URBAN PLANNING AND DESIGN
S06-148 Monte Vista Townhomes
July 17, 2006

Because this project is being proposed as a Residential Cluster Project (RCP), it must comply with section 3.6.1 of the Land Use Code, specifically section 3.6.1.4 of the general development criteria. The RCP requires compliance with policies of the General Plan, the Grant-Alvernon Area Plan, and the Design Guidelines Manual. The Plans require community amenities, such as but not limited to; streetscapes with pedestrian oasis, common area(s) of appropriate land size(s) to sustain residential amenities for all.

The City of Tucson General Plan and the Design Guidelines Manual address the importance of development that uses colors of the natural environment which include a variety of blended shades such as blues, yellows, oranges, greens, purples and reds. Applying a variety of these colors to this RCP would be consistent with the variety of colors surrounding the area. Please visit the Urban Planning and Design’s website link to view The Sonoran Desert Color Palette for Building Exteriors”: http://www.ci.tucson.az.us/planning/sonorandesertcolors.pdf, Please make a note on the plat that no two homes with the same façade or color scheme shall be placed next to one another.

The General Plan, and the Design Guidelines Manual encourages the creation of a cooling microclimates along pedestrian paths that are internal to the subdivision. The tentative plat shows Common Area B running along the eastern portion of the site to be concrete. The landscape shows this common area as having eight-15 gallon Chilean Mesquite trees. Please revise the tentative plat to jibe with the landscape plan.

Per DS 2-10.3.2.D, the lots that are less than 4,000 square feet must submit the following:

Floor plans or drawings of the footprint of each unit, showing exterior dimensions. Be certain that locations of second floors (if applicable), front entrances, and motor vehicle parking spaces are noted. These can be preliminary plans. To aide in the review it is helpful to provide building footprints drawn at the same scale as the tentative plat to check which models fit on which lots.
Building elevations of all proposed units with height dimensions.
A list of what model homes fit which lots. Unless a lot is planned for another use, each lot will be designed so that at least one of the model units fits on the lot in compliance with Code requirements.

Any proposed masonry screen wall around the perimeter of the subdivision, or within the development shall be constructed of, or painted with, graffiti-resistant materials. These screen walls shall incorporate one of the following decorative materials: tile, stone, brick, textured brick/block, a coarse-textured material such as stucco or plaster, or a combination of the above materials. Please provide a detail of all proposed walls in the development and indicate the materials that will be used.

The Plans call for innovative site design to include design elements of usable open space and active/passive recreational space and that those pedestrian facilities be accessible to the handicapped. Please provide a bench to be located at the southeasternmost corner and one at the northeasternmost corner of Common Area B. Benches are to be located adjacent to proposed trees.

ACTIVITY: S06-148

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Tentative Plat, Drainage Statement with addendum, and Landscape Plan. The Addendum and Drainage Statement was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed:

TENTATIVE PLAT:

LUC 3.2.14.5.B: Revise the Tentative Plat to provide for a developed street or a parking area access lane (PAAL) that will serves all 7 lots. If access is provided or serves more than 3 single family residences or duplexes, the City can require that a developed street or PAAL be constructed. The determination as to whether a developed street or PAAL will be required will be determined based on the need for utilities, refuse collection and fire suppression.

DS Sec.2-03.2.2.B.1: The correct Tentative Plat number (S06-148) may be added to the lower right hand corner of the plans where indicated by the "S06-___".

DS Sec2-03.2.3.A: Provide a method of tie for the benchmark elevation location to the Basis of Bearing referenced on Sheet 1 of 3.

DS Sec.2-03.2.3.D: Provide recordation information for Monte Vista Drive. Label and dimension on the Tentative Plat curbs, curb cuts, and sidewalks associated with Monte Vista Drive.

DS Sec.2-03.2.3.F.1: Revise the Tentative Plat to show existing contour lines at intervals of not more than one foot. Spot elevations can be provided as long as they give an accurate depiction of the existing ground elevation.

DS Sec.2-03.2.4.B: Identify Lot 1 on Sheet 2 of 3 on the Tentative Plat.

DS Sec.2-03.2.4.C: Revise the Tentative Plat to accurately reflect common areas. Sheet 1 shows that the north side of the development as Common Area "B", however Sheet 2 shows the same common area as Common Area "A", revise the plat to reflect which common area designation is accurate. The common areas must be enclosed with a solid line to clarify each common area, public street, etc. that will have separate restrictions, a separate homeowners' association, or any common area separated by a public right of way. Revise the line weights to differentiate between the common areas, lot lines, topography and/or property boundaries.

DS Sec.2-03.2.4.F: Revise the Tentative Plat to reflect the corrections required under the proposed Street Development Standards Section 3-01.0:

Revise the curb returns to reflect the minimum18-foot radii required at the intersection of the PAAL and Monte Vista.

Revise the Tentative Plat to reflect that all proposed and existing sidewalks will be constructed at the required 5-foot width. Refer to DS Sec.3-01 for all street improvement requirements.

Revise the Tentative Plat to reflect all handicap access ramps constructed with truncated domes.

Revise the distance dimensions shown in the Sight Visibility triangles (SVT) on Sheet 2 of 3. The required near side length is 185-foot and the far side length is 110-foot. Revise the landscape plan to reflect the sight visibility triangles shown on the Tentative Plat.

DS Sec.2-03.2.4.J: Revise the Tentative Plat to show that all proposed easements (utility, sewer, drainage, access, etc.) are dimensioned and labeled as to their purpose and whether they will be public or private. The proposed water line and utility line need to be placed in an easement or clearly delineated within a common area and the Title Block must be updated to reflect the changes.

DS Sec.2-03.2.4.L.2: Provide topography or spot elevations on the Tentative Plat to verify the direction of flow to the northeast corner.

DS Sec.2-03.2.4.L.3: Provide a location and detail for the water harvesting area that is required in the drainage statement.

DS Sec.2-03.2.4.L.7: Revise the Tentative Plat to indicate topography or spot elevations to verify offsite runoff acceptance points. Show the existing wall along the east property line.

DS Sec.2-03.3.1.E: Submit a copy of the title report, current within 90 days, showing all easements that are associated with the parcel.

DS Sec.2-10.3.2.E: Provide a copy of the CC&Rs discussing responsibility and maintenance of all common areas and the weep holes in the existing wall.

DS Sec.6-01.4: Revise the detail dimensions for refuse containers, the enclosure must have a minimum inside clear dimension of 10 feet by 10 feet between bollards that are required between the container and the enclosure's rear and sidewall. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Show maneuverability for all refuse containers for the refuse vehicles in plan view.

Clearly show how water harvesting will be accomplished as required in the submitted drainage report. Show how stormwater will be directed toward the water harvesting basins from roof drains and parking areas. Consult the Water Harvesting Guidance Manual (Adopted October 18, 2005) for design guidelines. The manual is available online at http://dot.tucsonaz.gov/stormwater/downloads/2006WaterHarvesting.pdf.

DRAINAGE STATEMENT AND ADDENDUM:

Provide in a revised addendum a statement from the engineer that demonstrates agreement with the hydrology and watershed delineations of the original drainage statement prepared by Greg Carlson Engineering, LLC dated September 15, 2005

Provide existing and developed condition water shed maps that show the correct origin and directions of onsite and offsite flow.

DS Sec. 3-01.4.4.F: Provide a revised drainage report showing scupper calculations that demonstrate that the 10-year flood flow from the proposed roof drainage for all buildings are contained under the sidewalk at all scupper concentration points. Provide details and dimensions in plan view for the scuppers.

DS Sec.10-02.9.4.1: Provide the water harvesting area required with energy dissipaters at the downstream side, as called out in the Drainage Statement prepared by Greg Carlson Engineering, LLC dated September 15, 2005, or provide a statement and calculations showing that the water harvesting area and protective measures are not required. Refer to DS Sec.10-02.9.3.3.1 for rock riprap sizing requirements and specifications.

Revise the Tentative Plat to show the 1.0-foot base flood elevation and the required 2.0 feet for finish floor elevation for all lots. The original drainage statement assumed a 1.0-foot BFE above the building site natural ground. Provide spot elevations for each lot and revise the finish floor elevation and the attachment of any electrical machinery 2.0 feet above highest adjacent grade. An Elevation Certificate will be required for all building permits showing that the finish floor elevation for each lot as been addressed.

DS Sec.3-02.4.4.B: Provide the Q100 discharge value for the offsite flow at the upstream end of the intersection of the PAAL and Monte Vista Drive. In no case shall the maximum rate of storm runoff flowing in the direction of vehicular travel exceed 100 cfs.

* Enclosure does not nave any wall protection. Enclosure requires 10' clear between the wall protection.
* Enclosure at this positioning requires that the dumpster be on casters to be hand pushed to an area for service. Truck would have to remain in the street or it would have to back out into the street after servicing the dumpster. In both cases it presents safety concerns. Recommend that the enclosure be positioned at a 45 degree angle so that the dumpster can be serviced directly with a front loading service truck.

Tentative Plat

TRANSMITTAL DATE: June 29, 2006

DUE DATE: July 28, 2006

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is June 28, 2007.

2. Please correct the maximum density calculation. RCP-7 maximum density is 44, which for this project equal 21 units per the residential cluster project density matrix.
LUC 3.2.3.1.F

3. Please include in the site data the maximum allowable square footage of lot coverage for this project (14,697.14 sq. ft.) and that minimum site area is N/A. Please list total building & vehicular use area as proposed lot coverage.
LUC 3.2.3.1.F & DS 2-10.3.1.C

4. Per LUC Sec. 3.6.1.4.D.2.c interior lot lines may utilize a zero (0) setback when at least three hundred (300) square feet of outdoor space is provided on that lot and is designed as an extension of the indoor space with access from that space. This space cannot be obstructed by any overhang less than seven (7) feet above design grade and at least one hundred (100) square feet is a minimum of ten (10) feet in width in any direction. Please provide a note to verify these requirements on the tentative plat as listed in this LUC Section.
LUC 3.6.1.4.D.2.c

5. Please provide parking calculations for the proposed subdivision on the tentative plat. Two (2) motor vehicle parking spaces per dwelling unit is required, plus one (1) space per unit for visitor parking.
LUC 3.3.4 & DS 3-05.2.4.A.6

6. Visitor parking spaces should be provided within one hundred fifty (150) feet of the front property lines of each residential unit. Spaces shown would not meet these criteria for lot 1. Please provide a design to meet this requirement.
DS 3-05.2.4.A.1

7. The typical parking detail provided on sheet 2 of 3 does not match the dimensions provided on the plan view. Plan view indicates spaces are eight one-half (8 ½) feet in width by eighteen (18) feet in length, while the detail shows a space that is nine (9) feet by twenty (20) typical. When looking at PAAL Section "C" on sheet 3 of 3 the parking space is shown being eighteen and one-half (18 ½') feet in length. Per LUC code minimum size is eight one-half (8 ½) feet in width by eighteen (18) feet in length. If the spaces are increased to twenty (20) feet or eighteen and one-half (18 ½'), the PAAL will become substandard by being less than twenty-four (24) feet in width. Please correct.
LUC 3.3.7.2.A

8. Parallel parking spaces shown on the plan do not meet the minimum size requirement. The length of a parallel parking space is twenty-three (23) feet in length and eight (8) feet in width. The space's length can be reduced to eighteen (18) feet if the space is located immediately adjacent to an access drive, alley, or street intersection and the space is designed to provide maneuvering area on at least one (1) end. In addition on street parking must be approved by the Traffic Engineer. Please correct and provide proof of Traffics approval of the on-street parking.
DS 3-05.2.1.B.2

9. Please provide a dimension from the proposed building edge of lot 7 to the proposed curb to assure a five (5) foot minimum is provided for a pedestrian refuge.
DS 3-05.2.2.B.1

10. Please dimension the backup spur provided at the end of the PAAL. The spur must be a minimum of three (3) feet in depth, and will have a three (3) foot radii.
DS 3-05.4.D

11. Please be aware that all maneuvering of motor vehicles including environmental services trash pick-up must be performed on site without encroaching into required parking spaces. Please demonstrate that this can be achieved for trash and recycling pick-up and verify with Engineering.

12. The proposed project is less than four (4) acres and thus must be architecturally compatible with or complementary to, the design characteristics of those existing single-family detached or attached structures along the same block frontage and the block frontage across the street. Architectural compatibility will also be in compliance with design criteria in applicable adopted neighborhood and areas plans, which can be verified by the Department of Urban Planning and Design. This determination will be made by the applicant supplying photos of the surrounding area and proposed color elevations including dimensions for review.
LUC 3.6.1.4.A.3 & DS 2-10.3.2.B&C

13. Barrier-free accessibility for the elderly and physically disabled shall be provided to twenty-five (25) percent of the units (2 units) and all common use areas, including parking areas, within the project. Please provide a detail demonstrating this compliance.
LUC 3.6.1.4.A.5

14. All mechanical equipment shall be screened from adjacent streets exterior to the project and from adjacent existing residential development. Screening shall be architecturally integrated with the overall design of the RCP. Please provide a detail and note demonstrating compliance.
LUC 3.6.1.4.A.9

15. Since proposed lots are less than four thousand (4000) sq. ft. additional information to verify compliance with RCP requirements will be needed. Footprints of each building including porches and covered patios are to be provided separately or drawn on the tentative plat to assure that all units fit. Building elevations should also be supplied with height dimensions. Please review Development Standard (DS) 2-10.3.2.D for complete list of requirements.
DS 2-10.3.2.D

16. The subdivision case number assigned to this project is S06-148. Please add this number to all sheets of the tentative plat.
DS 2-03.2.2.B.1

17. Please correct the development designator in general note 3 from Family Dwelling "P" to Family Dwelling "RCP-7", subject to Sec. 3.6.1 and 3.5.7.1.F.
DS 2-03.2.2.B.5 & LUC 2.3.6.2.A.3

18. Please draw all existing easements on the plat along with recordation information, locations, widths, and purposes included. If an easement is not in use and proposed for abandonment, so indicate. If none exists please state so in your response to comments. All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private.
DS 2-03.2.3.C & DS 2-03.2.4.J

19. Please either dimension existing and/or proposed pavement width, curbs, curb cuts, and existing and sidewalks within the existing right-of-way (R/W) of Monte Vista or provide a street cross section.
DS 2-03.2.3.D & DS 2-03.2.4.F

20. Please show existing conditions on adjacent land that significantly affects the project sight. This can include direction and gradients of ground slope, drainageways, arroyos, ditches, and channels, including their existing conditions.
DS 2-03.2.3.I

21. Please provide a dimension for the Common Area "B" along the west portion of the subdivision from the perimeter property to the interior lots.
