CDRC Engineering SUBJECT: Pavilions S06-204, T15S, R15E, SECTION 01 RECEIVED: Tentative Plat, Landscape Plan and Drainage Report on September 25, 2006 The subject submittal has been reviewed and it can not be approved at this time. Address the following comments before review can continue. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made: Master Drainage Report: 1. The location of the stormwater conveyance system, within lot 2, appears inappropriate especially if it is a channel. The selected location appears to utilize valuable developable land. This may cause the future owner/developer to design a development that does not comply with the Master Drainage Report. The conveyance system will require the dedication of a drainage easement that might conflict with future buildings. This Office recommends relocating the conveyance system and showing within an easement to be dedicated by the Final Plat. 2. Lot one appears to be encumbered by an existing floodplain that causes it to undevelopable. It appears that lot 1 must be eliminated and the other lots shall be reconfigured and the site drainage shall be redesigned accordingly. The Engineer of Record might want to consider relocating the regional detention basin to the area where lot 1 is currently shown. 3. It appears that the 45' erosion hazard setback line is pointing to the wrong location. Revise all drainage exhibits accordingly. 4. The stormwater conveyance system along the east side of Houghton Road shall be addressed in the Master Drainage Report. Tentative Plat: 1. List, in General Note #37, the lot numbers that are impacted by the City of Tucson Floodplain Regulations (D.S. 2-03.2.2.C.2.a.). 2. Add a general note, which requires a floodplain use permit for any work within the regulatory floodplain (D.S. 2-03.2.2.C.2.b.). 3. The project tie to the basis of bearing is not clear, show clearly the tie between the basis of bearing and one of the subject parcel corner monuments (D.S. 2-03.2.3.A). 4. Due to the Scenic Corridor development restrictions and the size of the regulatory floodplain, it appears that lot #1 is not buildable. Verify that development within Lot #1 is possible. Otherwise, Lot #1 can be either designated as a common area or it can be part of other lots. 5. Provide the water surface elevations, at several locations, for all flows of 100-cfs or more (D.S. 2-03.2.3.J.1 and D.S. 2-03.2.4.L.6.). 6. It is still not clear how some proposed lots will have legal access. The "Reciprocal Easement Agreement" does not provide enough information to allow cross access over lot lines. Additionally, the Agreement describes access over the Common Areas, but the Common Areas are not shown on the Tentative Platy. Lots 6/7, 2/3 and 15/16/17 appear to need a cross access agreement (D.S. 2-03.2.4.F). 7. Call out the proposed curb and sidewalk on Houghton Road. Provide the sidewalk width. 8. Submit a written verification from Department of Transportation that the proposed improvements on Houghton Road acceptable. 9. Show Houghton Road public right of way width, recordation information, type and dimensioned width of paving, curbs, curb cuts and sidewalk as required by D.S. 2-05.2.3.C. 10. Revise the Tentative Plat in accordance with the drainage report revisions. It may be reduced to zero if NOS area (on-site or off-site) of 25 feet or more is adjacent to proposed landscape border under certain circumstances. Address the landscape border requirements on the landscape plan. Although the PAD contains additional development standards for the Sierra Morado frontage, there does not appear to be an exception to the buffer required on page 122. 2) Revise the tentative plat to provide easements for required landscape buffers. LUC 4.1.8.4 3) A plant/habitat inventory and mitigation plan will be required for any proposed development that impacts the Mesquite Wash. It appears that portions of Drexel Road shown on the tentative plat impact the regulated WASH area. TCC Sec-29, Art.VIII. 4) Revise the Riparian WASH Plant/Habitat Inventory and Assessment to delineate the Mesquite Wash study area (consisting of the channel, the banks, and the land area extending fifty (50) feet from the banks). Development in the study area is restricted, unless approved by Development Services. TCC Sec. 29-15.(b) The report should demonstrate how the plat is designed to meet the criteria. State if preservation on individual lots is to be addressed on subsequent plans. 5) Add a note referencing all lots impacted by the WASH regulations in General Note 17 of the tentative plat.
