The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


SHEETS 4 & 5. Provide a 25-feet wide public sewer easement as asked for in the previous review, rather than the 24-feet wide as shown.


SUBJECT TO THE ABOVE, the Pima County Department of Environmental Quality and the Wastewater Management Department hereby conditionally approve the above referenced submittal of the development plan as received by us on January 10, 2007. The revision may be shown on the Mylars without having to resubmit the bluelines.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality Department.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating, or engaging in any activity which may cause or contribute to air pollution.

On 10/3/06, I asked for a pedestrian connection between the residential area north of Antrim Loop Road and the commercial area south of Antrim Loop Road.
Per discussion w/Jose Ortiz, TDOT Traffic Engineering, a crosswalk is not required. Since this was the only outstanding UPD comment, the plat is approved.

1. Zoning acknowledges your response and assumes you mean the Temporary Revocable Easement not an Assured Water Certificate.. Provide documentation of the approved Temporary Revocable Easement at the next submittal. The following comments will remain as a reminder for the reviewer.

The monument signs indicated in the public right of way along Alvernon will not be allowed. Relocate or remove.

2. DS 2-05.2.4.C Show and label any temporary improvements that may be needed to make the site function for each phase as one entity.

Temporary bollards will be required at the entrance to all parking spaces located near building #10 along the phase line or change the phase line.

3. DS 2-05.2.4.I All applicable building setback lines will be shown. On zoning setbacks, if the building is proposed for location at a greater distance from the property line than the required setback, show only the dimension of the distance between the building and the property line. If the setback's point of measurement is not the property line, include the distance from the property line to the point of measurement.

Provide the height of the proposed covered parking structure located along the east property line of the proposed storage center. This is required in order to calculate the required setback. (minimum 11/2 times the height of the structure)

4. DS 2-05.2.4.K Show on-site pedestrian circulation as required by the LUC utilizing location and design criteria in Development Standard 2-08.0.

Provide a minimum 4' pedestrian refuge area along buildings #11 & #12.
The cross walks passing through the islands located north of building #8 and west of buildings #2 and #7 are required to have truncated domes on both sides of the islands. (transitioning from pedestrian area to vehicular use area)

Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area. Indicate the required minimum 24" depth.

5. DS 2-05.2.4.M Zoning acknowledges your response in regards to the ingress/egress easements being provided in the CC&Rs. Provide a note on the plan that CC&R's with cross parking and cross ingress/egress will be recorded at time of Final Plat. The following comment will remain as a reminder to the reviewer.

In order to meet the requirements of a shopping center for parking purposes it appears the personal storage has not been considered in the calculations. If this is the case, provide documentation for a cross access only agreement for lot 1 and the rest of the shopping center. Provide documentation for cross access and cross parking agreements for the rest of the Lots in the shopping center.

6. DS 2-05.2.4.P The handicap parking sign indicated in detail 4 cannot be located in the required 4' sidewalk area, wheel stops have been provided therefore the sign can be located out side of the 4' sidewalk area.

7. DS 2-05.2.4.Q Provide on the detail 3 on 2 of 5 the required clearances for the class one bicycle parking space including the access area.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the re-submitted Tentative Plat, Drainage Report, Geotechnical Report, and Landscape Plan. The Drainage Report was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed:

TENTATIVE PLAT:

1) DS Sec.2-03.3.1.G: Submit a letter of certification from the Arizona Department of Water Resources (ADWR) on assured water supply, if the project is not served by the City of Tucson Water Department. Tentative Plat can not be approved prior to submittal of the certification letter.

2) The Assurance Package was reviewed and needs corrections as noted prior to Final Plat submittal. The following information must be provided on the original assurance package:

a) The original package must be signed and notarized prior to Final Plat approval.
b) Revise Exhibit "A" under both the Agreement to Construct Third Party and the Amendment To Trust Third Party to include the entire name of the proposed subdivision.
c) Provide the Covenants Conditions and Restrictions (CC&Rs) with the Final Plat submittal.
d) Additional comments may be forth coming at Final Plat submittal.



GENERAL COMMENTS:

Provide a letter of certification from ADWR on assured water supply at re-submittal.
