and final plat submitted March 28, 2006. It appears that there are no
conflicts with the existing facilities within the boundaries of this
proposed development.

Enclosed is a copy of a TEP facilities map showing the approximate
location of the existing facilities.

In order to apply for electric service, call the New Construction
Department at (520) 918-8300. Submit a final set of plans including
approved site, offsite and electrical load plans. Include a CD with the
AutoCAD version of the plans. If easements are required, they will be

The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.



This project will be tributary to the Roger Road Wastewater Treatment Facility via the Santa Cruz Interceptor. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacity for the project is available in the downstream public sewerage system and provide a copy of that letter to this office. The required form to request such a letter may be found at:

The final plat for this project cannot be approved until this office has received a copy of this letter.

The final plat will not be approved until the tentative plat/development plan is approved.

Due to the new ownership arrangements the signed Sewer Service Agreement for S04-038 will not be valid for this project. Once the owner information (TRUST No.) is provided to our office we will send to your office via e-mail, a .pdf file containing a Sewer Service Agreement for the proposed number of fixture unit equivalents. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the Mylars of the final plat.

All Sheets: Add the subdivision case number, S06-072, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. The prior case number, S04-038, should be move to the list of and changed to the same font as the other cross-reference numbers. No wastewater review fees will be charged for sheets where this is the only required revision.

Sheet 1: In the DEDICATION block, 2nd paragraph, 1st sentence. Although the City Of Tucson may accept that private streets, drainage ways and common areas are granted as easements to the PUBLIC, Pima County prefers that these elements be GRANTED AS EASEMENTS TO CITY OF TUCSON, PIMA COUNTY AND ALL UTILITY COMPANIES…

Sheet 1: General Note #9 is not needed on the final plat. Delete General Note #9.

Sheet 1: Add a General Note that states:

ALL LANDSCAPING WITHIN 10’ OF ANY PUBLIC SEWER, IN THE COMMON AREAS OR PUBLIC SEWER EASEMENTS SHOWN HEREON, SHALL BE IN ACCORDANCE WITH THE PLANTING GUIDELINES OF PC/COT STANDARD DETAIL WWM A-4.

Sheet 1: Add a General Note that states:

NO PERMITS FOR ANY PERMANENT STRUCTURE WITHIN 10’ OF ANY PUBLIC SEWER, IN THE COMMON AREAS OR PUBLIC SEWER EASEMENTS SHOWN HEREIN, WITHOUT SEPARATE WRITTEN CONSENT OF THE PIMA COUNTY WASTEWATER MANAGEMENT DEPARTMENT.

We will require a revised set of bluelines, and a response letter, addressing these comments. Additional comments may be made during the review of these documents.

Pima County Code Title 13.20.030.A.2 requires that a wastewater review fee be paid for each submittal of the final plat. The fee for the first submittal is $166 plus $50 per sheet. For the second submittal, the review fee is $50 per sheet. For all subsequent submittals, the review fee is $39 per sheet.

The next submittal of this project will be the second (2nd) submittal. A check for the review fee of this submittal in the amount of $50.00 (made out to PIMA COUNTY TREASURER) must accompany the revised set of bluelines and response letter.

If the number of sheets changes, please adjust the review fee accordingly.

SUMMARY: Development Services Department Engineering Division has done a review of the Final Plat package and does not recommend approval until the following items are addressed:

FINAL PLAT COMMENTS:
1) City of Tucson Development Standards (DS) Section No.2-03.7.1.G: The final plat cannot be scheduled for Mayor and Council consideration until the financial assurances are approved. Assurances must be approved by time of Final Plat mylar approval. Address the following assurance package comments:
a) For third party trust, provide a compiled package with the following:
i) original copy of the AGREEMENT TO CONSTRUCT SUBDIVISION IMPROVEMENTS / THIRD PARTY TRUST with attached Exhibit A property description.
ii) original copy of the AMENDMENT TO TRUST / THIRD PARTY TRUST with attached Exhibit A legal description.
iii) Assure that all exhibits are correctly placed/attached, and the case number "S06-072" is at the top of the first page of the AGREEMENT TO CONSTRUCT, EXHIBIT B, and AMENDMENT TO TRUST at minimum;
iv) Provide a copy of the original Trust Agreement;
v) Provide a copy of a sample Warranty Deed;
vi) Provide a copy of the Title Report.
b) Before submitting the assurance paperwork, assure that the descriptions of the common areas of the Final Plat title block match the assurance paperwork descriptions of the subdivision common areas. Please be aware that the legal office may reject the assurance paperwork if the verbiage does not match exactly the verbiage on the Final Plat's Title Block. Check first pages of both the AGREEMENT TO CONSTRUCT and the AMENDMENT TO TRUST and make sure that the wording exactly matched the Title Block of the plat.
c) DS Sec.2-03.6.3.B.4: Provide a copy of the title report current within 30 days of recordation of the proposed plat. Assure that any/all easements listed in the title report have been accounted for in this last submittal.
d) For this and future projects, please provide a 8½" by 11" location map sheet for assurance submittals that go to Mayor & Council. Typically, these are similar to an enlarged location map on Final Plats.
e) The assurance package will be available at the CDRC Office for pick-up. Submit the complete revised complied assurance package.
2) DS Sec.10-02.14.3.2: Provide a signed original of the CC&R's.
3) DS Sec.2-03.6.5.C.3: Closure calculations were provided for only the individual lots. Provide boundary closure calculations for the project boundary with precision and closure error.
4) DS Sec.2-03.6.4.F: Show the limits of the 100-year post-developed and FEMA floodplain limits in a surveyable and readily retraceable manner for all flows of 100 cfs or more on all planview sheets.
5) DS Sec.2-03.6.5.B: Submit the recent title report. Assure that any/all easements listed on the Schedule B of title report are clearly drawn, labeled with Book/page or Docket/page, and/or listed as a blanket easement, and/or labeled with accurate dimensions and bearings on the plat.
