Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 24, 2007. 2. Case number S06-203 has been assigned to this tentative plat (TP). Please place this number in the right corner of all sheets of the tentative plat, landscape plan, NPPO, and any other associated sheets. Also place the annexation number C15-05-05 on all sheets as well since this ordinance added the ERZ designation. Please provide a separate response letter detailing compliance with rezoning conditions. DS 2-03.2.2.B.1 3. Please correct general note 2. The existing zoning of the property is SR. DS 2-03.2.2.B.2 4. Please draw all existing easements on the plan along with recordation information, location, width, and purpose. Please clarify location of property boundaries between lots 3 and 4 and 15 and 16. These are not apparent. DS 2-03.2.4.A 7. Street cross section 3/3 identifies the property line as being the centerline alignment. Wouldn't the property line fall on the south side of the cross section? Also the wedge curb proposed for the south side of the street is to be replaced with a vertical curb since a sidewalk is not proposed along that side to prevent vehicles from parking in the pedestrian path. This would allow the parallel parking along the south side to be reduced to seven (7) feet if the applicant wishes to do so. Please revise. DS 3-01.3.3.A.4 8. Please revise keynote 17. Required interior setbacks when utilizing RX-2 RCP is six (6) feet, not three (3) feet. LUC 3.6.1.4.D.2.d.2 9. Please revise the keynote 18 and plat to show the correct location of the measurement of the required MS&R setback for Melpomene Way. The greater of twenty-one (21) or height is measured from the back of future curb location which would be ten (10) feet back from the proposed right-of-way line, which would place it close to the proposed ten (10) foot buffer yard. LUC 3.2.6.5.B.1 10. A separate Special Application, review, and approval for the Environmental Resource Zone (ERZ) overlay is required. Submittal material will include an Environmental Resource Report as established in DS 9-06.0. A mitigation plan as required in LUC Sec. 2.8.6.5.D must be provided. Permits for grubbing, grading, construction, or any other improvements will not be issued until all applicable requirements of LUC Sec. 2.8.6.5 and 2.8.6.6 are met. All applications for ERZ shall be reviewed by the Stormwater Advisory Committee, which will make recommendations on the application to the DSD Director. 11. Please provide either the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback. DS 2-10.3.1.B 12. Please verify if the site coverage calculation includes the square footage of all proposed structures within the subdivision as well as the vehicle use area. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Ina Road Water Pollution Control Facility via the Tanque Verde Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative plat for this project cannot be approved until a copy of this letter has been received by this office. All Sheets: Add the subdivision case number, S06-203, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. Sheet 1: Revise General Note #9 so that it states: THE ON-SITE AND OFF-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT. Sheet 1: Add a General Note that states: THE REQUIRED OFF-SITE PUBLIC SANITARY SEWER RELOCATION PROJECT WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS. Sheet 2: Revise the design so that: Gravity sewer collection is provided from MH # 10 to downstream MH #9. Sheet 2: Show the invert elevations for the proposed private sewer and the culvert crossings. This may be satisfied by adding the sewer pipe to cross section 7, on sheet 3, and displaying the minimum pipe separation. Sheet 3: Show the proposed public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line-types in the legend on Sheet 1. Sheets 3: You have proposed the replacement of an existing public sewer for the purpose of obtaining greater depth in connecting to the existing sewerage collection system. Public sewer elements will be abandoned and replaced with new public sewer elements. Your intentions need to be made very clear in the next submittal. Revise the label (REMOVE 114LF…), so that it states something like: EXISTING SANITARY SEWER LINE TO BE ABANDONED BY SEPARATE INSTRUMENT AND REMOVED COMPLETELY. Also, this should also be made clear in the General Notes on sheet 1. The following wording is used with public sewer improvement plans and these two notes may be modified to fit this situation. Existing manhole(s) [ #s ] of [ PCWWMD plan # ] is(are) to be removed. Contractor shall remove the rim and cover. The manhole(s) will be demolished completely and filled and compacted with select material to 95% density. The salvaged rim and cover shall be delivered to PCWWMD at the location as specified by the inspector. The contractor shall dispose of all manhole demolition material off site at a landfill or other approved location. [ Length ] lf of existing [ diameter] public sewer from manhole # [ # ] to manhole # [ # ] of [ PCWMD plan # ] is to be abandoned. Remove sewer completely. Sewer shall NOT be abandoned in place. You are proposing the construction of a private sewer collection system in a residential subdivision. This type of sewer now necessitates prior written authorization, pursuant to PCWMD Director, Michael Gritzuk’s letter to PCDSD Director, Carmine DeBonis, dated March 13, 2006, regarding Private Sewers and Public Pump Stations. Provide approval, in writing from the PCWMD Directors office. Mr. Mike Bunch, PCWMD Deputy Director, is the contact for the above-mentioned approval. A copy of Mr. Gritzuk’s letter, to Mr. DeBonis, is being provided for your inspection with this email. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly.
