The activity number is S06-097. SUMMARY: The Tentative Plat and Drainage Report were received by Engineering on April 26th, 2006. Engineering has reviewed the received items and does not recommend approval of the Tentative Plat or the Drainage Report. RESUBMITTAL REQUIRED: TENTATIVE PLAT, DRAINAGE REPORT SUMBITTAL REQUIRED: GEOTECHINICAL REPORT (Soil's Report) GENERAL COMMENTS 1. The Drainage Report was reviewed for Tentative Plat purposes only. 2. Please include the Assurance Package with the Final Plat submittal. This package must include the original Third Party Trust, the original Amendment to Trust, a copy of the Trust Agreement, a copy of the Deed, and a Title Report. 3. Include a copy of the CC&Rs with the Final Plat submittal. The specific maintenance notes specified in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.3.2 must be included on the Final Plat or in the CC&Rs. The term "owner" in the maintenance notes is to be replaced with "Homeowners Association". 4. Please provide a copy of the boundary closure calculations with the Final Plat submittal. 5. A Grading Plan and Permit will be required. Proposed grading in excess of 5,000 yards is designated "engineered grading" and a soils engineering report is required with the Grading Plan submittal. Development Standard 11-01.4.C. The Soils Report must also address the requirements detailed in the Standards Manual for Drainage Design and Floodplain Management, SMDDFM, 14.2.6. 6. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in Development Standard 11-01.8.0. This process must be complete prior to Grading Plan approval. 7. Proposed developments disturbing areas exceeding 1 acre are subject to AzDES requirements. 8. All proposed easements must be shown in a surveyable manner on the Final Plat. The next submittal must address the following items: TENTATIVE PLAT 1. Provide the subdivision case number S06-097 in the lower right hand corner of each sheet. DS 2-03.2.2.B.1. 2. The benchmark symbol shown on 1st Avenue and Roger Road is shown in the legend as a "new brass cap survey monument." Is this correct? Typically the bench mark locations in an arterial street/road are a found monument. Please clarify and revise the plat appropriately. DS 2-02.2.3.A. 3. It appears the symbols for the survey information in the legend are not consistent with what is shown on the plat view. For example the survey point located in the southwest corner is labeled on the plat view as "found ½ rebar affixed tag LS 36175." The symbol used is described in the legend as "set ½" rebar tagged LS 36715." Please correct the plat appropriately. DS 2-02.2.3.A. 4. Dimension from the street centerline of First Avenue to the existing curb and sidewalk location. DS 2-03.2.3.D. 5. All existing easements will be drawn on the plat, and recordation information, locations, widths, and purposes shall be included. If the easement is not in use and proposed for abandonment, so indicate. Blanket easements should be listed in the notes, together with recordation data and their proposed status. If this requirement is applicable, provide this information on the plat. D.S. 2-03. 2.2.3.C. 6. Conditions on adjacent land affecting the project must be shown on the plat. This includes item such as walls, fences, structures, etc. It appears after reviewing an aerial photo the project may be bound by a wall or fence on the south and/or east side of the project. Clarify in detail in the response letter and revise appropriately on the plat view. DS 2-03.2.3.H. 7. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 8. Provide 5' sidewalks along the proposed roadwork for Smoot Drive. DS 3-01.4.0. 9. Show and label as to size (ie 20x110) both existing and future SVTs (DS 2-03.2.4.M). If the existing and future SVTs are coincident, label it as both existing and future. The SVTs at the project access are not labeled as to their size. 10. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Revise appropriately. 11. The new lot lines for lots 1-25 are difficult to determine from the channels, sidewalks and driveways. It is acknowledged this is a small site where it can be a challenge to clearly provide the required information on the plat. The lot lines must be identifiable on the plat. Revise the plat to clearly indicate the lot lines on each plat. DS 2-03.2.4.A. 12. Provide the curve data for lots 11, 12 and 25. Revise the square footage of each lot appropriately. DS 2-03.2.4.A., DS 2-03.2.4.B. 13. Common area must be clearly defined. It is not clear if the 10' bufferyard 'D' is part of a common area. Each common area must be enclosed with a solid line and appropriately labeled with the correct letter designation. Clarify in the response letter and revise the plat as necessary. DS 2-03.2.4.C. 14. Are the sidewalks and the infrastructure in front of the lots part of common area 'B'? It must be clear on the plat what infrastructure is included in common area 'B'. Clarify on the plat what infrastructure is included in common area 'B'. DS 2-03.2.4.C. 15. Dimension from street centerline to the future curb and sidewalk location. Label appropriately. DS 2-03.2.4.H. 16. Show all proposed easements on the plat. Indicate whether the easement is public or private. Dimension and label appropriately. Ds 2-03.2.4.J. 17. Detail 3 shown on sheet three indicates the property line is 2' from the top of basin. Was the intent to indicate the lot line of common area 'A'? The property/perimeter line of the subdivision is approximately 47' away from the top of bank of the basin. Clarify and revise appropriately. DS 2-03.2.4.A. 18. The proposed basin volume in the drainage report is 2617 cubic feet; on the plat the proposed basin volume is 2626 cubic feet. It is acknowledge it is a very small difference the proposed basin volumes provided in the drainage report and on the plat should match. Revise the documents to be consistent. 19. Security barriers must be provided at the top of all basins with a slope steeper than 4:1 and where a water depth exceeds 2'. Provide a security barrier around the basin. A minimum 42 inch barrier height is required for all basins. Indicate on the plat view and show in the appropriate details on sheet 3. Det/Ret Manual 3.6.2. 20. Show the location, size and indicate the slope of the basin maintenance access ramp on the plat and in the applicable details. The maximum roadway or access ramp slope shall not exceed 15 percent. Alternate means of access will be reviewed by the City Engineer on a case-by-case basis. SMDDFM 2.3.1.6.A.4.b. 21. Provide a Geotechnical Evaluation (soil's report) that provides a recommended setbacks from the basin to lot 1. The soils report must also demonstrate sufficient infiltration. Percolation test must show a maximum disposal time of 12 hours. SMDDFM 14.2.6. 22. It is acknowledged that a detailed basin note is provided on the plat, please note maintenance must also be discussed in the drainage report. DRAINAGE REPORT COMMENTS 1. On the cover sheet include the tentative plat activity number, "S06-097." 2. In this instance, the RCP requires compliance with policies of the Northside Area Plan, the General Plan, and the Design Guidelines Manual. The Plans require community amenities; such as but not limited to; streetscapes with pedestrian oasis, and common area(s) of appropriate land size(s) to sustain passive and or active residential amenities for all, four sided architectural design on units visible from right-of-ways, and compatibility with adjacent residential uses. Since lots 1 through 11, 24, and 25 are visible from public right-of-way, they shall be required to have five sided architectural units. The requirement is to wrap around to the sides and rear of the unit the same architectural level of detail as provided on the front façade of the unit. In addition to the proposed landscaping along the south right-of-way of Smoot Drive, the interior street (proposed private street) shall include a streetscape with canopy trees, which are to be planted within every other lot along the full length of the private street to create pedestrian oasis along the neighborhood street. Residential Cluster Projects (RCP) shall include within the required improvements, minimum five feet wide sidewalks.. 1. Per DS 2-03.2.4.G and 3-05, With regards to visitor parking spaces: A) Visitor parking spaces must be provided within 150 feet of all lot lines, as a pedestrian travels, not as a bird flies. It appears the lack of on street parking provided on Villa Savonna and the position of the subsequent common area parking will not meet this requirement. (lots 15,16) B) The visitor parking spaces which are 90 degrees to the street do not meet the requirements of LUC Sec. 3.3.7.5 (street may not be used for maneuvering in or out of a parking space). The exception to this provision is if a letter is provided from the City Engineer approving the location of the parking spaces. C) Provide wheel stop barriers for all parking spaces to ensure pedestrian circulation is not compromised. D) Staff is concerned about guest parking being provided directly adjacent to an emergency turn around area. Please see Engineering and Fire Dept. comments for further details. Be advised, the parking configuration may have to be change if these divisions assess a need. E) Proposed on street parking and widening of the established Smoot Drive requires approval from Permits and Codes for right of way work 791-5100. Please provide commentary from this department that work on Smoot Drive will be permitted as shown. 12. Per DS 2-03.2.4.J, please ensure all easements on the property - current and proposed, are shown with associated recordation information. TYPICAL DETAIL DRAWING COMMENTS 13. On detail A/3, change the sidewalk to a minimum of 5' in width for Smoot. Per DS 3-01, Figure 2. 14. On detail B/3, list the Average Daily Traffic. As proposed with 25 units accessing of the same street, the ADT for this street does not fall under 140 or less. The ADT determines building setbacks. RCP 2-10.3.1 / RCP LUC 3.6.1 REVIEW COMMENTS 15. Per DS 2-10.3.1.B, please provide a typical detail drawing for a corner lot and a lot nearest 1st Street (it appears there is no setback issue from 1st due to the great length the buildings are away from the future road widening) for record purposes. 16. Per DS 2-10.3.1.D, provide note on first page indicating "Barrier-free accessibility for the elderly and physically disabled shall be provided to 25% of the ground floor units and all common use areas, including parking areas, within the project. And specify which lots, 6 are required for a 25 unit subdivision (staff acknowledges the note provided on the typical detail drawings, however, it should be in the general notes as well.) 17. Per DS 2-10.3.2.A, as 1st Street is a Major Streets and Routes (MS&R), Smoot Drive is also a MSR for setback purposes because it is a tributary off 1st Street. In light of this, please show: A) the back of the future curb location off 1st Avenue B) the distance from centerline of 1st Avenue to back of future curb C) the setback line at a distance of 21 feet from the back of future curb east into the property D) the setback line at a distance of 21 feet from nearest edge of travel lane from Smoot 18. Per LUC 3.6.1.4.D.2.c, provide 300 square feet of open area on each lot, 100 contiguous. And provide dimensions to verify on each lot or in table format. 19. Per DS 2-10.3.2.D, as each lot is under 4000 sf, provide elevations to be used to verify setbacks - measure from design grade to top of building - clarify if parapet roof. 20. Per LUC 3.2.6.5.B.2, With regards to building setbacks: These townhomes will have a 140 ADT from each direction on each side of the entry street. Given the ADT, the residence setbacks from Villa Savonna are as follows: For the garage, the setback is a maximum of 8' from the edge of pavement to the face of the garage - AND the garage must ALSO be setback 1 foot minimum from the sidewalk AND 1 foot back from the property line. The setback shown for the garage to the edge of pavement is suffice, it's the 1' setback from the property line that cannot be accomplished without compromising the required maximum setback of 8' from pavement edge. There are 4 options to seek remedy to this setback issue: A) move property line to back of curb and provide Public access/utility easements to contain the sidewalk and maintenance area on each lot B) move garage design back to accommodate the full length of a parking space of 18 feet in front of the garage to the property line C) seek a DSMR (Development Standard Modification Request) to reduce the width of the right of way at least 1 foot on either side of the street D) seek Board of Adjustment variances to allow for a 0 setback to existing property line Please provide a setback notation for the south side of the development, perimeter area abutting the C-1 zone. 21. Provide a typical detail drawing for the handicapped accessible ramps, showing truncated domes. 22. Please provide an additional handicapped accessible ramp on the south side of Villa Savonna, positioned across from the ramps on the north side of the street that enters the subdivision. This will allow HC access to cross the street at midpoint rather than having to utilize the ramps at each end of the street. 23. Please provide a sidewalk around the guest parking at the west side of the project, abutting the drainage basin. Pedestrian/Handicapped access would otherwise have to cross behind the parking spaces and utilize the right of way pavement area. This would not meet standards of DS 2-08. 24.
