Harrington (520-740-6579), representing the Pima County Departments of Wastewater Management and Environmental Quality Subject: Sierra Morado Unit 3 Lots 807-1117 and Common Areas "A"-"C" Final Plat - 1st Submittal S06-056 The proposed final plat for the above-referenced project has been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The letter authorizing construction of a public and private gravity sewerage collection system, dated June 2, 2006, from the PCWMD Director, has been received by our office and is now in the project file. Obtain a letter from the PCWMD's Development Services Section, written within the past 90 days, stating that treatment and conveyance system capacities for the project is available in the downstream public sewerage system. Provide a copy for this office. The required form may be found at: http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. The final plat for this project cannot be approved until a copy of this letter is in our project file. This is the 3rd request. All Sheets: Add the subdivision case number, S06-056, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. We offer the following comments: Final Plat: 1. Include a reduced-scale map of the entire PAD District on the first sheet, including the location of the portion being developed (D.S. 2-03.6.1.F.). 2. Provide the complete S(YR)- _______ number (D.S. 2-03.6.1.K.). 3. The "Certification of Survey" should include also the words "or proposed survey monuments" ((D.S. 2-03.6.3.A.). Revise. 4. The project gross area is different from the Tentative Plat. Explain the discrepancy and revise either the Tentative or the Final Plat to reflect the correct area (D.S. 2-03.6.2.A.). 5. Remove the words "Rights-of-way and" from the 3rd paragraph of the dedication. 6. Provide the "Beneficiary" Block as required by D.S. 2-03.6.3.C. 7. It is not clear if the shown street names are final or the letter designations will be replaced with other names. 8. All lots that are adjacent to common areas should have 1' no vehicular access easements along the sides that abut the common area (D.S. 2-03.6.4.H.). 9. The proposed abandonment of the State Lease #3457 has to be been processed before the Final Plat can be approved. 10. The exact delineation of the proposed 42.50' right of way dedication is not clear (see Sheet 3 of 13, above Common Area "B" and lot 849). Clarify. 11. Show the detention/retention areas (within the common areas) in a surveyable and readily retraceable manner (D.S. 2-03.6.4.I.). 12. Provide right of way dimensions for all private streets on Sheet 9 of 13 (D.S. 2-03.6.4.A. and D.S. 2-03.6.5.B.). 13. Provide the centerline information for Drexel Road, Bilby Road and Melpomene Way ((D.S. 2-03.6.5.B.). 14. Show and call out the basis of bearing and demonstrate how the project ties into it. The purpose of the basis of bearings on a survey is to enable another surveyor to retrace the original survey. As such, the statement must be referenced to found readily locatable monuments (D.S. 2-03.6.5.C.). Please be advised that the "Basis of Bearing" description in the General Notes is different from the one shown on the Tentative Plat. Clarify 15. The distance and bearings between all monuments used shall be labeled whether they are measured or calculated (D.S. 2-03.6.5.C.5.). 16. It is not clear why Common Area's "B" are dedicated in the Title Block for "Grading". Grading usually is a temporary activity during construction time. Clarify. Additionally, since Common Area "B" has parking areas, the common area description should also include "Parking". Revise as necessary. 17. Common Area "B", between lots 925 and 926, is smaller than the area shown on the Tentative Plat. Clarify the change and address whether this change will be reflected on the Tentative Plat and whether it impacts the proposed drainage scheme. 18. There is a Common Area "B", between lots 917 and 918, that was not shown on the Tentative Plat. Clarify the change and address whether this change will be reflected on the Tentative Plat and whether it impacts the proposed drainage scheme. 19. Sheet 8 of 13 does not show the 12' wide ADA compliant multi-use trail and trail easement, shown on the Tentative Plat (Sheet 10 of 12, east of lot 954). Clarify if this easement is existing (include the recording information) or if it is proposed to be dedicated by the Final Plat. 20. Provide a recent copy of the Title Report in order to verify the easements that are shown on the Plat. 21. In order to expedite the plat review and approval, provide the boundary survey and closure calculations report in accordance with D.S. 2-03.6.5.C.3. 22. Provide all applicable keynotes on all the sheets. 23. Submit a copy of the Assurances package. CC & R's The CC & R's are acceptable for Engineering and Floodplain purposes. Prepare a detailed response that explains the revisions that were made and references the exact location in the drainage report and on the Tentative Plat where the revisions were made.
