Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN Please be aware this review was conducted as a site review per the Development Standards 2-02. 1. All lettering and dimensions will be the equivalent of twelve point or greater in size. The purpose of this requirement is to assure that the lettering is legible when reproduced or microfilmed for record keeping purposes. The current font measures to 10 point, it must be at least 12 point or greater in size. Revise all lettering to be at least 12 point. 2. Include existing and future sight visibility triangles on the site plan. If the existing and future SVTs are coincident, label it as both existing and future. DS 2-02.2.1.A.10. 3. Add a legend to the plan indicating different line type, shading, etc. 4. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E 5. Per the Transportation Access Management Guidelines (TAMG) for an ingress/egress to a collector street 25' curb returns are required. Indicate 25' curb returns for the ingress/egresses to Glenn Street. TMAG was adopted on March 17, 2003 by Mayor and Council. 6. The dimensions of the PAAL is difficult to determine throughout the site. Because this is a full code compliance review the PAAL must be clearly indicated throughout the site plan. Indicate the width of the PAAL throughout the site. DS2-02.2.1.A.11., 12. 7. Handicap curb access ramps are required to be constructed with truncated domes, per recent a Federal ADA requirement. Show a detail or add a general note to the site plan indicating all public and private handicap curb access ramps will have truncated domes. 8. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between the PAAL and existing structures. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. 9. Sidewalks within a project must be physically separated from any vehicular travel lane by means of curbing, grade separation, barriers, railings or other means. It is difficult to determine if there is a grade separation, vertical curb, barrier, etc, between the edge of the PAAL and the designated 5' pedestrian access (keynote 1). Clearly indicate on the site plan a barrier, vertical curb or grade separation between the PAAL and the 5' pedestrian access. DS 2-08.4.1. 10. Sidewalks or pedestrian access areas may not be located between a vehicle parking space and a PAAL providing access to that space. The site plan indicates the pedestrian access area in the middle of a PAAL. Revise the site plan to show the pedestrian access (sidewalk) in a different location. DS 2-08.4.1.F. 11. There are very specific construction standards for the material used for a sidewalk (pedestrian access area) outlined in DS 2-08.5.0. Keynote 1 indicates asphalt will be used for the pedestrian area. Asphalt may only be used for jogging paths, nature trails and pedestrian areas that are not required to connect to required pedestrian paths. Because this proposed pedestrian access is a requirement and is required to connect to the sidewalk within the ROW the sidewalk must meet the standards found in 2-08.5.1.C. Revise accordingly. 12. The back up spur located to the south of the proposed structures must meet the requirements found in DS 3-05.2.2.D. Dimension the required 3' depth and 3' radius. Also see figure DS 3-05.2.2.D. 13. Indicate the drainage patterns for the site. DS 2-02.2.1.A.16. 14. Show roof drainage (flow arrows). DS 2-02.2.1.A.16 15. Show finish grades for the site and provide finish floor elevations for the proposed structures. DS 2-02.2.1.A016. 16. Include on the site plan estimated cut and fill quantities. If cut and fill quantities equal zero, please note on the plan. DS 2-02.2.1.A.17. 17. Indicate recordation data for Glenn Street. Indicate if Glenn Street is public or private. DS 2-02.2.1.A.18. 18. Dimension from street centerline the existing ROW width. Indicate the existing curb and sidewalk location. DS 2-02.2.1.A.21. 19. Glenn Street is designated as a collector street and has a full future ROW width of 64'. A half future ROW width of 32'. Dimension the ½ ROW width from street centerline. Show the future sidewalk and curb location. Label appropriately. DS 2-02.2.1.A.19. 20. Is their sidewalk along Glenn Street (within the ROW)? Sidewalks are required as part of new development of all properties. All new development shall provide 6 foot wide sidewalk along the entire length of the street frontage on an MS&R street. The space between the curb and sidewalk within the ROW is a minimum width of two feet. If existing sidewalk is already located with the ROW indicate on the plan. Otherwise indicate a proposed 6' sidewalk within the ROW along Glenn Street. DS 3-01.2.7.B., DS 3-01.3.3.A. 21. Show on the site plan existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number. DS 2-02.2.1.A.23. 22. Indicate refuse container location, size and access thereto fully dimensioned. Demonstrate vehicle maneuverability fully dimensioned. Be aware refuse vehicles require 36' inside radius and 50' outside radius. Indicate a refuse enclosure detail as per D.S. 6-01.4.2 . New projects consisting of 3 or more dwelling units will provide centralized on-site refuse storage, collection and pickup areas. Revise accordingly. 23. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. ALL SHEETS. Add the project number, S06-002, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. Based on the evaluation of the proposed sewer design, this project qualifies for Standard sewer connection fee rates. SHEET 1. If any new sewers are proposed, add the following General Note ON-SITE SANITARY SEWERS WILL BE PRIVATE AND WILL BE CONSTRUCTED, OPERATED AND MAINTAINED ON A PRIVATE BASIS. It appears that this project proposes connecting to an existing public sewer line 15 inches in diameter or larger. This existing public sewer line conveys high volumes of wastewater, therefore the owner, engineer and contractor shall be aware that a flow management plan may be required. The owner, engineer and contractor shall also be aware that Pima County Wastewater Management Department may require review of this project. We will require a revised set of drawings and a response letter addressing each comment. Additional comments may be made during the review of these documents. This plan was reviewed in accordance with requirements of the Land Use Code (LUC), Development Standards (DS), American National Standard Institute (ANSI), and International Building Code 2003 (IBC). For reference, see DS 2-08 for pedestrian access, DS 2-09 for bicycle parking, 3-01 for sight visibility triangles and 3-05 for vehicular circulation requirements. 2. This project was reviewed under requirements for a commercial site plan, DS 2-02, rather than as a CDRC process for the lot line reconfiguration, as was submitted. This project comprises of 4 new residential apartment units and a lot line reconfiguration between two lots. Thus, the project was review for commercial site plan content, and should be resubmitted through the permit counter as a commercial site plan for further reviews. 3. This project was reviewed under full code compliance requirements, as the two lots will be functioning as one site and the increase in both lot area and building area are greater than 25% of the existing development. 4. Per 2-02.2.1.4 - Revise the location map to include the township, range and section numbers where the project is located, and adjacent. The scale of the drawing must be 3" is equal to 1 mile. 5. Per 2-02.2.1.6 - Provide the height for all buildings, existing and proposed. 6. Per 2-02.2.1.7 - Provide proposed and existing building setbacks to all applicable adjacent existing/proposed lot lines. (Further comments may be forthcoming, as it appears existing building setbacks at the east site are within the required setback.) 7. Per 2-02.2.1.8 - With regards to parking: A) Provide dimensioned back up spurs near parking space 8 and near building 3715. B) Provide distance between building 3711 and existing parking space, show curbing. C) Number all parking spaces D) clarify if area between proposed lot line and building 3717 is a parking area. Per ANSI, ensure early warning systems (truncated domes) are provided on all handicapped access ramps. Clarify what appears to be crossing/blocking the sidewalks at the new buildings - access cannot be compromised. 13. Per 2-02.2.1.13 - Clarify if any signage is proposed, or free-standing lighting. Provide details drawings with heights and dimensions if applicable. 14. Per 2-02.2.1.19 - Glenn Street is a Major Streets and Routes with a future right of way of 64 feet. After submittal of this plan, it was discovered that a Record of Survey is not required. The correct review process is a Commercial Site Plan review. The comments on line should be reviewed and addressed prior to submittal of the commercial site plan. A commercial site plan review requires two (2) rolled sets of all plans required (site, landscape, NPPO etc…) and all drainage documents required. The City of Tucson will transfer the fees already paid to the correct account so there will be no fees required when the commercial site plan is submitted.
