TEP is unable to approve the plat at this time. When the tentative plat has been approved by Pima County submit to my attention a copy of the signed Approved Tentative Plat. TEP will provide an electrical design within fifteen (15) working days upon receipt of the plat and the required additional plans. The completion of the electrical design is necessary to determine our easement requirements and review the final plat. Additional plans necessary for preparation of the design are: building plans including water, electrical, landscape, sidewalk and paving plans. Also, submit the AutoCAD version of the plat on a CD or email to lcastillo@tep.com <mailto:lcastillo@tep.com> . Electronic AutoCAD Plan format: 1. An Electronic AutoCAD plan must be complete and identical to the official hard copy (paper) project (subdivision, commercial) plat. 2. The AutoCAD plan must be a civil site plan drawing. (The majority of time an electrical site plan drawing does not have the required information.) 3. A single AutoCAD plan drawing containing all the layers should be submitted. 4. AutoCAD plan should be in DWG format. 5. AutoCAD Version can be 2007 or lower. 6. 2D only, not 3D (Please take out reference images and 3D images.) 7. Please take out the topography Layer. 8. Layers relate to a unique set of CAD features within the drawing. (For example all lot lines should be on one layer, street centerlines another layer.) 9. Include the required Layers: Lot Lines, Right of Way lines, Street Centerlines, Buildings, Curbs, Basin, Section Lines, Boundary of Property, Footages, Bearings, Lot Numbers, Street Names, and Tie Down (Section or Quarter Pins.) 10. | 03/20/2008 | HEATHER THRALL | ZONING | REVIEW | Denied | CDRC TRANSMITTAL TO: Development Services Department, Plans Coordination Office FROM: Heather Thrall, Senior Planner PROJECT: S06-125, Rincon Knolls, 10495 S. Millicent Trail Final Plat, all 4 phases reviewed (each will be recorded separately) 1st review TRANSMITTAL DATE: March 18, 2008 DUE DATE: March 10, 2008 COMMENTS: 1. An applicant has one (1) year from the date of approval of tentative plat to obtain approval of a final plat that complies with zoning and other development requirements in effect at the time of application. This final plat must be approved and recorded on or before September 18, 2008. 2. This project was reviewed for content specified in DS 2-03, final plat requirements. 3. As there are four separate phases to the overall subdivision, each phase is a separate final plat that is recorded. As a courtesy, staff agreed to review all four phases of the project in one submittal package. For clarity of the review comments, they are provided separately for each "phase". 4. I acknowledge the CCRs have been received, and zoning has found sufficient notes in the CCRs to provide for common area maintenance by the HOA, and for proper 'annexation' of all 4 phases of the subdivision into the same HOA agreements. A copy of the CCRS for each phase should be submitted with each future final plat submittal - see comment 2 under phase 2 review. PHASE 1 1. Per DS 2-03.6.3.D, in the approval paragraph; A) fill in the name of the city clerk as Roger W. Randolph on the first line. B) on the second line, after the word "Tucson", add a comma and then the word "Arizona" followed by a second comma 2. Per DS 2-03.6.3.D, in the recordation paragraph: A) in the second line, under State of Arizona, write in "County of Pima" rather than Pima County B) in the 4th line, provide a comma before the year C) in the 4th line, provide a comma after the year D) in the 5th line, provide a comma after the word "seal" 3. Per DS 2-03.6.4.C, regarding common areas: A) for phase 1, all common areas outside blocks A, B & C need to be shown distinctly with heavier lines on sheet 1 B) for phase 1, any common area that will be contained within block A, B & C will be shown on the phase of development for that block. In the title block for phase I, please ensure the removal of references to common areas that are within blocks A, B & C - like common area "F", which is in phase 2. C) on phase 1, sheet 1, label the smaller area at the very far west subdivision boundary (towards the top of the drawing) between phases 2 & 3 as additional common area "B2" D) is the phase line correct on sheet 1? On the tentative plat, it shows the phase line as being to the east of lot 80, but I see it as going just to the west of lot 80 on sheet 1. E) if the phase line is correct on sheet 1, please remove reference to common area D5, as it appears it would then be in phase 2 development. F) common area "I" appears to be outside of any particular block, and thus should be shown depicted on the plat for phase 1. G) all common areas - including roads - need to be delineated as to where they begin/end and identified on the actual plat pages. I see the roadway common areas delineated on the first sheet, thank you - and I acknowledge the chart on sheet 2, thank you. (I see the square footage data for the common areas on the chart, don't worry about providing them on the subsequent plat sheets) 4. The final plat document is a very precise document as to the information it should contain. While I appreciate your efforts to include all the general notes and rezoning conditions on sheet 2 of phase 1, these notes are not required - as you've provided the minimum notes for the development on sheet 1 under General Notes. Please remove all notes on sheet 2 that are not part of the listed notes needed for the final plat, under DS 2-03. 5. Even though zoning does not review for the dedication paragraph, I noted a concern - the dedication is for all street to the public. These are not public, but private streets, and thus no dedication of them is needed. PHASE 2 COMMENTS: 1. Please check the location of the phase lines to ensure they match what is shown on the tentative plat. It appears lot 80, for example will be in phase 2, when I believe the line should show lot 80 in phase 1 and the roadway in phase 2 in this area. Clarify. 2. The subdivision phases are each going to be recorded as their own separate final plat, therefore, when they are resubmitted, they will be assigned a new subdivision number at the bottom right near the title block - please make a little room for the new subdivision number. Please place the words "reference tentative plat" next to the provided subdivision number of S06-125. 3. Per DS 2-03.6.2.A, the gross area of just Phase II subdivision should be listed, not the full size of Rincon Knolls overall, as Phase I took care of that. 4. Per DS 2-03.6.3.D, in the approval paragraph; A) fill in the name of the city clerk as Roger W. Randolph on the first line. B) on the second line, after the word "Tucson", add a comma and then the word "Arizona" followed by a second comma 5. Per DS 2-03.6.3.D, in the recordation paragraph: A) in the second line, under State of Arizona, write in "County of Pima" rather than Pima County B) in the 4th line, provide a comma before the year C) in the 4th line, provide a comma after the year D) in the 5th line, provide a comma after the word "seal" 6. Per DS 2-03.6.5.C, regarding common areas: A) Phase I final plat covered development for phase 1, all blocks A, B & C - and all common areas outside the blocks. In the title block, please remove references to blocks B & C and the common areas within them - as well as removing reference to the common areas outside any blocks. The only common area references to be in the title block should be those within this phase. B) Common areas I and B2 appear to be outside this Phase 2, and separate from blocks B & C. Please remove reference to them in the common area calculations for phase 2 as well as the title block. C) all common areas - including roads - need to be delineated as to where they begin/end and identified on the actual plat pages. I see the roadway common areas delineated on the first sheet, thank you - and I acknowledge the chart on sheet 2, thank you. (I see the square footage data for the common areas on the chart, don't worry about providing them on the subsequent plat sheets) 7. The final plat document is a very precise document as to the information it should contain. While I appreciate your efforts to include all the general notes and rezoning conditions on sheet 2 of phase 1, these notes are not required - as you've provided the minimum notes for the development on sheet 1 under General Notes. Please remove the notes on sheet 2 that are not part of the listed notes needed for the final plat, under DS 2-03. 8. Even though zoning does not review for the dedication paragraph, I noted a concern - the dedication is for all street to the public. These are not public, but private streets, and thus no dedication of them is needed. PHASE 3 1) The subdivision phases are each going to be recorded as their own separate final plat, therefore, when they are resubmitted, they will be assigned a new subdivision number at the bottom right near the title block - please make a little room for the new subdivision number. Please place the words "reference tentative plat" next to the provided subdivision number of S06-125. 2. Per DS 2-03.6.3.D, in the approval paragraph; A) fill in the name of the city clerk as Roger W. Randolph on the first line. B) on the second line, after the word "Tucson", add a comma and then the word "Arizona" followed by a second comma 3. Per DS 2-03.6.3.D, in the recordation paragraph: A) in the second line, under State of Arizona, write in "County of Pima" rather than Pima County B) in the 4th line, provide a comma before the year C) in the 4th line, provide a comma after the year D) in the 5th line, provide a comma after the word "seal" 4. Per DS 2-03.6.5.C, regarding common areas: A) Phase I final plat covered development for phase 1, all blocks A, B & C - and all common areas outside the blocks. In the title block, please remove references to block C and the common areas within them - as well as removing reference to the common areas outside any blocks. The only common area references to be in the title block should be those within this phase. B) Common areas I and B2 appear to be outside this Phase 2, and separate from blocks A, B & C. Please remove reference to them in the common area calculations for phase 2 as well as the title block. C) common areas noted in the tentative plat for phase 2 do not match with regards to the labeling and it appears some small common areas, such as drainages, etc. within the boundaries of larger common areas - are missing on sheet 1 - see common area D12 on the tentative. Please revisit the tentative plat and compare to ensure all common areas are shown on the final plat. D) all common areas - including roads - need to be delineated as to where they begin/end and identified on the actual plat pages. I see the roadway common areas delineated on the first sheet, thank you - and I acknowledge the chart on sheet 2, thank you. (I see the square footage data for the common areas on the chart, don't worry about providing them on the subsequent plat sheets) 5. The final plat document is a very precise document as to the information it should contain. While I appreciate your efforts to include all the general notes and rezoning conditions on sheet 2 of phase 1, these notes are not required - as you've provided the minimum notes for the development on sheet 1 under General Notes. Please remove the notes on sheet 2 that are not part of the listed notes needed for the final plat, under DS 2-03. 6. Even though zoning does not review for the dedication paragraph, I noted a concern - the dedication is for all street to the public. These are not public, but private streets, and thus no dedication of them is needed. PHASE 4 1. The subdivision phases are each going to be recorded as their own separate final plat, therefore, when they are resubmitted, they will be assigned a new subdivision number at the bottom right near the title block - please make a little room for the new subdivision number. Please place the words "reference tentative plat" next to the provided subdivision number of S06-125. 2. Per DS 2-03.6.3.D, in the approval paragraph; A) fill in the name of the city clerk as Roger W. Randolph on the first line. Per DS 2-03.6.4.C, regarding common areas: A) common areas B1& B6 appear to be NUOS outside phase IV, and should be shown on phase I final plat only. B) on sheet 1, a common area C12 is shown near lot 502 - however, the final plat sheet 4 and the common areas listed on sheet 2 show this common area identified as C10 - please correct. C) on sheet 1, a common area 11 is shown across from lot 495, however, the final plat sheet 4 and the common areas listed on sheet 2 show this common area identified as C9 - please correct. D) remove reference to common areas F, H and I in the title block. E) all common areas - including roads - need to be delineated as to where they begin/end and identified on the actual plat pages. I see the roadway common areas delineated on the first sheet, thank you - and I acknowledge the chart on sheet 2, thank you. | 03/28/2008 | LOREN MAKUS | ENGINEERING | REVIEW | Denied | DATE: March 28, 2008 To: Patricia Gehlen CDRC/Zoning Manager FROM: Loren Makus, EIT Engineering Division SUBJECT: Rincon Knolls Final Plat S06-125 (First Review) T16S, R16E, Section 04 RESUBMITTAL REQUIRED: Final Plat The Final Plat has been reviewed by the Engineering Division and we do not recommend approval at this time. The following items must be addressed before the plat can be approved. 1. The final plat, as proposed, needs to be submitted as separate projects. The initial submittal must include the complete project area. The boundaries of Blocks A, B and C and all common areas listed in the title block will need to be fully described with distances and bearings. The additional phases then can be addressed as re-subdivisions of the blocks defined in the plat. Care should be taken to include in the title block only the descriptions for common areas and other areas that are defined by the plat. 2. Change the title of the second "dedication" to "Beneficiary." 3. Clarify in the Dedication that the dedication of roads to right of way doesn't include the private streets. 4. Remove the general notes and rezoning conditions from sheet 2. Only the notes that are required for the final plat should remain. Tentative plat notes should be removed. 5. Clearly tie the boundaries of the WASH Study areas to a project corner with distances and bearings. If you have any questions, I can be reached at 520.837.4927 or loren.makus@tucsonaz.gov. Please note that I am available to walk-in customers before 10 am on Mondays, Wednesdays and Fridays and while I am on the counter. If you wish to see me at other times please make an appointment.
