The TentativePlat/Development Plan (TP/DP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Tentative Plat/Development Plan:

1. Please include a response letter to the comments along with the corrected copies of the DP.
2. As per the Federal ADA requirements, all wheel chair ramps shall have the truncated domes instead of the standard grooves that are shown on COT SD 207. Aside from the Truncated Domes, all wheel chair ramps shall be constructed in accordance with COT SD 207. Provide a detail of the truncated domes or call them out on the plans.
3. Submit the soils report to review the recommended distance water is allowed to be adjacent to the building.
4. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
5. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
6. Show Tentative Plat/Development plan number (S06-093) on all sheets per D.S. 2-02.2.1.29.
7. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0. The refuse container location cannot be in an area used for ponding.

1. An applicant has one (1) year from the date of application to obtain approval of a tentative plat that complies with zoning and other development requirements in effect at the time of application. This tentative plat must be approved on or before April 23, 2007.

2. Fill in the S06-093 number near the title block in the lower right hand corner of all sheets of the plat, landscape and NPPO plans.

3. Any time Class 2 parking is required, Class 1 parking may be substituted on a space-by-space basis, provided the Class 2 parking is not reduced more than fifty (50) percent. With 90 percent class 2 and 10 percent class 1 required, a minimum of one class 2 bicycle space is required. Revise the bicycle parking calculation and revise the drawing to show the location of class 2 bike parking, fully dimensioned per DS 2-09. Class 2 bicycle parking should be located to be visible from the project's main entrance and if not directly visible and obvious when entering the site from the public right-of-way, directional signs will be required to direct bicyclists to the class 2 bicycle parking area.

4. Revise the FAR calculation. It is not clear what is meant by a proposed FAR=1.0 for every building. Provide the correct proposed FAR (gross floor area divided by total site area). DS 2-05.2.4.M

5. Annexation condition 2 requires an earthtone wall along the south and west corner or the property extended to Palma Street. Demonstrate compliance, if applicable to the project site, by labeling the required wall on the plat. Label and state the height and materials of all other existing and proposed screen walls.

6. Per IBC Sec. 1106.5, for every six or fraction of six handicapped parking spaces provided, at least one must be van accessible, and be provided with an access aisle with a minimum width of 8 feet. Revise drawing and calculation to show at least two van accessible spaces provided out of the eleven total h/c spaces shown. ANSI/IBC

7. On projects containing more than one building, loading zones must be provided for each building. Revise plan and loading calculation. There is not adequate maneuverability for trucks to easily access two of the proposed loading zones (the easternmost and the southernmost spaces). Please revise. LUC 3.4.4.1

8. Dimension the width of pedestrian circulation system clearly on the plat. Pedestrian connections must be continuous and provide accessible connections to all buildings from adjacent street right-of-way. Revise plat to show how the ped. system connects from the Research Loop right-of-way to buildings 2, 3 and 4.

9. The required street perimeter yard building setback measure from the street property line is the greater of 21 feet and 1- ½ times the height of exterior structure wall. With a proposed building height of 35 feet above design grade, the required setback is 52- ½ feet from the street property line. Revise plat to meet required building setbacks. LUC 3.2.6.5

10. A copy of proposed CC&R's must be provided to the Zoning Review Section for review and approval prior to approval of the final plat. The CC&R's must meet the criteria of DS 2-03.6.6.

11. Annexation condition 1 requires all buildings to be no higher than 35 feet above design grade. To demonstrate compliance with this condition, specify in general note 1 that the maximum proposed height of all buildings is no greater than 35 feet above finished grade elevation.

12. Add a matrix table showing the volume (in cubic feet or cubic meters) of airspace for each of the proposed units and state in the title block that this plat is for condominiums. Provide floor plans, elevation drawings, and three-dimensional calculations for each unit. DS 2-03.2.1.G.2

13. Detail any proposed free-standing signage on the plan. Label the location and dimensions of signs. DS 2-05.2.4.W

14. Is the required 10-foot street landscape border part of common element "A"? If so, list it as such in the title block. If not it must be designated as common area, and labeled individually with its own separate letter designations on the plat. Enclose each common element with a solid line and list them in the title block. DS 2-03.2.4.C

15. Between a PAAL and any enclosed structure a minimum 5-foot pedestrian refuge, including a 4-foot sidewalk, is required. The pedestrian refuge area must be physically separated from the PAAL., Revise plat to show the 5-foot pedestrian refuge between Bldg. D and the PAAL to the north. DS 3-05.2.2.B.1

16. A minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen or other obstruction, provided pedestrian activity is directed to another location. The additional area is necessary to provide clearance for fire, sanitation and delivery vehicles. If walls are proposed along perimeter lot lines revise the PAAL widths along the east and west property lines to be 28 feet.

17. Dimension the PAAL widths at their narrowest points in the location of the dumpsters. Two-way minimum required width for PAALs is 24 feet DS 2-05.2.4.D.3

18. Wheelstop curbing must be used in all parking spaces where the adjacent sidewalk is less than 6-½ feet wide to allow for vehicle overhang without obstructing sidewalk clear widths to less than 4 feet. Provide a fully dimensioned parking lot detail showing wheel stops dimensioned at 2-½ feet from the front of parking spaces. DS 3-05.2.3.C.1

19. All pedestrian sidewalks and ramps must meet new ADA requirements by utilizing truncated domes rather than the scored concrete tactile warning devices. Provide a handicap access ramp detail showing the truncated domes indicating all sidewalk grade changes and pedestrian crosswalks. Add a general note indicating that truncated domes shall be used at all crosswalks, access ramps and as otherwise required. ANSI

20. All requested changes must be made to the Development Plan/Tentative Plat and Landscape Plan. DS 2-07.2.1.A

The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

ALL SHEETS. Add the project number, S06-093, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers.

Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates.

SHEET 3. Please revise the location of the existing public sewers shown on this sheet, as the as-builts seem to show them further west than it is shown on this sheet.

SHEET 3. New manhole 1 shall be public.

SHEET 3. Common element A shall be granted as a public sewer access easement by final plat.
