The following review comments must be addressed. Tentative Plat 1. Provide or indicate as existing sidewalk along each street frontage. Proposed sidewalks must be 5 feet wide. 2. At each water surface contour on the Tentative Plat, indicate the existing and proposed water surface elevation. ( DS 2-03.2.3.J and DS 2-03.2.4.L.6) 3. Show the limits of the filled area and the proposed builing locations as specified in the response to comment 8, below. (Tucson Code 26-8.d.2 4. Show areas of proposed grading and improvement for areas which are subject to flooding or erosion or which have poor drainage. Provide sufficient detail to establish that the proposed subdivision will meet the requirements of Tucson Code 26-8.b.3 5. Identify and delineate theexisting floodplain and lable the proposed floodplain as proposed. (DS 2-03.2.3.J and DS 2-03.2.4.L.6) Drainage Report. 6. Clarify that the floodplain delineated on the drainage exhibits is not a FEMA floodplain. 7. Based on the aerial photograph and Table 8.1 (page 8-06) in the Standards Manual For Drainage Design and Floodplain Management, it appears the the Manning's Roughness Coefficients used in the encroachment analysis are not appropriate. Generally the value used for paved streets should be 0.016 (or 0.020 if cars are present.) The overbank areas generally should be in the range of 0.025 to 0.032. If other than the normal values are used, provide a detailed discussion of how the values are more appropriate under the conditions at the site. The n-values should be consistently applied for both existing and developed conditions. 8. Provide a discussion of how this project will comply with Tucson Code 26-8.d.2: "In areas where fill is to be used to raise the elevation of the building site, the building line shall be located not less than twenty-five (25) feet landward from any edge of the fill, unless a study prepared by a state-registered professional civil engineer and approved by the city engineer shows that a lesser distance is acceptable." Please note that Floodplain Use Permit will be required as part of the grading permit submittal. Submit a revised Tentative Plat and a revised Drainage Report addressing these comments. In addition, architectural compatibility will be in compliance with design criteria in applicable adopted neighborhood or area plan. Therefore, staff requires the applicant to resubmit and include drawings, photographs, or a combination of both, showing how the architectural compatibility requirements of the LUC are met. In addition, since the proposed five lots are all under four thousand square feet (4,000 sq. ft.) it is required to include in the submittal the following information: A floor plan or drawing of the footprint of each unit, showing exterior dimensions, If two story is proposed, include location (footprint) of 2nd floor in relation to 1st floor footprint, Building elevations of all proposed units with height dimensions, Motor vehicle parking spaces are noted, and Provide location of front entrance to the unit The floor plans/drawings, and building elevations can be preliminary plans and do not have to be complete construction drawings. Again, staff only supports two-story dwelling units if the adjacent residential parcel to the north is a two-story unit. Otherwise, the five proposed dwelling units need to be designed as single story units. The proposed site is located adjacent to the downtown core and on the outside edge of historical downtown residential neighborhoods. The existing local streets that surround the site are narrow with black tops ranging from 26 feet to 36 feet in width. To the west of the site, across Meyer Avenue is the Drachman Elementary Magnet School. The school has a student drop of zone along Meyer Avenue directly across from this site. The tentative plat shows the western most lot (lot #1) with the driveway located on Meyer Avenue, directly access from the existing student drop-off zone. In addition Meyer Avenue is a one-way street, directing traffic south to 22nd Street. As proposed, access to lot #1 may be difficult during morning and afternoon peak hours for student drop-off and pick up along Meyer Avenue. Staff defers to the Department of Development Services to address the potential conflict between the existing student drop zone and the proposed access points for these residential developments along Meyer Avenue. Since the site is within walking distance to the Santa Rosa Park, located at the northeast corner of 22nd Street and 10th Avenue, recreational amenities are not required on site. However, pedestrian connectivity is important to and from the adjacent school, and park amenities and streetscapes, which include canopy trees to create microclimate oasis are important to the neighborhood. Staff recommends a native canopy tree to be located within the first ten feet of each front property line on each of the lots. Staff offers the following revisions to review compliance with the Old Pueblo Neighborhood Community Plan, and RCP requirements. Please revise tentative plat to include a minimum five-foot tall decorative masonry wall along the full length of north property line. Please revise tentative plat to include colored drawings, color photographs, or a combination of both showing how the architectural compatibility requirements of the LUC are met. Please revise tentative plat to include floor plans, or drawings for each of the five proposed dwelling units, showing layout dimensions and the front entrance to each of the five proposed dwelling units. If two-story units are proposed, (need to document the adjacent parcel to the north has a two-story unit), please include the footprint of the 2nd floor as it relates to the 1st floor footprint. Please include the dimensioned parking space within the building footprint, if applicable. Please include building elevations with height dimensioned and include the four-sided exteriors (in color) for each unit. Provide location of front entrance for each of the five dwelling units. Please revise tentative plat to include a landscape plan that provides one native canopy tree to be located in each lot, at an appropriate location within ten feet of the front property line. This review letter may contain comments pertaining to the concerns of either Department. The following comments are offered for your use. Provide a letter from PCWWM Planning Services, written within the past 90 days, stating that treatment and conveyance system capacity for this project is available. A capacity request form may be found at http://www.pima.gov/wwm/forms/docs/CapResponseRequest.pdf. ALL SHEETS. Add the project number, S05-257, to the title block of each sheet. This number should be shown larger or bolder than any cross-reference numbers. If, at the end of that time, the tentative plat has not been approved, it must be revised to be in compliance with all regulations in effect at that time, and must be resubmitted for a full CDRC review. The one-year expiration date for this tentative plat is December 20, 2006 (LUC Section 4.1.7.1). 2) This review is for a Residential Cluster Project (LUC Section 3.6.1) subdivision in the R-3 zone (LUC Section 2.3.6.2.A.3). The Residential Cluster Project designator is RCP-7. The maximum site coverage is seventy percent (70%). The maximum density per acre is forty-four (44) units. The "gross area" is identified 11,669 square feet. The "site area" is identified as 11,660 square feet. The square footage of the five lots add up to a total 11,690 square feet (DS 2-03.2.4.B). Please revise the plat for consistency, and if necessary, please revise the calculations for the proposed subdivision. In addition to the confusion concerning the square footage figures provide on the plat, the County Assessor's print outs in provide a different square footage total for the two parcels. Has property been dedicated or is property being dedicated? Please clarify these apparent discrepancies. 6) Delineate and dimension all proposed easements. Identify the purpose of each easement and if it is to be public or private (DS 2-03.2.4.J). 7) The minimum length of the driveway parking spaces is nineteen feet (19'-0") from the back of the sidewalk to the structure and eighteen feet (18'-0") from the property line to the structure where the driveway faces any street with an ADT greater than 140 (LUC Section 3.2.6.5.B.2.a). It appears that four of the five lots have parking spaces protruding into the public right-of-way. Please revise the plans for compliance. 8) It also appears that Lots 1 and 5 shall have one parking space each on the street. Such parking spaces "must not extent beyond the street frontage of the subject property" (LUC Section 3.3.7.1.E.3). Please identify the street parking space for each of these two lots.
