1. Section 5.3.8.2, LUC, permits a maximum of one year from the date of application to obtain approval of a development plan. If, at the end of that time, the development plan has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this development plan is September 24, 2007.

2. Case number S06-203 has been assigned to this tentative plat (TP). Please place this number in the right corner of all sheets of the tentative plat, landscape plan, NPPO, and any other associated sheets. This would allow the parallel parking along the south side to be reduced to seven (7) feet if the applicant wishes to do so. Please revise.

All applications for ERZ shall be reviewed by the Stormwater Advisory Committee, which will make recommendations on the application to the DSD Director.

11. Please provide either the footprint of a unit on each lot or provide typical plot plan layouts for a corner lot, an interior lot, and a lot affected by the perimeter yard setback.

Staff offers the following comments:

1. Please revise the tentative plat to clearly distinguish the required public trail improvements along the east side of the Coronado Ridge Wash. This may be accomplished by adding an overlay design (grey tone, hatch pattern, or other considerations ..etc.) so as to clearly identify the location of the public trail system within the subdivision. Please add the new overlay information, which identifies the public trial to tentative plat legend on sheet 1 of 3, and to subdivision layout on sheet 2 of 3.

2. Please revise the landscape plan to include the required public trail requirements, as per rezoning case C9-05-31, condition # 8, which reads:
A minimum fifteen-foot wide, naturally vegetated, non-motorized, public trail easement shall be dedicated along the east side of Coronado Ridge Wash. Location shall be coordinated with the Parks and Recreation Department.
In addition, please provide documentation that the public trail requirements (rezoning condition #8) are under review by the Department of Parks and Recreation.

3. Venado Vista is proposed as an RCP subdivision. All RCP projects are subject to Area Plan, General Plan policy direction, and guidance provided by the Design Guideline Manual. Therefore, please revise landscape plan to include a native canopy tree on every other lot, within the front yards, 10 feet from back of sidewalk.

4. Please revise tentative plat to provide a cross-section of the required public trail improvements. Also, provide an additional cross-section which shows how the public trail meets ADA standards as the public trail transitions from natural grade within the Coronado Ridge Wash onto the finish grade of the private interior street.

Tucson Electric Power Company (TEP) has reviewed the tentative plat dated September 25, 2006. This Company is unable to approve the plat at this time.

There are possible conflicts with the existing electrical facilities within the boundaries of the development. The facilities along with the easement recording information must be shown on the plat prior to approval. If an existing easement is not found add a dimensioned easement by prescription and a general note that the facilities will be abandoned. All relocation costs will be billable to the developer. The existing underground service through the church should be shown. The existing conflicts is the underground service through Lots 18 & 19. Please direct questions concerning easement(s) to Liza Castillo, Right-of-Way Agent in our Land Department at 520-917-8745.

TEP will provide a preliminary electrical design on the Approved Tentative Plat within fifteen (15) working days upon receipt of the plat. 4. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207.

6. Please label lot dimensions and bearings per D.S. 2-02.2.1.5. List the cul-de-sac lot frontages.

14. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. A sidewalk scupper will be needed at the low pt. at the main crossing.
15. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will be required for this project. Submit 4 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".
16. All new and replacement water supply and sanitary sewage systems shall be designed to minimize or eliminate infiltration of floodwaters into the system and discharge from systems into floodwaters.
On-site waste disposal systems shall be located to avoid impairment to them or contamination from them during flooding. Waste disposal systems shall not be installed wholly or partially in a floodway per Section 26-6.2, Standards for Construction of Utility Systems.
17. Demonstrate all weather access for all lots.

The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Ina Road Water Pollution Control Facility via the Tanque Verde Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The tentative plat for this project cannot be approved until a copy of this letter has been received by this office.

All Sheets: Add the subdivision case number, S06-203, to the title block of each sheet. This number should be shown larger or bolder than any cross reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: Revise General Note #9 so that it states:

THE ON-SITE AND OFF-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS, AND IN ACCORDANCE WITH AN APPROVED OPERATION AND MAINTENANCE PLAN, IF REQUIRED. THE LOCATION AND METHOD OF CONNECTION TO AN EXISTING PUBLIC SANITARY SEWER IS SUBJECT TO REVIEW AND APPROVAL BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 1: Add a General Note that states:

THE REQUIRED OFF-SITE PUBLIC SANITARY SEWER RELOCATION PROJECT WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS.

Sheet 2: Revise the design so that:

Gravity sewer collection is provided from MH # 10 to downstream MH #9.

Sheet 2: Show the invert elevations for the proposed private sewer and the culvert crossings. This may be satisfied by adding the sewer pipe to cross section 7, on sheet 3, and displaying the minimum pipe separation.

Sheet 3: Show the proposed public and private sewer lines using different line-types, so that they can readily be distinguished from each other. Also, show and describe examples of these different line-types in the legend on Sheet 1.

Sheets 3: You have proposed the replacement of an existing public sewer for the purpose of obtaining greater depth in connecting to the existing sewerage collection system. Public sewer elements will be abandoned and replaced with new public sewer elements. Your intentions need to be made very clear in the next submittal. Revise the label (REMOVE 114LF…), so that it states something like:

EXISTING SANITARY SEWER LINE TO BE ABANDONED BY SEPARATE INSTRUMENT AND REMOVED COMPLETELY.

Also, this should also be made clear in the General Notes on sheet 1. The following wording is used with public sewer improvement plans and these two notes may be modified to fit this situation.

Existing manhole(s) [ #s ] of [ PCWWMD plan # ] is(are) to be removed. Contractor shall remove the rim and cover. The manhole(s) will be demolished completely and filled and compacted with select material to 95% density. The salvaged rim and cover shall be delivered to PCWWMD at the location as specified by the inspector. The contractor shall dispose of all manhole demolition material off site at a landfill or other approved location.
[ Length ] lf of existing [ diameter] public sewer from manhole # [ # ] to manhole # [ # ] of [ PCWMD plan # ] is to be abandoned. Remove sewer completely. Sewer shall NOT be abandoned in place.


You are proposing the construction of a private sewer collection system in a residential subdivision. This type of sewer now necessitates prior written authorization, pursuant to PCWMD Director, Michael Gritzuk’s letter to PCDSD Director, Carmine DeBonis, dated March 13, 2006, regarding Private Sewers and Public Pump Stations. Provide approval, in writing from the PCWMD Directors office. Mr. Mike Bunch, PCWMD Deputy Director, is the contact for the above-mentioned approval. A copy of Mr. Gritzuk’s letter, to Mr. DeBonis, is being provided for your inspection with this email.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative or preliminary plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.
