SUMMARY: The revised Tentative Plat sheets, revised Drainage Report, geotechnical report and addenda, landscape documents, and response letters were received by Engineering for review. The Drainage Report was reviewed for Tentative Plat purposes only. Engineering recommends conditional approval of the Tentative Plat.

PROJECT SAC SUMMARY: For this submittal, the Starr Pass Vistas Village 1 project proposes no encroachment into the Silvercroft ERZ Wash. The existing Silvercroft Wash is designated as an ERZ Wash located along the west and north boundaries of the project. The wash is a natural channel with sand, rock, and desert vegetation. The wash channel width varies and has a tributary wash converging at the west side of the project contributing a 232 cfs to the Silvercroft Wash's 1,862 cfs during the 100-year event. The proposed trail along the west and south banks is located outside of the 100-year floodplain limits, and there are no utility grading or drainage improvement structures proposed in the ERZ floodplain area. Engineering maintains a recommended approval of the Starr Pass Vistas Village 1 ERZ Overlay.

HDZ OVERLAY SUMMARY: Engineering maintains a recommended approval of the Starr Pass Vistas Village 1 HDZ Overlay.

TENTATIVE PLAT CONDITIONS OF APPROVAL:
1) DS Sec.10-02 page 8.06: Table 8.1: Revise street capacity analysis at a northeast street section for 42cfs entering basin using minimum 0.020 Manning's. Revise Drainage Report.
2) DS Sec.2-03.2.3.J.1: On sheet 1, clarify delineation of a floodplain line that appears to be the 404 bottom of the wash by providing as legend symbol. If there is 404 wash, the legend shall reflect this delineation.
3) DS Sec.2-03.2.4.M, 2-03.2.4.K: Project design should reflect geotechnical report recommendations. The typical lot grading detail shall reflect recommendations from geotechnical report for minimum sideyard setbacks for positive drainage from structure. Feasibility for project must be shown at Tentative Plat stage. The minimum side and rear setbacks, building setbacks to swales shall be clarified in recommendations per geotechnical report and addenda. The sideyard setback must be recommended/referenced in the Geotechnical Report. Provide clarified documentation from the Geotechnical Engineer regarding the detail(s) referenced for the accepted sideyard setback for this plat.

The above referenced plan has been CONDITIONALLY APPROVED by the Community Design Review Committee, subject to the revisions required on the mylars. Please submit the following documents for sign-off:

1 Reproducible Océ or Photo Mylar of the Plat, Landscape Plan and NPPO.
2 CD that contains all of the drainage/hydrology and other reports submitted for the review and approval of this plan.

Additional blackline copies will be made from the complete set and distributed to various review agencies for their files. These copies will be ordered from the City's contracted print company and billed to you unless you already have an account at another printing company. Please let us know which printing company you would prefer to use and list them on your attached transmittal form when submitting your mylars to the CDRC office for sign-off approval. Your printing company will deliver the mylar and three (3) blackline copies to your office. If you are out of town you will need to contact the printing company for pick up or mailing arrangement options.

Please note that the final plat must be approved by Mayor and Council and recorded within one year of date of approval of the tentative plat per LUC 4.1.7.3.

TO ENSURE A MORE RAPID REVIEW OF THE MYLARS, PLEASE HAVE THE CITY OF TUCSON APPROVAL STAMP PLACED ON EACH SHEET OF THE SUBMITTAL SET, PREFERABLY IN THE LOWER RIGHT HAND CORNER NEAR THE TITLE BLOCK.
