The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to both the Ina Road Water Pollution Control Facility and the Roger Road Wastewater Treatment Plant via the Pantaño Interceptor. This is an apartment to condominium conversion. The on-site sewers are existing and private. No new sewers are proposed. Per written guidance provided by the PCWMD Development Services Section, sufficient conveyance and treatment capacity exists in the downstream public sewerage system and a formal capacity response letter will not be required.

All Sheets: Add the subdivision case number, S06-136, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Subject to the above, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. The required revision(s) may be shown on the Mylars.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality.

1. Revise the Declaration of Covenants, Conditions and Restrictions document to refer to the condominium plat by the name used in the title block of the plat. Or revise the title block of the Plat to match the CC&Rs.

2. The CC&Rs indicate that the condominium will be created in phases. The condominium must be platted in phases as the units are incorporated into the condominium association.

3. Add the assurances note to the first page of the plat along with the required signature lines. (DS 6-03.6.3.E) Revise the signature line for the City Engineer to "Development Services Engineering Administrator."

COMMENTS:

1. Section 4.1.7.1, LUC, permits a maximum of one year from the date of application to obtain approval of a final plat. If, at the end of that time, the final plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this final plat is 07/12/07.

2. DS 2-03.6.1.K This project has been assigned the subdivision case number S06-123. Please list the case number in the lower right corner of all final plat sheets.

3. DS 2-03.6.3.E Provide the Assurance block as listed in DS 2-03.6.3.E.

4. DS 2-03.6.6.A The declaration of covenants provided are for the Grand Palms Condominiums and Pantano Villas (exhibits A and B) . Revise cover sheet and all pages with the Grand Palms and Pantano Villas name to Vista Pointe Condominiums. List on the cover sheet the number of units.

It appears, by exhibits A and B of the CC&Rs, that this project is going to be a phased development. If the project is in fact a phased project a final plat will be required for each phase with CC&Rs providing for the acceptance of the phased portions by the original phase. Clearly provide phasing information on the plat.

It appears, by exhibits A and B and section 8.2.c of the CC&Rs, that parking spaces are to be reserved or assigned parking spaces by use of a limited common area. Provide which parking spaces are to be assigned to which unit and clearly indicate each space as limited common use area.

All limited common use areas must be indicated on the plat. See exhibit A and B of the CC&Rs indicating patios, balconies, and outdoor closets.
5. The last approved site plan indicates 204 parking spaces, including 12 handicap parking spaces, required for this project. The submitted plat indicates a total of 199 parking spaces existing with 6 of the spaces being handicap parking spaces. Provide the number of required parking spaces as per the last approved site plan.

For your information, the number of provided parking spaces as indicated on the last approved site plan is 205 spaces including 12 handicap parking spaces. It appears that some of the parking spaces have been eliminated in order to provide handicap access aisles. In order to provide the required number of parking spaces it is possible to reduce the number of handicap parking spaces to the requirement of the IBC Sec. 1106.1. For 205 spaces provided 7 handicap parking spaces would be required with 2 of the 7 being a van accessible space. This is an option you may want to consider.

Clearly indicate the provided handicap access aisles adjoining the handicap parking spaces. For your information one access aisle can serve two handicap parking spaces.
