The proposed sewer collection lines for the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The tentative plat for this project cannot be approved until a copy of this letter has been received by this office.

Sheet 1: The existing sewer line and manhole are missing in the legend.

Sheet 3: Ex. MH #43625-23 does not point to a manhole.

Sheet 4: Sewer directional flow arrows are missing near MH 4 and MH 3.

Sheet 4: The manhole #’s appear to go in the wrong direction on Cienega Knolls Loop. Please revise.

Sheet 11: The manhole sequencing is not correct along Adam Camp Trail.

Sheet 13: The manholes and label information are missing on Tortoise Pointe Drive near the bottom of page. Also the manhole and sewer line segment tables are missing.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the tentative plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

For the 3rd submittal only $78.00 was collected but 18 pages of wastewater plans were reviewed. Therefore, an additional $624.00 are due for the 3rd submittal. The next submittal of this project will be the (4th) submittal. A check for the review fee of this submittal in the amount of $1092.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter. This amount will cover the combined amount due for the 3rd and 4th submittals. If the number of sheets changes, please adjust the review fee accordingly.

The applicant acknowledges that the following staff requirements/comments have carried over from the previous reviews and are not in compliance at the time of this review:


Prior to approval from staff, the applicant shall provide documentation to satisfy the following:
Provide documentation that the Pantano River Park corridor (Trail #5), has been approved either on-site, off-site on State Land, or an approval from the Department of Parks and Recreation that satisfies the Pantao River Park requiremens with in lieu fees.

Current submittal does not comply with rezoning condition # 20. Please revise landscape plan, sheet L-1, note 13 to read verbatim the language provided in rezoning condition # 20, which reads as following:

Provide a native canopy tree within ten feet of the front property line on every other lot, on every street within the development.

Landscape plan, sheet 1 of 11, note #9 provides instructions on how to install the required temporary fencing, based on development standards. However, as written note # 9 does not acknowledge rezoning requirements related to the installation of temporary fences. Please revise landscape plan, sheet 1 of 11, note # 9 to read verbatim the language provided on rezoning conditions # 11 & 12. Rezoning conditions # 11 and 12 read as following:

Rezoning Condition # 11
Temporary construction fences shall be installed on the NUOS boundary. Construction fencing shall be installed under the supervision of a registered land surveyor. Grading will not be permitted until the installation of the construction fencing in compliance with the tentative plat, grading plan, and final plat has been verified by a survey prepared by a registered land surveyor.

Rezoning Condition #12
Temporary construction fences and the required NUOS boundary fences shall be installed under the supervision of a registered land surveyor. Upon completion of all required fencing installation, the registered land surveyor shall certify by letter that the physical placement of all required temporary construction fencing has been installed as shown and identified on final plat and grading plan.

4. Prior to tentative plat approval, the Department of Urban Planning & Design (DUPD) requires documentation which establishes that the applicant is in contact with the Department of Development Services (DSD), Zoning Review Section to discuss an agreement on methods by which rezoning condition # 19, 21 and 22 will be tracked for compliance at the time of housing permit issuance.

This submittal indicates you spoke with Loren Makus from the Department of Development Services, Engineering Section. However, DUPD staff requires that you submit documentation, which satisfies DUPD staff comment #4 and verifies you are in contact with the Department of Development Services, Zoning Review Section Supervisor (David Rivera).

Regarding sheet details, the following additions and corrections should be made:

All sheets with grading notes, Under note 103, add "per Sht 22"

Sheet 22, Note 1 under Mitigation Structures: Add the following language, based on 12-7-06 meeting between AmericaBuilt and OCSD: “If initial wall construction is not sufficient to keep tortoises from escaping the wildlife area, a 1.5- to 2. 5-foot fine-meshed fence with a lipped top or 6-inch wide overhang pointing in the direction of the tortoise side should be installed on the wildlife side of the rock wall.”

Sheet 22, Note 2 under Mitigation Structures: revise wording as follows: “A bridge shall be constructed on Arnold Ranch Road allowing tortoise and other wildlife free access under the bridge.”

Sheet 22, Detail 44: Revise the drawing to show vegetation planted on the non-tortoise side of this wall (rather then the currently shown tortoise side of the wall). Vegetation on the non-tortoise side of the wall will deter people from climbing over the wall into the tortoise area. On the tortoise side of the wall, do not place vegetation within 10 feet of the wall since as vegetation grows and branches out tortoise could potentially climb this vegetation to get over the wall.

Per note 3 from the 12-7-06 meeting between AmericaBuilt and OCSD, “A wall-like obstruction……should be constructed along any location where tortoise could potentially stray from protected areas into adjacent areas.” In addition to those locations already noted of the plans for construction of rock barrier walls, add rock barrier walls or fine-meshed fencing for tortoise and other wildlife at all locations where existing barriers, retaining walls or residential walls are not sufficient to deter tortoise entry (minimum of 18-inch vertical face). Fine meshed fencing should have a small enough mesh to prevent snakes from partially going though the mesh and getting stuck (for example, chicken wire is not fine enough mesh). Based on review of the current plans, locations where tortoise appear to be able to access streets include the following locations:

Sheet 6, east side of Rocking Lazy A Ranch Place, and the west side of that cul de sac

RCP REVIEW COMMENTS
3. with regards to building setbacks:
A) in detail 9, list 19' garage setback is MINIMUM measured from back of sidewalk
B) in detail 9, add note 18' garage setback must be provided on site (to property line).
C) In detail 10, I apologize for my mistake in referring to Rincon Knolls Loop as a Major Streets and Routes in my last review. Please remove the MSR note and instead, just indicate ADT is greater than 1000
D) In detail 10, the building setback from the Rincon Knolls Loop side is the greater of 21' or the height of the exterior building wall, measured from THE BACK OF THE FUTURE/CURRENT CURB (not travel lane as noted), AND NEVER LESS THAN 3' FROM PROPERTY LINE (the width of the right of way to property line from curb is greater than 21' in this case) Please provide such notes on the detail.

GENERAL NOTES/DETAILS REVIEW COMMENTS

8. On sheet 2, please correct note 1 to say current zoning is RH, proposed zoning is R-1.

9. On the lots with fire easements, please specify if they have curbing, asphaltic surfacing and revise the site coverage calculation to include the fire lanes.

10. On the lots with fire easements, it is in question whether these lots are buildable. To ensure buildable lots are created - please provide the maximum square footage building footprint - dimensioned - on each lot, showing setbacks. In addition, access to the lots should be confirmed by Engineering and Fire.
