The proposed sewer collection lines to serve the above-referenced project have been reviewed on behalf of the Pima County Department of Environmental Quality (PDEQ) and the Pima County Wastewater Management Department (PCWMD). This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use.


As previously requested on February 5, 2006, please provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf.

Subject to the above required revisions, the Pima County Department of Environmental Quality and Wastewater Management Department hereby approve the above referenced submittal of the tentative plat/final plat/development plan.

Please note the following: Approval of the above referenced submittal does not authorize the construction of public or private sewer collection lines, or water distribution lines. Prior to the construction of such features, a Construction Authorization (Approval To Construct) may need to be obtained from the Pima County Department of Environmental Quality.

Also, air quality activity permits must be secured by the developer or prime contractor from the Pima County Department of Environmental Quality before constructing, operating or engaging in an activity which may cause or contribute to air pollution.

The Tentative Plat and Drainage Report have been reviewed by the Engineering Division and we do not recommend approval at this time. The following review comments must be addressed.

Tentative Plat
1. Previous comments asked for information to be shown on the Tentative Plat to show that this project would comply with the Floodplain Ordinance. The response letter indicates that stem walls will be used to elevate the buildings above the base flood elevation. The Floodplain Ordinance requires that any exception to the fill requirements be supported by an engineering report prepared by a registered civil engineer. Provide an engineering report meeting this requirement. The report may be incorporated into the drainage report, but the issue must be explicitly addressed. (Tucson Code 26-8.d.2)

2. As previously commented, it appears the the Manning's Roughness Coefficients used in the encroachment analysis are not appropriate. Use the value 0.020 since cars are present. The width of the paved street indicates that parking will be expected on both sides of the street. Also provide a detailed discussion of why the values for the overbank area adjacent to the proposed encroachment should change under developed conditions. The n-values should be consistently applied for both existing and developed conditions.
3. Previous comments asked for information to be shown on the Tentative Plat to show that this project would comply with the Floodplain Ordinance.
