| 07/18/2006 | FRODRIG2 | PIMA COUNTY | WASTEWATER | Denied | July 17, 2006 To: Chuck Martin, Rick Engineering Thru: Patricia Gehlen, CDRC Project Manager City of Tucson Development Services Department ____________________________________ From: Michael J. Harrington (520-740-6579), representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: Oasis - Golf Links Lots 1-43 & Common Area "A-1" & "B-1" thu "B-2" & "C-1" thru "C-2" & "D-1" thru "D-4" Tentative or Preliminary Plat - 1st Submittal S06-144 The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Facility via the Pantano Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacities for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The tentative plat for this project cannot be approved until this office has received a copy of this letter. All Sheets: Add the subdivision case number, S06-144, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision. Sheet 1: Revise General Note#11 so that it states: THE ON-SITE SANITARY SEWAGE COLLECTION LINES WILL BE PUBLIC AND DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS. Sheet 1: The construction of the public sewer extension, in the adjacent Pantano Parkway rights of way, is not considered an off-site sewer. Delete General Note #13. Sheet 2: Existing MH # 5 and #06. Revise the manhole labels so that: The full IMS numbers for the existing manholes are provided. The IMS numbers (also called Hanson numbers) are the 6 digit numbers, for these manholes, that are found at the PCWMD Maps and Records Section basemaps and also on PCWMD and PCDOT MapGuide website pages. And correct the sewer construction plan number at MH #06. Sheet 2: Revise the label over the 15” UNSPECIFIED SEWER, or add to KEYNOTES, so that it states: UNSPECIFIED SEWER, 15” OR 18” PER G-86-128 and/or D G-86-128A (Contractor shall verify pipe size and material) Sheet 2: At proposed manhole #1. Construction over a large line sewer main (greater then 12”) may be difficult and flow management considerations are often costly. Also, from the Inverts provided it would appear that a drop manhole design is what you are proposing. Drop manholes in the PCWMD sewer system are currently being discouraged. Design approval through the PCWMD Engineering Section will be required. See Engineering Directive ENG2006-09 Flow Management Considerations During Design, for further information. Revise the site plan so that: The Invert of the existing sewer (G-86-128A) is provided at the proposed manhole #1. Sheet 2: The proposed 8” public sewer extension, between manholes #1 and #2 , will be crossed by a 4 section, 24” HDPE pipe drainage culvert structure. Revise the site plan so that: The invert elevations of the 24” HDPE are provided at the location of the sewer line crossing. This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents. Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet. The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. If the number of sheets changes, please adjust the review fee accordingly. If you have any questions regarding the above mentioned comments, please contact me at the telephone number shown under my signature on the first page of this letter CC: Project File |

| 08/15/2006 | LOREN MAKUS | ENGINEERING | REVIEW | Denied | DATE: August 18, 2006 To: Patricia Gehlen CDRC/Zoning Manager FROM: Loren Makus, EIT Engineering Division SUBJECT: Oasis-Golf Links Tentative Plat S06-144 (First Review) T14S, R15E, Section 27 RESUBMITTAL REQUIRED: Tentative Plat, Drainage Report The Tentative Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed. Tentative Plat Comments 1. Revise section detail B on sheet 3 to clarify that the street is common area and not public right-of-way. 2. Clarify section detail A on sheet 3 to indicate whether the street is proposed or existing. 3. Provide an appropriate knuckle design at the corners of the proposed private streets. The knuckles must provide sufficient radii for solid waste and fire access. 4. Provide dimensions on the sight visibility triangles. 5. Provide landing areas and truncated domes on the curb access ramps. 6. Provide dimensions for parking area access lanes for both parking areas. The PAALs must be at least 24 feet wide. 7. Clarify the basin top and bottom locations for both basins. Note also that the finish floor elevations for pads adjacent to the basins must be at least one foot above the expected water surface elevation. Confirm that lot 43 will comply with this requirement. 8. Provide dimensions and details for the new Pantano Parkway street construction. Show and label the proposed sidewalks. 9. The new private street must be at least 24 feet wide. Revise the plan and details to indicate the full required width. 10. Provide distance and bearing for each project boundary. The project boundaries do not seem to match the assessor's records. Provide documentation of City approval for all lot splits and recombinations, including any purchases of City property. 11. Provide details on the pipe across Pantano Parkway. The Pipe must either be RCP with a minimum diameter of 18 inches or an easement must be obtained. Drainage Report Comments 12. Proofread the report. The text on the bottom of page 2 is partially repeated on the top of page 3. Other discontinuities occur throughout the report. 13. The area of the site is misstated in the site description. Revise the Drainage Report to agree with the Tentative Plat and the Assessor's Records. 14. Provide a discussion for how it was determined that the discharges from off-site drainage areas I and II do not affect the project site. The contours on the exhibits indicate that the site is expected to receive sheet flow from the adjacent properties. 15. Revise the Drainage Report section 4.2 to be consistent with the Floodplain Ordinance. Tucson Code section 26-7.1 indicates that the erosion hazard setback from the Pantano Wash is 50 feet where bank protection is provided. Provide substantiation that the bank protection is to the level of the base flood with appropriate freeboard. 16. Consider providing retention for this project within the Pantano Wash. Recharge is generally more effective within the sandy bottomed washes than from retention basins. 17. Note that the proposed pipe through the bank protection on the Pantano Wash will require the review and approval of the Pima County Flood Control District. Provide a letter from PCFCD accepting the general design of all drainage structures affecting the wash. Submit a revised Tentative Plat and a revised Drainage Report. Include a detailed response letter, detailing how each comment has been addressed. If you have any questions, I can be reached at 791-5550 x1161 or loren.makus@tucsonaz.gov. | 08/22/2006 | TERRY STEVENS | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department Plans Coordination Office FROM: Terry Stevens Lead Planner PROJECT: S06-144 Oasis Golf Links Tentative Plat TRANSMITTAL: 08/22/06 DUE DATE: 7/21/06 COMMENTS: 1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a tentative plat. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 7/20/07. 2. DS 2-03.2.2.B.1 This project has been assigned the subdivision case number S06-144. Please list the case number in the lower right corner of all tentative plat sheets including the NPPO and landscape sheets. Please list the annexation case numbers (#C09-86-70 & #C9-87-18) in the lower right corner of all tentative plat sheets including the NPPO and landscape sheets. The annexation case #C09-86-70, ordinance #6722, has restrictions regarding residential development. Zoning staff has had discussions with Glen Moyer and Michael McCrory regarding these conditions and will continue with the review based on the assumption that the conditions will be removed by Mayor and Council. Contact Glenn Moyer at 791-5640 ext. 1167 and Michael McCrory at 791-4221 for information regarding the process for removal of the conditions. 3. DS 2-03.2.2.7 Reference by note that this project is designed to meet the overlay zone criteria: LUC Sec. 3.6.1, Residential Cluster Project. 4. DS 2-03.2.2.8 Add the following note: "This subdivision is subject to Ordinance No.6722 and 8890 which established the zoning in the Golf Links / Harrison Annexation Area". 5. DS 2-03.2.4.A Assessors records indicate there has been recent lot splits and combinations regarding this parcel and the parcels to the north and south. Provide documentation verifying the City of Tucson has approved the lot split and combinations. Provide the distance and bearings for the subdivision boundary lines. See engineering comments. 6. DS 2-03.2.4.G The proposed streets do not meet the requirements of DS 3-01 Figure 1. Minimum roadway width of 24' is required with an over all width of the right of way being 40'. Provide dimension of all PAALs. Minimum required distance of 24' behind perpendicular parking spaces. Radius curbs will be required at all PAAL to street intersections. Contact Loren Makus with engineering for further information. Provide a detail with dimensions showing the required 3' curb radius, 3' clear space and minimum 24' width for backup spurs. See DS 3-05.2.2.D & Figure 2. 7. DS 2-10.3.1.A Clearly indicate that the required perimeter yard setback for the rear setback on lots 41, 40 and a portion of lot 39, which all abut lot 42 that has a zero setback, will be a minimum of 6'. Required as per LUC Sec. 3.6.1.4.D.2.d.3. Instead of showing the perimeter yard setbacks for the boundary of the subdivision as 26', indicate the setback as the "height of structure". Clearly indicate the required setback from Pantano Parkway. (21' or the height of structure from edge of nearest travel lane). 8. DS 2-10.3.1.B On the typical lot layout detail clearly indicate the required setbacks for garages as 18' from property line or 19' from back or sidewalk whichever is greater. See LUC Sec. 3.2.6.5.B.2.a. 9. DS 2-10.3.1.C The site coverage math calculations on page 1 of 3 appear to be incorrect. The correct coverage appears to be 63%. The allowed maximum height of structure is indicated as 20' which is incorrect. The maximum height of a structure in a C1 zone RCP-9 is 25'. Please revise. The proposed height of a structure is indicated as 20' maximum. The proposed setback for the subdivision boundary which is the height of the structure is indicated as 26'. Please clarify. 10. DS 2-10.3.1.D and LUC Sec. 3.6.1.4.A.5 The minimum number of units required to have barrier-free accessibility is 25% of the total number of units. Based on 43 units the number of required barrier-free accessibility units is 11. Note number 17 indicates that 8 units are being provided as barrier-free. Please revise. 11. DS 2-10.3.2.D On lots of four thousand (4,000) square feet or more, it will be assumed that the lot is of sufficient size to accommodate a dwelling unit; therefore, on projects with lots of this size, floor plans will not be required. However, on lots of less than four thousand (4,000) square feet, units have to be custom designed to fit onto these smaller and tighter lots, and additional information is needed to verify compliance with RCP requirements. Therefore, on projects that have lots less than four thousand (4,000) square feet in size, submit: 1. Floor plans or drawings of the footprint of each unit, showing exterior dimensions. If only dimensioned building footprints are provided, be certain that locations of second floors (if applicable), front entrances, and motor vehicle parking spaces are noted. The floor plans can be preliminary plans and do not have to be complete construction drawings. 2. Building elevations of all proposed units with height dimensions. These assist in determining compliance with perimeter yard setbacks and screening of mechanical equipment. The elevations can be preliminary drawings. 3. A list indicating which model homes fit which lots. Unless a lot is planned for another use, each lot will be designed so that at least one of the model units fits on the lot in compliance with Code requirements. The list should indicate whether optional covered patios, porches, etc., will still allow the unit to fit on the lot in compliance with requirements. 12. DS 2-10.3.2. E. Three (3) copies of Covenants, Conditions, and Restrictions (CC&Rs) are required if there is to be an association of home owners to assume responsibility for the ownership and maintenance of commonly-owned property. 13. LUC Sec. 3.6.1.4.A.10 Add a general note stating: "There shall be no further division of land or resubdivision without the developer or successor in interest furnishing written notice to all property owners of record within the boundaries of the RCP. In no event shall further division of land occur without the written approval of the Mayor and Council." 14. LUC Sec. 3.6.1.4.G.2 Handicap ramps are missing at the entrance from Pantano Parkway to the subdivision. See engineering comments. Provide details of the different types of handicap ramps. Clearly indicate the location of the required landings for handicap ramps. Provide a handicap ramp from the parking spaces located in the north east corner of the project connecting to the handicap ramp located on the corner south of the parking spaces. Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. 15. LUC Sec. 3.6.1.4.H Add the following as a note in the general notes: All amenities and improvements must be completed upon construction of thirty (30) percent of the total number of residential units within the RCP. 16. Based on changes to the plans and responses to the comments additional comments may be forth coming. If you have any questions about this transmittal, please call Terry Stevens, (520) 791-5550 ext. 2000. TLS C:\planning\cdrc\tentativeplat\S06-144tp.doc |

Estolano 791-4505 DATE: 07 /21/06 Because this project is being proposed as a Residential Cluster Project (RCP), it must comply with section 3.6.1 of the Land Use Code, specifically section 3.6.1.4 of the general development criteria. The RCP requires compliance with policies of the General Plan, the South Pantano Area Plan, and the Design Guidelines Manual. The Plans require community amenities, such as but not limited to; streetscapes with pedestrian oasis, common area(s) of appropriate land size(s) to sustain residential amenities for all. The City of Tucson General Plan and the Design Guidelines Manual address the importance of development that uses colors of the natural environment which include a variety of blended shades such as blues, yellows, oranges, greens, purples and reds. Applying a variety of these colors to this RCP would be consistent with the variety of colors surrounding the area. Please visit the Urban Planning and Design’s website link to view The Sonoran Desert Color Palette for Building Exteriors”: http://www.ci.tucson.az.us/planning/sonorandesertcolors.pdf, Please make a note on the plat that no two homes with the same façade or color scheme shall be placed next to one another. The Design Guidelines Manual states that side and rear building facades should be built with attention to architectural character and detail comparable to the front façade, particularly if rear and side facades are visible from streets or adjacent properties. Enhancement can include design treatments such a pop outs, color variation, etc. Massing of proposed structures to existing structures will also be a part of this review. The tentative plat should identify the height of existing structures that surround the project site. Please submit plans showing how the RCP will comply with these design requirements. Photos, dimensioned elevations, or a combination of both must be submitted The General Plan, and the Design Guidelines Manual encourages the creation of cooling microclimates along pedestrian paths that are internal to the subdivision. In order to provide such a microclimate it is required to provide a minimum of one fifteen (15) gallon tree, no more than ten (10) feet from the back of the sidewalk, on every other lot frontage. This should be shown on the landscape plan along with a note indicating such. Per DS 2-10.3.2.D, the lots within this project that are less than 4,000 square feet must submit the following: Floor plans or drawings of the footprint of each unit, showing exterior dimensions. Be certain that locations of second floors (if applicable), front entrances, and motor vehicle parking spaces are noted. These can be preliminary plans. To aide in the review it is helpful to provide building footprints drawn at the same scale as the tentative plat to check which models fit on which lots. Building elevations of all proposed units with height dimensions. A list of what model homes fit which lots. Unless a lot is planned for another use, each lot will be designed so that at least one of the model units fits on the lot in compliance with Code requirements. Lots 1, 15 & 26 that incorporate walls that abut amenities such as designated open space areas, common areas, and trail systems, should meet the following criteria: the masonry portion of the wall does not exceed four (4) feet, eight (8) inches in height, except for pillars, with one (1) foot six (6) inch wrought iron or other similar open fencing materials on top. This is to provide security to those using the facility placing the “eyes of the community” on these areas. Please submit a detail on the tentative plat to indicate compliance with this requirement. Any proposed masonry screen wall around the perimeter of the subdivision, or within the development shall be constructed of, or painted with, graffiti-resistant materials. These screen walls shall incorporate one of the following decorative materials: tile, stone, brick, textured brick/block, a coarse-textured material such as stucco or plaster, or a combination of the above materials. Please identify the location of the walls. In addition, any continuous wall greater than 75 feet in length and three feet in height visible from the public right-of-way shall vary the wall alignment (jog, curve, notch, or setback, etc.) and include trees or shrubs in the voids created by the variations. Please provide a detail of all proposed walls in the development and indicate the materials that will be used. The Plans call for innovative site design to include design elements of usable open space and active/passive recreational space and that those pedestrian facilities be accessible to the handicapped. [An active/passive adult recreational facility, which includes a tot lot with appropriate tot equipment and ground material]. The adult recreational amenities to include, but not limited to: ramada(s), table(s), outdoor grill, shaded sitting area(s). Ideally the recreation area should equal one (1) lot in size, but given this project proposes a detention basin, this basin can also serve a dual purpose with the placement of required amenities within and surrounding the basin. The slopes surrounding the basin must be adjusted to provide handicap accessibility to the amenities by way of an all-weather ADA compliant path that connects to the proposed sidewalks within the subdivision. To increase appearance, shade, and longevity diversity, please provide an appropriate amount of longer living and diverse shade producing trees, including evergreens that are in the Low water Use Drought Tolerant List. Also please do not locate any vegetation that has thorns at maturation in the recreation areas. Please indicate on either the tentative plat or landscape plan the location of these amenities.
