The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



You are proposing the construction of a private sewer collection system in a residential subdivision. This type of sewer now necessitates prior written authorization, pursuant to PCWMD Director, Michael Gritzuk’s letter to PCDSD Director, Carmine DeBonis, dated March 13, 2006, regarding Private Sewers and Public Pump Stations. For this, redesign the sewers serving Lots 17, 18 & 19 so that:

a. the terminal manhole is outside of the 100-yr floodplain and the Erosion Hazard Setbacks,

b. none of the HCS lines will need to be routed across the Natural Undisturbed Open Space,

c. the HCS for Lot 19 is 2 feet or more below the scour depth during a 100-yr flood,

d. the HCS lines for Lot 18 & 19 re not routed through Natural Undisturbed Open Space.

Also, revise the sewer design to show that the private sewer easements are not centered on the lot lines. These easements should be on the smallest number of lots possible.

You may call Mr. Tim Rowe, P.E. ( 740- 6547) of the PCWMD if you have any questions concerning approval of the private sewers.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (3rd) submittal. A check for the review fee of this submittal in the amount of $78.00(made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

03/26/2007 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the landscape plan to locate the street landscape border required along Melpomene Way within Common Area "B". Currently it appears to be shown in the MS&R right-of-way. Identify the common area and the MS&R right-of-way line on the landscape plan. LUC 3.7.2.4.A.1.c

2) Revise the native plant preservation plan aerial photo to exclude the sewer easement from the NUOS area.

8) A NPP plan is required for the offsite sewer proposed on sheet 4 of the tentative plat prior to approval. LUC 3.8.3.1

9) LUC 3.8.6.7.B, Fencing shall remain in place for the duration of construction activities. Revise the Native Plant Preservation Plan fencing notes to include this imporatnt element of NPPO and ERZ compliance. LUC 2.8.6.6.C

10) Utility encroachments into critical riparian habitat areas will be limited and approved only if there are no other alternatives in the design of the project. Explain why the proposed encroachment of the sewer line is the only approach available. LUC 2.8.6.6.A.1

11) The distubance to the Coronado Ridge Wash appears to be well over 100 feet wide at the southern portion of the site.
The mitigation plan is required to lessen the impacts of the development on the critical riparian habitat areas per LUC 2.8.6.5.D.3 and provide for one hundred (100) percent restoration of the critical riparian habitat area disturbed during construction. Revise the plans as necessary to minimize the impact if possible and to revegetate disturbed areas.

12) Obtain approval for the mitigation plantings in the sewer easement. Plantings proposed may not be in compliance with Pima County standards. LUC 3.7.2.6.B

13) The tentative plat indicates alternatively that Common Area A contains 224,547 sq. ft. and 224, 318 sq. ft. Correct as necessary.

Tucson Electric Power Company (TEP) has no objection to the preliminary plat submitted for review March 12, 2007.

Enclosed is TEP facilities map showing the approximate location of the existing facilities. The feeds will remain the same as the original plat. Possible feeds will be from pole numbers 4, 5 and 10 along Melpomene. Existing pole line in Road Right of Way. The service that feeds the existing church is in conflict. There is a service on a pole on lot 18 and then runs underground through lots 18 and 19. The copy of the tentative plat showing where TEP will be placing the aboveground equipment for this subdivision will be mailed to you under separate cover. Relocation costs will be billable to the customer.

TEP will provide a preliminary electrical design on the Approved Tentative Plat within fifteen (15) working days upon receipt of the plat. Additional plans necessary for preparation of the design are: building plans including water, electrical, landscape, sidewalk and paving plans.
