2-03.2.4 C: Revise the Title Block on Sheets 1-4 to clarify all uses within Common Area "B." Common Area "B" per the drainage report is a landscape area that is used as a retention/drainage area for concentrating flow into Retention Basin A. Revise the description for Common Area "B" within the Title Block and verify that the same descriptions are used within the Covenants, Conditions and Restrictions (CCRs).

2) DS Sec.2-03.2.4.F: Revise the sidewalk label typo on Sheet TP-2 of the Tentative Plat. The labeled 6-foot sidewalk should be called out not a 6-foot "Shoewalk."

3) DS Sec.2-03.2.4.J: Provide easements for all utilities with recordation information or provide the description for each utility in their respective Common Area, verify that the CCRs match the Common Area descriptions. Specifically the sewer and water lines fall within Common Area "A," which is dedicated on the Tentative Plat as a PAAL only. Provide the proposed easements for all utilities that fall within Common Area "A."

4) DS Sec.2-03.2.4.L: Revise the Tentative Plat, in conjunction with the submitted Drainage Report, to reflect the correct water surface elevation (WSEL) within Common Area "D" (Retention Basin B). The Tentative Plat, Sheet TP-3, shows a WSEL of 2460.25 for Retention Basin B. The correct WSEL of 2410.25 should be labeled as called out in the detail on Sheet TP-4 and within the submitted Drainage Report.

5) DS Sec.10-02.0.14.3.2: Revise Drainage Note #6 under the General Notes to include the following wording to the inspection and maintenance statement; "All inspections and maintenance must conform to the manufactures recommendations and per the submitted Drainage Report."

6) DS Sec.11-01.9: Revise the Tentative Plat to provide the required 2-feet setback from all property boundaries to the proposed limits of grading, top and toe of fill slopes, detention/retention basins, and associated erosion protection. The plan view on the Tentative Plat shows that the limits of grading encroach within the required 2-feet setback. Provide sufficient room to allow for the 2-feet setback from property lines to top of fill slopes and associated erosion protection. Specifically the proposed top of the sediment basin encroaches within the required 2-foot setback.


GRADING PLAN:

7) DS Sec.11-01.2.1: For future reference a grading permit will be required for this project. A grading permit may not be issued prior to Tentative Plat approval.

8) Please ensure the grading plan is consistent with the Tentative Plat, Drainage Report, and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf.

9) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. GENERAL COMMENTS:

Provide a revised Tentative Plat and revised CCRs at re-submittal.

The revised Tentative Plat must address the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments.
