This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. The Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the final plat. Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Environmental Quality. Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution. However, should there be any changes requested by other CDRC members, the approval is void, and we request copies of the revised final plat to verify that those changes do not affect any zoning requirements. 1. Provide a copy of the signed and notarized affidavit with the sign-off copies for the condominium conversion showing that all requirements of LUC 4.1.9 have been met. LUC 4.1.9 2. The parking calculation on sheet 1 reads 178 vehicle parking spaces to be provided but only 170 spaces are indicated on the plat drawing on sheet two and in the title block. Based on the approved plan for the existing apartments, no fewer than 178 spaces are required for the condominiums. Revise drawing /sheet 2 to show all required vehicle parking. Per review of Stantec 3/29/06 Ltr., Real Estate para. 1., Real Estate identified a conflict with onsite parking, public/private use of private property, alley, Winstel and Haskell right of way. After consultation with the City Attorney's office, ARS 33-1205, is not considered applicable in this case because the re-plat of the subdivision is considered as a new use of the existing subdivision. R.E. does not object to the proposed use. 1. The re-subdivision changes the use of the parcel from multiple unit apartment to condominium type of housing (new use). 2. Zoning points out that the parking configuration displayed on proposed Final Plat (existing) is different than the approved site plan. Therefore the new traffic circulation patterns are not an approved existing use. 3. Real Estate stands by its initial recommendations that the public/private traffic circulation patters of private property, the alley, Winstell and Haskell should be reviewed and improved. If necessary Real Estate will assist in any additional dedications or vacations of right of way. |
