LUC 3.7.4.3.B 7) All disturbed, grubbed, graded, or bladed areas not otherwise improved shall be landscaped, reseeded, or treated with an inorganic or organic ground cover to help reduce dust pollution. Revise landscape plan to identify inert ground cover materials. A minimum two-inch layer is required. LUC 3.7.2.7., DS 2-06.5.2.C Also, clarify that the areas adjacent the sidewalk areas along Glenn Street will be treated for dust control per LUC 3.7.2.4.A.4. 8) Revise the landscape plan to show clearly the locations and to note the height and materials used to construct any proposed or required screen walls. The site is required to include screening of the parking area from adjacent residentially zoned property with a 5-foot wall. Per LUC Table 3.7.2-I a 30-inch screen is required along MS&R Glenn Street. Revise as necessary. An applicant has one (1) year from the date of application to obtain approval of a tentative plat that complies with zoning and other development requirements in effect at the time of application. This tentative plat must be approved on or before June 7, 2007. LUC 4.1.7.1 2. Fill in the S06-128 number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans. DS 2-03.2.2.B.1 3. This project fronts on Glenn Street, which is a designated Major Street and Route. Add a general note that states the project is designed to meet the overlay zone criteria of LUC Sec. 2.8.3, Major Streets and Routes (MS&R) Setback Zone. DS 2-03.2.2.B.7 4. Revise the address in the title block to be correct. DS 2-02.2.1.A.3 5. A copy of proposed CC&R's must be provided to the Zoning Review Section for review and approval prior to approval of the final plat. The CC&R's must meet the criteria of DS 2-03.6.6 and must provide for the maintenance and liability for within common area(s). DS 2-10.3.2.E 6. This project was submitted as a tentative plat. Revise drawings by removing the final plat elements such as the Approval Block, the book and page number spaces near the upper and lower edge of sheet A 1.1, and the statement on sheet A 1.1 that reads "this final plat is a re-subdivision of…." Refer to DS 2-03.2 for tentative plat format and contents. Add all required general notes listed in DS 2-03.2.2.B. Further comments may be necessary once all required notes are added. DS 2-03 7. The proposed maximum height is stated to be 20 feet in the LUC data but shown to be 20.33' above finished floor elevation in the elevation drawings. Revise to be consistent. Site perimeter setbacks may not be verified until building heights are specified. For setbacks purposes building heights are measured above design grade elevation rather than from finished floor elevation. Provide dimensioned elevation drawings indicating the proposed height of homes above design grade in order to verify that setbacks are met. Add the height along each building wall to the drawing on sheet C 1.3. Note that the required building setback to adjacent R-2 zoned property is the greater of 10 feet and ¾ height of exterior structure wall. Based on the proposed 20+ foot building heights for the new structures, the building setbacks from all interior property lines must be a least 15 feet. LUC 3.2.6.4 DS 2-02.2.1.A.6 8. The required street yard bldg. setback for MS&R Glenn Street is the greater of 21 feet and the height of exterior structure wall measured from back of future curb location. The activity number is S06-128. SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on June 8th, 2006. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat. RESUBMITTAL REQUIRED: TENTATIVE PLAT APPROVAL: DRAINAGE REPORT GENERAL COMMENTS 1. The Drainage Report was reviewed for Tentative Plat purposes only. 2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report. 3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association". 4. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standard 11-01.4.1.C. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 6. All proposed easements must be shown in a surveyable manner on the Final Plat. 9. Site plan approval will be required after the tentative plat has been approved. This requires the site (yellow) permit application card to be filled out and processed at the permit counter, an activity number will be generated at this time. Once an activity number has been issued to the project the City of Tucson approved tentative plat must be approved through each review section; Zoning, Landscape, Engineering and Fire. The next submittal must address the following items: TENTATIVE PLAT 1. Remove the final plat dedication verbiage from the lower right hand corner of the first sheet, A1.1. The dedication notation is only required to be on the final plat. 2. The required information found in Development Standard 2-03.2.1.G. must be in the lower right hand lower of the first sheet where the final plat verbiage is located (See comment 1 above). Move the required information to where the final plat dedication verbiage is located. Remove the final plat verbiage as requested and lower the required information to this location. 3. It is recommended to begin listing the general notes in the upper left hand corner of the plat. It is also recommended to number each general plat note. Revise appropriately. 4. Provide in the upper right corner of the plat the north arrow, contour interval, and scale placed together on each sheet. D.S. 2-03.02.1. H. 5. Identify C.O. in the legend. DS 2-03.2.1.J. 6. It is acknowledged that the purpose of the shading is to clearly indicate the footprint of the PAAL. However the dark shading minimizes plat clarity after photographic reduction (microfilming) for record-keeping purposes. Revise appropriately. DS 2-03.2.1.A. 10. The following note is provided twice, "The developer, any successors and assigns, will hold the City of Tucson, its officers, employees, and agents harmless from any and all claims for damages related to the use of this development as shown hereon, now and in the future, by reason of flooding, flowage, erosion, or damage caused by water, whether surface flood or rainfall." Remove the second note it begins with "I the undersigned, do here by…." This notation that begins with "I, the undersigned, do here by…" belongs on the final plat. D.S. 2-03. 2.2 C. 1. 11. It is recommended for plat clarity to provide the "roof down spout" general note with the plat general notes located on the left side of the plat. 12. It appears a PAAL has been provided on the site plan. However there is a general note that indicates a private street is proposed. This is confusing. If a private street is proposed, the street must meet the minimum street requirements found in DS 3-01. Clarify in the response letter and revise sheet A1.1 to provide a street or indicate in the general note, "Total miles of new public streets are 0." "Total miles of new private streets are 0." 13. Glenn Street is designated as a collector street per the Major Street and Route Plan which requires the plat to provide the following note, "Lots with frontage on a street designated a Major Street or Route shall have ingress-egress designed in a manner so that motor vehicles do not back out onto the Major Street or Route, through the use of circular drives, turnarounds, or other similar solutions." D.S. 2-03. 2.2.D.2. 14. Provide the following note, "Any relocation or modification of existing utilities and/or public improvements necessitated by the proposed development will be at no expense to the public." D.S. 2-03. 2.2.D.2.E. 15. In compliance with state law, a tentative plat cannot be approved unless there is an assured water supply to the proposed subdivision as certified by the Arizona Department of Water Resources. One (1) of the following notes will be provided on the plat, as applicable. 1. "This subdivision is within the planned water service area of the Tucson Water Department which is designated by the Arizona Department of Water Resources as having an assured water supply." 2. "This subdivision is not within the planned water service area of the Tucson Water Department but is within the service area of (list name of water utility) which is designated by the Arizona Department of Water Resources as having an assured water supply." (If this note applies, a certification letter from the Arizona Department of Water Resources is required at the time of tentative plat submittal.) Provide the applicable note to the tentative plat. DS 2-03.2.2.G. 16. All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. Describe on the plat the purpose of the existing 16' easement (Book 6 Page 91). D.S. 2-03. 2.2.3.C. 17. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. Revise if applicable. D.S. 2-03. 2.2.3.C. 18. Provide the following existing Right of Way (ROW) information for Glenn Street; width, curb location and recordation data (book and page). Dimension from street centerline the existing ROW width and existing curb location and provide the recordation data for Glenn Street. Label appropriately. DS 2-03.2.3.D. 19. Remove the reference to the County in the paragraph that provides the basis of elevation data. DS 2-03.2.3.F. 20. If applicable show existing storm drainage facilities on and adjacent to the site. D.S. 2-03. 2.2.3.G. 21. It is acknowledged that leaders are provided on the plat to indicate where the existing building to be demolished is located. The locations of structures to be demolished must be clearly indicated on the plat. It is not clear where exactly the structure Is located. For clarity use a different line weight to show the footprint of the structure to be demolished. Include line weight in the legend. DS 2-03.2.1.J., DS 2-03.2.3.H. 22. After reviewing an aerial photo there appears to be existing walls that surround the property. Existing structures that effect the development must be shown on the plat. Clarify in the response letter if wall surround the property and revise the plat to show any existing walls. If there are wall openings indicate the location and size. DS 2-03.2.3.H. 23. Provide a bearing and dimension for the lot line in between lot 1 and lot 4. DS 2-03.2.4.A. 24. All proposed easements (utility, sewer, drainage, access, etc.) are to be dimensioned and labeled as to their purposes and whether they will be public or private. Indicate with the proposed TEP easement if it is public or private. D.S. 2-03. 2.2.4.J. 25. It is acknowledged that a proposed private cross access and utility easement has been called out on the plat. However the full extent of the easement must be clearly indicated on the plat. If a symbol is used provide the symbol in legend. Revise appropriately. D.S. 2-03. 2.2.4.J. 26. This number should be shown larger or bolder than any cross-reference numbers. Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates. Please familiarize yourself with Pima County Development Services Department’s requirements for wastewater related matters on projects of this type. You may access informational materials via www.pimaxpress.com. Several General Notes and design matters need to be address on this project. Clearly show what sewers are existing and which sewers are proposed (if any). Make sure a legend defines applicable existing public sewers, any applicable existing private sewers and any applicable proposed private sewers. Show the size of the existing private sewers and label them with the initials BCS (Building Connection Sewer). Show the size and Pima County plan number for the existing public sewers. If this is already shown, please disregard this comment. Show the length, size and slope of any proposed private sewers. This does not apply to the HCSs that connect each individual home to the existing/proposed private sewers. For reference purposes, provide a number to all on-site cleanouts, and indicate if they are existing or proposed, as well as providing the rim and invert elevations. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. The next submittal of this project will be the 2nd submittal. A check for the review fee of this submittal in the amount of $100.00 made out to PIMA COUNTY TREASURER must accompany the revised set of bluelines and response letter.
