* need to show access control on plat, if not added the plan
will be incomplete

* any sound walls along I-10 frontage road will be installed by
the developer

* a copy of the TIA will be needed and with proper mitigation,
before any approval from ADOT

* does the sight distance triangle, on the frontage road, meet
current ADOT standards

* because of the distance from the frontage road to the
entrance/dedicated street, the only movement SB will be right in & right
out

* a raised median will be installed along the frontage of the

SUBJECT: Wilmot & I-10 Commercial Center
Tentative Plat – 2nd Submittal
S06-138

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.

SHEET 2. A 330 feet long 8-inch private sewer is proposed in a public street. This is not permissible. This sewer should be changed to public sewer and labeled accordingly.

2. SHEET 1. In light of the above comment, add THE following to the General Note # 10:

THE ONSITE PUBLIC SEWER WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WMD STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY PCWMD PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS.

SHEET 2. Label the two new manholes in the public street as PUBLIC manholes.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

5. SHEET 2. The new manholes shown on this sheet need to be numbered. They should be numbered sequentially.

The next submittal of this project will be the 3RD submittal. A check for the review fee of this submittal in the amount of $78.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.

For any questions regarding the fee schedule, please go to http://www.pimaxpress.com/SubDivision/Documents/Fees.PDF where you may find the appropriate wastewater review fees at the bottom of page 1. If the number of sheets changes, please adjust the review fee accordingly.

If you have any questions regarding the above comments, please do not hesitate to contact me.

Tentative Plat/Development Resubmittal

TRANSMITTAL DATE: November 30, 2006

DUE DATE: December 15, 2006

COMMENTS: Please resubmit revised drawings along a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Previous Comment not addressed - Based on rezoning condition #1, the title block should indicate that this is a "tentative plat/development plan".
DS 2-03.2.4.U

2. If it is anticipated that the proposed building for lot 3 is to be no greater than eighteen feet per your response, add proposed maximum height for that lot that would meet the required MS&R setback on the building footprint. This will limit height of proposed structures on future development plan.

3. The areas proposed on the tentative plat for development may only use walls no greater than thirty (30) inches but proposed projects for block 1-3 will most likely utilize walls that are higher than thirty inches abutting the SH zones. Future development plan will be required to provide details of walls that meet the rezoning condition 14

4. Previous Comment - Provide exterior elevation drawings for the proposed buildings to demonstrate compliance with rezoning condition 15. DS 2-05.2.4.U

Please add note on tentative plat/development plan that dimensioned color exterior elevations will be provided at time of individual development plan submittal for each lot.

If you have any questions about this transmittal, please call Peter McLaughlin, (520) 791-5608.

RESUBMITTAL OF THE FOLLOWING ITEMS IS REQUIRED: revised tentative plat/development plan.

12/06/2006 JCLARK3 ENV SVCS REVIEW Denied * Project was approved initially conditionally. ES stated that the enclosure required doors and sidewall protection. The review notes and the drawings did not address the request.
12/08/2006 JOE LINVILLE LANDSCAPE REVIEW Denied The Landscape Section does not recommend approval of the plans at this time due to inconsistencies with adopted codes and standards. The plan was reviewed for compliance with the Land Use Code (LUC), Development Standards (DS) and other applicable standards and guidelines referred to in the comments. Revise the plans as necessary to comply.

1) Provide documentation of coordination with the Office of Conservation and Sustainable Development related to the design of the open space and the detention basin. C9-01-05

2) Revise the development plan and landscape plan to clarify compliance with the screening requirements for loading areas. The loading zone at the restaurant location must screened from all adjacent streets per LUC Table 3.7.2.-I.

3) A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping, walls, or buildings per DS 3-05.2.3.C.
Revise the plans as necessary to indicate appropriate barriers along the perimeter oif all paved areas. See the parking access lane at Blocks 2 & 3.

Tucson Electric Power Company has reviewed and disapproved the development plan submitted November 16, 2006 It appears that there are conflicts with the existing facilities within the boundaries of this proposed development. Please show facilities on the plan. A facilities map is attached for reference. The pole on Wilmot Rd, located on the S/W corner of Wilmot and the new road appear to be in conflict with the new road. There is an additional pole that is not indicated on the plan. This pole is located approximately 185’ north of the previously discussed pole (This pole may be in conflct as well). There is also an underground service that is not indicated on the plan. The UG service goes from the missing pole, N/W to a sign located somewhere in lot 3, also not shown on the plan. There are also poles located on the north edge of this property along the frontage road that are not indicated on the plan. Please see the attached 100 scale map for reference.

Enclosed is a copy of a TEP facilities map showing the approximate location of the existing facilities.
