The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, S06-094, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

The use of public sewers within business developments will require approval from Pima County Wastewater Management Department’s Design Division. Please contact Eric Wieduwild or Frank Luiz at (520) 617-8200 to obtain approval, otherwise the proposed sewer shall be private.

SHEET 1. If approval is obtained for public sewers, please revise General Note 27 to read as follows:

ON-SITE SANITARY SEWERS WILL BE PUBLIC AND WILL BE DESIGNED AND CONSTRUCTED TO PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT STANDARDS AND MUST BE ACCEPTED AND RELEASED FOR SERVICE BY PIMA COUNTY WASTEWATER MANAGEMENT PRIOR TO THE ISSUANCE OF SEWER CONNECTION PERMITS.

SHEETS 4 & 5. Should the proposed public sewers be approved by Pima County Wastewater Management Department, a PUBLIC SEWER ACCESS EASEMENT will be required through the Parking Area Access Lane (PAAL) instead of the 20-foot public sewer easement shown.

We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents.

SUMMARY: Engineering Division of Development Services Department has received and reviewed the submitted Tentative Plat, Drainage Report, Geotechnical Report, Landscape Plan and a copy of the Title Report. The Drainage Report was reviewed for Tentative Plat purposes only. The Tentative Plat is not approved at this time. The following items need to be addressed:


DRAINAGE REPORT:

1) DS Sec.2-05.2.4.H.3: Provide in plan view details and cross sections for the proposed collector channels, proposed weirs and any drainage structures with any associated protection requirements.

2) DS Sec.10-02.9.4.1: Provide energy dissipaters at all culvert outlets or provide a statement and calculations showing that protective measures are not required. Refer to DS Sec.10-02.9.3.3.1 for rock riprap sizing requirements and specifications.

3) DS Sec.10-02.11.4.2.2: A field visit showed that the existing 2-30" CMPs from the offsite detention basin are damaged. Provide structural considerations that will protect the culverts and the embankments from future damage.


TENTATIVE PLAT:

4) DS Sec.2-03.2.1.E: Revise the small index drawing provided on Sheet 1 of 5 that shows the area represented on each sheet. Specifically revise the label for Sheet 2 to read 2 of 5.

5) DS Sec.2-03.2.4.E: Provide a General Note stating that all Drainage Improvements will be constructed and completed in the 1st phase of the project. Per Rezoning Note C provide calculations and setback dimensions indicating how this will be achieved. Show phase lines on drawing.

6) DS Sec.2-03.2.4.H: Revise the Tentative Plat to clearly label the future MS & R right-of-ways for Valencia Road and Alvernon Way.

7) DS Sec.2-03.2.4.K: Revise the 30' PAAL cross-section to reflect the recommended pavement section shown in the geotechnical report.

8) DS Sec.2-03.2.4.L: Revise the Tentative Plat, in conjunction with the submitted Drainage Report, to reflect the following information. For additional information regarding drainage standards, see the City of Tucson Standards Manual for Drainage Design and Floodplain Management.

1. Show areas of detention/retention including 100-year ponding limits at all proposed culvert locations with water surface elevations.
2. Indicate locations and types of drainage structures, drainage crossings, pipe culverts, etc. Specifically explain if culverts are proposed under the middle PAAL ingress/egress off of Alvernon Way. If culverts are not proposed demonstrate that all weather access can be achieved.

9) DS Sec.2-03.3.1.G: Submit a letter of certification from the Arizona Department of Water Resources on assured water supply, if the project is not served by the City of Tucson Water Department.

10) Provide a note stating that all landscape water harvesting areas will be depressed a minimum of 6 inches.


DEVELOPMENT PLAN:

11) DS Sec.2-05.2.2.2: Provide the seal and signature of the professional engineer that prepared the plans. The Tentative Plat must have the original seal stamped and signed prior to Tentative Plat approval.

12) DS Sec.2-05.2.4.G: Provide dimensions for the drainage easement for the 2-30" SRPs that are contained under the PAAL.

13) DS Sec.2-05.2.4.L: Revise details to show minimum 5-foot wide sidewalks, truncated domes, and handicap ramp details. Refer to DS Sec.3-01.3.3 for sidewalk specifications and requirements.

14) DS Sec.2-05.2.4.R: Revise the Tentative Plat and the Landscape Plan to show existing and future sight visibility triangles (SVT) for the PAALs new access points. Refer to DS Sec.3-01.5.3 Line of Site Matrix for the dimensions needed.

15) DS Sec.2-05.2.4.T: Revise Tentative Plat to show maneuverability for all refuse containers. Refer to DS Sec.6-01.4.1.C for refuse requirements. Provide details for all refuse containers enclosures and bin construction. Refer to DS Sec.6-01.4.2 for enclosure requirements.


GEOTECHICAL REPORT:

16) Provide recommendations within the Geotechnical Report that addresses slope protection for the collector channels and the drainage swales.


GRADING PLAN:

17) DS Sec.11-01.2.1: A grading permit will be required for this project. Submit a copy of the Grading Plan with the grading permit application. A grading permit may not be issued prior to Tentative Plat approval. Subsequent Grading Plan comments may be necessary, depending upon the nature and extent of revisions that occur to the plans

19) Provide a general grading note-specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements).

20) DS Sec.10-01.5.2.6: Be advised that the Grading Plan must accurately reflect the proposed collector channels, weir inlets, culvert designs and rock riprap blanket design and dimensions as called out in the Drainage Report. Provide these details on the Grading Plan and label the details according to the requirements and dimensions of the Drainage Report.

21) DS Sec.11-01.4.1.C.7: Provide a General Note referencing the Geotechnical Report, provide the name, address, job number, date, and phone numbers of the firms or individuals who prepared the report. State that the grading plan shall comply with recommendations within the report as well as any subsequent geotechnical addenda.

22) Arizona Pollutant Discharge Elimination System (AZPDES) requirements are applicable to this project. Stormwater Pollution Prevention Plans and text addressing stormwater controls for all areas affected by construction activities related to this development will be required with grading plan submittal. GENERAL COMMENTS:

If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is 05/18/07.

2. DS2-03.2.1.E and DS 2-05.2.1.E The page indicator on the index map on page one of five indicates page 2 of 4. Should read page 2 of 5.

3. DS 2-03.2.2.A.1 and DS 2-05.2.2.A.1 List the owners address and telephone number.

10. DS 2-05.2.4.I All applicable building setback lines will be shown. On zoning setbacks, if the building is proposed for location at a greater distance from the property line than the required setback, show only the dimension of the distance between the building and the property line. If the setback's point of measurement is not the property line, include the distance from the property line to the point of measurement.

11. DS 2-05.2.4.K Show on-site pedestrian circulation as required by the LUC utilizing location and design criteria in Development Standard 2-08.0. Including, location, widths of sidewalks, handicap ramps, crosswalks, pedestrian refuge areas, connecting both streets to all structures, etc.

Handicap ramps as provided in detail 4 on page 2 of 5 will not work in several areas through out this project. (Different style required when accessing an area wider than a sidewalk.)

Access ramps at crosswalks connecting to sidewalks must be provided. In addition Truncated Dome (early warning systems) must be added to all access ramps where transitioning from the pedestrian area to the vehicular use area or at HC access aisles transitioning to the sidewalk area.

See LUC Sec.3.3.7.2.C.4 for required pedestrian refuge areas in a personal storage use.

12. DS 2-05.2.4.M In the notes for the square footage and uses of the proposed structures, clearly indicate the square footage of the Personal Service use for each building. Personal Service requires a greater number of parking spaces. In order to be considered a shopping center for parking space purposes it must be clearly indicated that 50% or more of the square footage will be Retail use.

In order to meet the requirements of a shopping center for parking purposes it appears the personal storage has not been considered in the calculations. If this is the case, provide documentation for a cross access only agreement for lot 1 and the rest of the shopping center. Provide documentation for cross access and cross parking agreements for the rest of the Lots in the shopping center.

13. DS 2-05.2.4.N On the drawings, provide the dimensions for the foot print of all structures as well as the height of each structure.

14. DS 2-05.2.4.O Provide a break down of the required and provided loading zones for each building. See LUC Sec. 3.4.4.1.B.2 for location requirements.

Loading zones must be located in close proximity to the service entrances of the structures. Clearly indicate the location of the proposed service entrances.

Provide dimensions for each required loading zone.

A loading zone or zones will be required for the Personal Storage use which does not have direct vehicular access.

Clearly indicate vehicle maneuverability for all loading zones. It does not appear that vehicles will be able to use the loading zones near buildings #7 and #6. The loading zones cannot block each other, trash enclosures, or doors (near building #16).

15. DS 2-05.2.4.P Dimensions provided for parking spaces located south of buildings #12 and #13 do not meet the minimum required length of a parking space.

Clearly indicate the parking spaces requiring wheel stops or barriers. See DS 3-05.2.3.C.

Clearly indicate that when the sidewalk is used as a barrier for the parking spaces that the sidewalk will not be limited to less than four foot in width for pedestrian circulation. Provide dimensions.

16. DS 2-05.2.4.Q Show, on the drawing, off-street bicycle parking locations, including materials for lighting and paving, type of security, dimensions, specific type of rack and the number of bicycles it supports, and the location and type of directional signage.
When adjacent to pedestrian paths, indicate the width of clearance available for the pedestrian area. For specifics, refer to Development Standard 2-09.0.

17. DS 2-05.2.4.T Show refuse collection areas, including locations of dumpsters, screening location and materials, and vehicle maneuverability, fully dimensioned.

18. DS 2-05.2.4.U Indicate graphically, where possible, and by notes, in all other instances, compliance with conditions of rezoning.

Provide a written response clearly indicating how each of the rezoning conditions have been met.

19. DS 2-05.2.4.V Indicate location and type of postal service to assure there are no conflicts with other requirements, such as pedestrian accessibility, utilities, and landscaping.

20. In the notes for the Floor Area Ratio it appears that the proposed FAR numbers have been switched. C-2 FAR should be .20 and the I-1 FAR should be .30.

21 . Based on responses to the comments and changes to the plans further comments may be forth coming.
