The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


This project will be tributary to the Roger Road Wastewater Treatment Facility via the Aviation Corridor to Southeast Interceptor. Existing apartments are being converted to condominium units. The on-site sewers are existing and private. No new sewers are proposed. Per written guidance provided by the PCWMD Development Services Section, a formal capacity response letter from the PCWMD will not be required.

All Sheets: Add the subdivision case number, S06-137, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: In the General Notes, item #7. If this is a re subdivision, as indicated, then the title block will need to be corrected. See Book 3, Map and Plats, Page 71, Block 107 on sheet 21. If ther is an easement it will need to be shown on the site plan. Delete General Note #7.

In the DEDICATION block, 4th paragraph. Although the City Of Tucson may accept that common elements are granted as easements to the PUBLIC, Pima County prefers that these elements be GRANTED AS EASEMENTS TO THE CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES… Check with C.O.T. planning staff to verify if all Common Elements need to be granted, or if only Common Area “A” or Common Element “A” need to be granted as easements.

Sheet 2: Show the existing or proposed private sewer easement on the plan and label with the appropriate recording information.

Provide a copy of any Joint Use and Maintenance Agreement, between the owners of this project and the owners of the parcel to the southwest (117-07-0140), or an agreement will need to be recorded for the shared private sewer line, before this office will be able to approve this final plat. Prior to signature or recordation of any new agreement, the agreement must be reviewed and approved by Ms. Ilene Deckard of the PCWMD Development Services Section. Please contact Ms. Deckard about this matter as soon as possible. She can be reached at 740-6544.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $100.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

FINAL PLAT COMMENTS

1. The final plat is a resubdivision of a previously recorded plat, indicate the title and the book and page reference of the existing subdivision in the title block. DS 2-03.6.1.H.3.

2. Provide the subdivision case number in the lower right hand corner of each sheet of the plat. DS 2-03.6.1.K.

3. Add the following note to the final plat: "Any relocation, modification, etc., of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." DS 2-03.6.1.I.

4. There are several "Acknowledgement" and "Consent to Subdivide" paragraphs on the first sheet. Revise the plat to only show one "Acknowledgement" and "Consent to Subdivide" paragraph.

5. Provide a distance and bearing for the lines from the tie point 3 and 4 to building 7.

6. Corner tie information is to be provided on the plat. At least one corner of the subdivision must be tied by course and distance to a section corner or a quarter section corner. The plat must include a description of that corner marker and an indication of how the bearings were determined. Provide the corner tie recordation information on the plat. DS 2-03.6.5.A.

7. Define the tie point location with either a leader or symbol is used for building 6, 8 and 9. DS 2-03.6.5.

8. Provide a closer bearing (general note 5) and provide a tie from the bearing to a section corner or a quarter section corner. DS 2-03.6.5.C.

9. Provide a complete description of the monuments (RLS?) shown on the plat.

10. Provide a distance and bearing for the line adjacent to building 11, between the distances 64.50 and 17.30. DS 2-03.6.5.C.5.

11. Provide a bearing for the monument line on Fifteenth Street and indicate if the line is parallel with the survey line.

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.


1. An applicant has one (1) year from the date first submitted to obtain approval of the final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before June 13, 2007 (LUC Sec 4.1.7.3).

2. This condominium plat has been assigned the number S06-137. Please place this subdivision plat number in the lower-right corner, adjacent to the title block, on each sheet (DS 2-03.6.1.K). Also place this number with the title in the CC&Rs.

3. All lettering and dimensions must be the equivalent of twelve (0.12) point or greater in size (DS 2-03.6.1.C).

4. The subdivisions identified in the location map are lost in the map. Identify the subdivisions by name, along with their docket and page numbers, in the appropriate size type, outside the map and point to the locations of the subdivisions (DS 2-03.6.1.D.2).

5. Label each of the section corners on the location map (DS 2-03.6.1.D.3).

6. Armory Park Condominiums shall be a resubdivision of "Tucson Book3, Page 70." Please provide this information in the title block and in the title of the CC&Rs.

7. Provide the following note in the General Notes: "This plat is subject to the conditions of rezoning case number C9-74-19, unless superseded by a subsequent rezoning ordinance" (DS 2-03.6.2.D).

8. Provide the conditions of the rezoning (C9-74-19) in the General Notes and in the CC&Rs (DS 2-03.6.6.B). This rezoning case established the Armory Park Historic District. The zoning for this site and all the adjacent properties is HR-3 and any modifications to the landscaping and the exterior of the structures must be submitted to the Historic Review process (LUC Section 2.8.8.5).

9. Place the section number for Section 7 and 8 in the table of contents and remove the "?" and the "s" in those places.

10. The Inspection Report shall not be "Confidential" in any respect. As part of the requirements for the condominium plat is shall be a public document. Please remove any reference to confidentiality in these documents (LUC Section 4.1.9.2.D).

This Condominium Plat cannot be approved as submitted. Please be aware that there may be additional comments for subsequent submittals related to any further information provide with subsequent submittals. Please arrange a meeting with me for the next review.
