The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to the Ina Road Water Pollution Control Facility via the North Rillito Interceptor.

All Sheets: Add the subdivision case number, S06-089, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: In the Dedication block, 4th paragraph, 1st sentence. Although the City Of Tucson may accept that common elements are granted as easements to the PUBLIC, Pima County prefers that these elements be GRANTED AS EASEMENTS TO CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES…

Sheet 1: In the Dedication block, 4th paragraph, 1st sentence. PCWMD may need to access the public sewers through the common elements. Revise this sentence so that:

The phrase PRIVATE SEWERS to changed to include both PUBLIC AND PRIVATE SEWERS.

Sheet 1: Add a General Note that states:

THE ON-SITE SANITARY SEWERS, EXCEPT PUBLIC SEWERS WITHIN PUBLIC SEWER EASEMENTS OR RIGHTS-OF-WAY, ARE EXISTING AND PRIVATE. NO NEW SEWERS ARE PROPOSED.

THE OWNERS SHALL NOT CONSTRUCT ANY PERMANENT STRUCTURE (I.E., MASONRY WALLS, FENCES, ETC.) ON OR THROUGH THE PUBLIC SEWER EASEMENTS WITHOUT SEPARATE WRITTEN CONSENT OF THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

Sheet 1: Delete General Note #17. Private sewer maintenance and operation is addressed in the Dedication block.

Sheet 1: Delete General Note # 18. This note is not necessary.

Sheets 2 & 3: The public sewer easements are incorrectly identified on the site plan. Private easements are labeled as sewer easements with the wrong docket and page numbers and the 30’ easement that exist over the 36” North Rillito Interceptor is not positioned over the public sewer pipe. I will provide you with copies of documents that I have obtained from the 5th floor PCWMD. Refer to these documents and D01-038 and provide the correct easement information with the next submittal. And label the easements that exist over the public sewers C-70, G-78-19 and G-2002-082 as PUBLIC SEWER EASEMENTS.

This office will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $150.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: The Final Plat and CC&Rs were received by Engineering on April 20th, 2006. Engineering has reviewed the received items and does not recommend approval of the Final Plat or the CC&Rs.

RESUBMITTAL REQUIRED: FINAL PLAT, CC&Rs

SUBMITTAL REQUIRED: ASSURANCES, BOUNDARY CLOSURE CALCS

CC&Rs are approvable. Once the mylars for the final plat please submit the signed original CC&Rs.

The next submittal must address the following items:

GENERAL COMMENTS

1. The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. The complete assurances package must include a copy of the original trust, the original amendment to trust with exhibit A, the original agreement to construct with exhibit B, a copy of the warranty deed, a current title report and a location map on an 8 ½ x 11 sheet. DS 2-03.7.1.G


The Final Plat will not be approved until the Assurance Package is received and approved.

FINAL PLAT COMMENTS

1. If the plat contains more than one sheet, a small index drawing of the site showing the area represented on each sheet is to be placed one the first sheet of the plat. Provide the required small index drawing of the site on the first sheet. DS 2-03.6.1.E.

2. Provide the "new" subdivision case number in the lower right hand corner of the plat. DS 2-03.6.1.K.

3. Remove the onsite to offsite 100-yr flow amounts from the plat. The final plat serves as a survey document and the onsite to offsite 100-yr flow amounts is only required to be provided on the tentative plat. Remove the requested information from the final plat.
