We offer the following comments: Final Plat: 1. Complete the BOOK and PAGE information in the Title Block. 2. Include a reduced-scale map of the entire PAD District on the first sheet, including the location of the portion being developed (D.S. 2-03.6.1.F.). 3. Provide the correct S(YR)- _______ number (D.S. 2-03.6.1.K.). 4. Add the following general note: "There are three underground gas lines within and in the vicinity of this subdivision. An El Paso natural gas pipeline is located within the north-south El Paso natural gas property, BK.687, PG.564. Additionally, two Kinder Morgan Petroleum gas lines are contained within a 60 ft. gas line easement located within the south portion of the union pacific railroad right-of-way". You may revise this note as applicable to this phase of the project. 5. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3. 6. It is not clear how the subject development ties into the basis of bearing. Verify compliance with the requirements of D.S. 2-03.6.5.A. 7. The existing 10' Slope and Utility Easement and 35'Slope Easement (BK. 54, PG. 22), for the Julian Wash, are not shown. Revise. 8. Show the limits of the 100-year floodplain area in a surveyable and readily retraceable manner with frequent ties to intersecting lot lines for all flows of one hundred (100) cfs or more (D.S. 2-03.6.4.F.). Please be advised that this includes the existing FEMA floodplain. 9. Show the private drainage easement within Common Area "B" (refer to Sheets 3 and 5 of 11). 10. The Easement described in Keynote 6 of the approved Tentative Plat is not shown on the Final Plat. The Tentative Plat shows this Easement "to be abandoned". Either abandon the Easement by a separate instrument prior to the approval of the final Plat or show it on the Final Plat "to be abandoned by this Plat". 11. The existing 25' slope easement called out on Sheet 6/11 is not delineated. Revise. 12. The area south of Lot 434 is called out as "Common Area A" on the Final Plat (Sheet 6/11). The approved Tentative Plat shows the area as "New 40' Sewer Easement to be dedicated by the Final Plat (Keynote 14, Sheet 16/30)". Address the inconsistency. 13. The Easement that runs through lot 434, which is shown on Sheet 16/30 of the approved Tentative Plat as Keynote 6, is not shown on the Final Plat. Revise. 14. The areas between lots 576-577, 592-593 and 664-665 are labeled "Common Area A" on the Approved Tentative Plat, but they are called out as "Common Area B" on the Final Plat. Address the discrepancy and revise as needed. 15. The sight visibility triangle covers a big area of lot 572, which makes it appear to be undevelopable. Address this issue and revise as necessary. 16. Is Keynote 7 needed on Sheet 7/11? 17. The location of Keynote 5 is not shown on Sheet 7/11. Revise. 18. The area east of lots 605-613 is described as Private Drainage "Common Area B" on the Final Plat, but it is described in the approved Tentative Plat (ref. Sheet 21/30 and Keynote 15) as "70' Private Drainage Easement to be dedicated by Final Plat", which contains a "Private Drainage Channel (Common Area "B")". Clarify the Discrepancy and revise as needed. 19. All onsite existing easements, which are shown on the approved Tentative Plat, that are proposed to be abandoned by a separate instrument, must be processed before the Final Plat (FP) can be approved. Proper abandonment documentation, including recording information, must be submitted with the FP resubmittal for the FP approval. Abandonment can also be accomplished by the Final Plat. Address this issue. 20. All onsite existing right of way, which are shown on the approved Tentative Plat, that are proposed to be vacated, must be processed before the Final Plat (FP) can be approved. Proper vacation documentation must be submitted with the FP resubmittal for the FP approval. Address this issue. 21. Is the area adjacent to lots 663-671 a Common area as described on the Final Plat or a drainage easement as described on the approved Tentative Plat? Clarify and revise as needed. 22. The existing 15' private sewer easement, shown on Sheet 9/11, of the Final Plat, is described as " to remain" and "to be abandoned" at the same time. Address this discrepancy. 23. Submit a copy of an up-to-date Title Report. 24. Submit a copy of the Assurances package. CC & R's The CC & R's are acceptable for Engineering and Floodplain purposes. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. This project will be tributary to the Roger Road Wastewater Treatment Facility via the Southeast Interceptor. We will send to your office via e-mail, a .pdf file containing a Sewer Service Agreement for the proposed number of residential lots. Three originals will need to be printed out from this file for notarized signatures by the Owner of Record. The three signed originals of the Agreement must be returned to this office in order to satisfy the necessary requirements needed to approve the Mylars of the final plat. All Sheets: Add the subdivision case number, S06-067, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Cross-reference number S05-098 should be shown less bold as is the case with the other cross-reference numbers. Please revise final plat S06-071, lots 419- 674 (located within Phase I of La Estancia PAD), to reflect the sequential order of each block and common areas, whether alphabetical or numerical to match the master map identifying three phases and block identification within each phase (see attached Phasing Plan Map). Sequential (block and common area identification) shall remain as approved on the tentative block plat that applies to all of La Estancia PAD-7. The approved phasing plan identifies three phases. Phase I includes Blocks 2-5, 11, 18, 19, and Common Area “C.” Phase II includes Blocks A, B, and 19. Phase III includes Blocks 14, 23, 26, 30-33, 35, and 36. The following outlined requirements are per tentative plat S05-098 and apply to final plat S06-071. Staff is unable to determine compliance until a revised final plat, Phase I, S06-071, lots 419- 674 is submitted to address the requirements below: 2.a) Prior to final plat approval in Phases I, II & III, a design guidelines shall be submitted to and approved by the Department of Urban Planning and Design to ensure compliance with La Estancia Plan PAD requirements as it relates to residential densities and diversity of housing types. The applicant has designed Phase I as a low density single-family detached development. In order to comply with the La Estancia PAD housing requirements, Phase II & III shall provide a range of densities and a diversity of housing types to balance the uniformity of Phase I design consisting of single family detached housing at approximately five RAC. Housing diversity shall be balanced through Phase II & III and shall not constitute a common lot size with single-family detached homes using a limited range of models with a variation of building elevations. Residential Phase II & III shall require a range of densities, varied lot sizes, and a variety of housing types. 2.b) The design guidelines to include language to address the wall(s) along the southern boundary of Camino Boleadoras as a non-linear wall. The wall offer offset and/or variations in wall setbacks from the right-of-way boundary of Camino Boleadoras. This condition may first apply in Phase II, but is required to be addressed in the design guidelines. Design guidelines for the entire La Estancia PAD-7 are required prior to final plat approvals. 2.c) As part of Urban Planning & Design approval of tentative plat S05-098, sheet 2 of 30, had to be revised to include phasing Note #1. At the time of tentative plat S05-098 approval the phase note #1 was submitted electronically by applicant to Urban Planning and Design staff on December 19, 2005, and required the paper revision to follow. The revision was based on a meeting between the applicant and staff and dealt with revised language as proposed by the Parks and Recreation for the Julian Wash improvements as part of Phase I requirements. Therefore, prior to final plat S06-071 approval, provide a copy of tentative plat S05-098 which is signed/stamped by the Department of Development Services, that includes language that the Julian Wash requirements shall be completed as part of Phase I. Revision to be added to sheet 2 of 30, tentative plat S05-098. Please revise final plat, S06-071, Phase I, lots 3419-674 to include on a single index sheet all the proposed blocks, lots, and common areas of this final plat. Blocks, lots, and common area shall be relabeled to match the Master Phasing Map number of sequence (see attached copy). Index sheet to show location of final plat, phase I, S06-071 lots 419-674 as it relates to the perimeter boundaries of Phase I of La Estancia PAD (see attached copy of Master Phasing Map). Index sheet to be at a scale of 1 inch = 150 feet. An example with an appropriate index sheet is shown on tentative plat, S05-098, Phase I, lots 1-674, sheet 2 of 30, La Estancia De Tucson PAD. At the time La Estancia De Tucson - tentative plat S05-098 was approved for all of phase I, lots 1-674 an agreement was reached between the applicant, the Department of Urban Planning and Design, and the Department of Parks and Recreation. The agreement stipulates that pocket parks within Phase I shall be completed prior to construction of 50% of the total lots (674 lots) within Phase I. Also, required as part of phase I is the completion of the Julian Wash Linear Park, as outlined in the phase note agreement, as determined by the Department of Parks and Recreation (see attached phase note copy). A concurrent submittal which is pending approval as a final plat is S05-098, phase I, lots 1-340, which holds 50 % of the total lots allowed within the Phase I boundaries. Therefore, prior to any additional lot approval (additional final plats), beyond those proposed in final plat, S05-098, phase I, lots 1-340, which at the time is under review, shall require completion of the pocket park(s) within phase I. In addition, as part of phase I construction, the Julian Wash Linear Park shall be constructed as per the requirements outlined by the Department of Park and Recreation, provide in phase notes (see attached phase note copy). Therefore, prior to any final plat consideration beyond final plat, Phase I, S05-098, lots 1-340, the applicant shall be required to have an agreement with the Department of Development Services that will be provided to the Department of Urban Planning and Design on an established procedure to ensure no more than 50% (340 lots) of lots within Phase I, will be issued for construction of single family homes prior to the completion of the phase I pocket parks. As outlined above, tentative plat S05-098 lots 1- 674 also requires that the construction of the Julian Wash Linear Park, be completed as part of phase I construction, as determined by the Department of Parks and Recreation. The applicant to address these time lines with the Department of Development Services and provide an agreement of understanding to the Department of Urban Planning and Design prior to final plat, Phase I, S06-071, lots 419-674 approval. |
